In the western world tropical timber is often felt to be unsustainable; it is associated with deforestation and illegal harvesting. European imports have dropped, but will this stop deforestation?
After a brief overview of current developments in international timber trade, four storylines for the tropical timber situation in 2050 are explored.
At present the forest area in the main tropical timber producing countries is still decreasing. After a sharp decline in global trade in the early nineties, increased demand from China and India has absorbed the European reduction. Now three quarters of the world’s imports of tropical timber are for China and India, two countries with high growth rates for both population and economy. As European imports now account for only 2% of the world total, further growth in China and India cannot be balanced by reduced European imports, so global demand will rise again in the decades to come.
Global demand will increase even more by the population growth and growing income in other (tropical) Asian and African countries. Even if exports stabilize, domestic demand will continue to rise sharply.
The storylines differ in the rates at which global population and income will grow, but in all storylines growth will continue at least until 2050, resulting in increasing demand for space to live, grow food, and earn a living. More timber will be required, especially in Asia and Africa, which also requires land.
To feed and house the world in 2050 forestry and agriculture must become more efficient and alternatives for tropical timber must be developed. Coniferous timber could reduce the burden on the tropical forests.
Brief history and present
Tropical timber trade
After a dramatic drop in the early nineties global trade in tropical timber has stabilized. Figure 1 shows the development of total exports of tropical timber since 1990 as recorded by the United Nations Forestry and Agriculture Organization.

In the FAO statistics tropical timber is defined as; ‘non-coniferous tropical wood for industrial uses, which grows or is produced in the countries situated between the Tropic of Cancer and the Tropic of Capricorn. The term covers logs, sawnwood, veneer sheets and plywood… and shall also include products produced in non-tropical countries from imported tropical roundwood’. (FAO)
Looking at global international trade, the situation is stabilizing, but a closer look reveals a major shift. Whereas in 1992 the main importers were Japan, Taiwan and Korea, in 2012 the main importers are China and India, with Vietnam in third place with 7% of global imports. In the same period imports to the European countries, Korea and Japan dropped, as shown in Table 1.

The three countries whose demand for tropical timber has increased so much have taken measures to increase domestic supply. Between 1990 and 2010 the total forest area in the world decreased by more than three percent, but the total forest area in China rose by 32%, that of India by 7% and that of Vietnam by 47% (FAO). Note that Vietnam is mainly within the tropics and so is about half of India, but mainland China is outside the tropics. Timber from the new Chinese forests will be non-tropical.
Non-tropical timber
Only 15% of the international timber trade is tropical timber. Table 2 shows this, giving the global import volumes in 2012.

Between 1992 and 2012 total world imports of coniferous timber more than doubled. China increased its share and multiplied its total annual imports of coniferous timber by twelve. India also increased its import volumes, but it is only importing 2% of the world total. A stable share of 40% of the total coniferous timber import volume goes to Europe.
Between 1992 and 2012 the world total imports of non-coniferous (non-tropical) timber rose by one third. Although China doubled its imports in this period, its share is only four percent of the world total. India’s share is only 1%. A stable 80% of the world’s import volume is destined for Europe. Note; the statistics show only imports, so the vast quantities of timber produced and used in the same country, e.g. in Canada and the USA, are not included.
Where does the tropical timber come from?
The biggest producer of tropical timber is Malaysia. Although its exports of tropical timber have decreased in the past decades, as shown by Figure 2, still more than a third of all tropical timber exports come from Malaysia. Papua New Guinea is the second biggest and still growing exporter. In both Malaysia and Papua New Guinea the number of hectares covered by forest decreased by 9% between 1990 and 2010 (FRA).

Where is it going?
The above statistics show that China’s imports of timber are growing very fast. Now China has become the workshop of the world. Isn’t this timber still coming to the Western world, but in the form of products? If it does, this does not show in the FAO statistics where the exports of timber products from China and India dropped to (almost) zero. For the storylines it will therefore be assumed that the timber imports are for domestic use only, not for export production.

Na een kort overzicht van de huidige ontwikkelingen in de internationale houthandel worden er vier zogeheten storylines verkend, vier mogelijke scenario’s voor het tropisch hout in 2050.
Het areaal aan bossen in de landen waar het meeste tropisch hout geproduceerd wordt slinkt nog steeds. In het begin van de negentiger jaren nam de handel op wereldschaal sterk af, maar nu wordt de daling van de vraag in Europa gecompenseerd door een groeiende vraag uit China en India. Driekwart van de import van tropisch hout komt tegenwoordig voor rekening van China en India, twee landen waar zowel de bevolking als de economie snel groeit. Nu de import naar Europa nog maar 2% van het totaal uitmaakt kan een vermindering van de Europese import de groei in China en India niet meer compenseren, dus op wereldschaal zal de vraag de komende decennia weer gaan toenemen.
De totale vraag zal nog verder stijgen door de bevolkingsgroei en de inkomensverbetering in andere landen in (tropisch) Azië en Afrika. Zelfs als de exportvolumes stabiel blijven zal de binnenlandse vraag daar sterk blijven groeien.
De vier storylines verschillen in de snelheid waarmee de wereldbevolking en de welvaart toenemen, maar in alle storylines zal de groei tenminste tot 2050 doorgaan, waardoor er steeds meer ruimte nodig is om te wonen, voedsel te produceren en een inkomen te verwerven. Er zal, vooral in Azië en Afrika, meer hout nodig zijn, en ook daarvoor is land nodig.
Om de wereldbevolking in 2050 te kunnen voeden en huisvesten moeten de bosbouw en landbouw efficiënter worden, en ook moeten er alternatieven komen voor tropisch hout. Het gebruik van naaldhout zou de druk op de tropische bossen kunnen verlichten.
Verleden en heden in het kort
Handel in tropisch hout
De wereldhandel in tropisch hout kelderde in het begin van de negentiger jaren, maar deze is nu stabiel. Figuur 1 laat zien hoe de internationale handel in tropisch hout zich sinds 1990 heeft ontwikkeld volgens cijfers van de FAO, de Bosbouw- en Landbouworganisatie van de Verenigde Naties.

De definitie van tropisch hout in de FAO cijfers is ‘tropisch hout, anders dan naaldhout, voor industriële toepassingen, dat groeit of geteeld wordt in landen tussen de Kreeftskeerkring en de Steenbokskeerkring. De term omvat stammen, gezaagd hout, vellen fineer en gelaagd en geplakt hout … en ook producten die in niet-tropische landen geproduceerd worden uit geïmporteerd tropisch rondhout.’ (FAO)
De totale omvang van de internationale handel stabiliseert zich, maar bij nadere beschouwing is er een grote verschuiving geweest. In 1992 waren Japan, Taiwan en Korea de grootste importeurs, maar in 2012 waren dat China en India, gevolgd door Vietnam met 7% van de import. In die periode is de import naar de Europese landen, Korea en Japan gedaald, zoals is te zien in Tabel 1.

De drie landen waarvan het importvolume zo sterk is toegenomen hebben maatregelen genomen om de binnenlandse productie op te voeren. Wereldwijd is het totale areaal aan bos tussen 1990 en 2010 met meer dan drie procent afgenomen, maar China heeft zijn totale areaal met 32% vergroot, India met 7% en Vietnam met 47% (FAO). Let wel, Vietnam ligt voor het grootste deel in de tropen en India ongeveer voor de helft, maar de Volksrepubliek China ligt buiten de tropen. Het hout uit de nieuwe Chinese bossen wordt dus niet-tropisch hout.
Niet-tropisch hout
Slechts 15% van de internationale handel in hout betreft tropisch hout. Dit is te zien in Tabel 2, met de wereldwijde importvolumes in 2012.

Tussen 1992 en 2012 is de import van naaldhout wereldwijd meer dan verdubbeld en een groter deel hiervan gaat nu naar China. De Chinese import is met een factor twaalf gegroeid. Ook de importvolumes van India zijn gestegen, maar dit land importeert slechts 2% van het totaal. Het aandeel van Europa in de import van naaldhout ligt stabiel op 40%.
Tussen 1992 en 2012 is de import van (niet-tropisch) hout anders dan naaldhout met een derde toegenomen. In die periode is de import van China verdubbeld, maar dit is nog steeds maar vier procent van de totale hoeveelheid. India importeert slechts 1% van het totaal. Het aandeel van Europa ligt stabiel op 80%. Let wel, dit zijn importcijfers, dus de enorme hoeveelheden hout die gebruikt worden in land waar ze geproduceerd worden, bijvoorbeeld in Canada en de VS, zijn daar niet in meegenomen.
Waar komt het tropisch hout vandaan?
De grootste producent van tropisch hout is Maleisië. Hoewel in de afgelopen decennia de export uit Maleisië gedaald is, zoals te zien is in Figuur 2, komt nog steeds meer dan een derde van al het geëxporteerde tropisch hout uit Maleisië. Papoea-Nieuw-Guinea is de op een na grootste exporteur en de export uit dat land neemt nog steeds toe. Zowel in Maleisië als in Papoea-Nieuw-Guinea is het aantal hectaren bos tussen 1990 en 2010 met 9% gedaald. (FRA)

Waar gaat het naar toe?
Uit de bovenstaande cijfers blijkt dat de houtimport van China heel hard groeit. Nu is China tegenwoordig de werkplaats van de wereld. Komt dit tropisch hout dan misschien nog steeds naar het Westen, maar nu verwerkt in producten? Als dat zo is, dan blijkt het niet uit de FAO cijfers. Volgens deze cijfers is de export van houtproducten uit China en India (vrijwel) tot nul gedaald. In de nu volgende storylines wordt er daarom vanuit gegaan dat hun geïmporteerde hout alleen voor binnenlands gebruik is bestemd, niet voor het maken van exportproducten.
