مقدمة
تُعتبر مصادر الأخبار محددًا أساسيًّا من محددات نجاح المؤسسات الإعلامية أو فشلها. فكلما تمكنت وسيلة الإعلام من الوصول إلى مصادر إخبارية متميزة وموثوقة وبسرعة أكبر من غيرها، كانت أقرب إلى النجاح والتفوق. ويتميز أداء المؤسسات الإعلامية، إلى حدٍّ كبير، بقدر تميزها في امتلاك مصادر إخبارية فريدة، وبقدرتها على الوصول إلى تلك المصادر في الوقت المناسب، في مناخ شديد التنافسية. ورغم كثرة الأبحاث الأكاديمية التي درست تجربة الجزيرة الإعلامية من جوانب مختلفة، إلا أن أحدًا منها لم يتطرق إلى موضوع المصادر وأهميتها في نجاح الشبكة واحتلالها موقعًا رياديًّا في المشهد الإعلامي على الصعيدين، العربي والعالمي. وقد يعود السبب في تجنب الباحثين الخوض في هذا الموضوع، كونه يتطلب إلمامًا بتقنيات العمل الإخباري ومعرفة قواعده. أي إن الباحث يجب أن يكون صحفيًّا ممارسًا، وليس مجرد باحث في الدراسات الإعلامية.
لسدّ هذا الفراغ، يتناول هذا الفصل سياسة الجزيرة في التعامل مع مصادر الأخبار، ويوثق بعضًا من التجارب الميدانية لمراسليها في الوصول إلى موقع الحدث ونقل القصة الخبرية من مصدرها، محققين بذلك تميُّزًا وسبقًا صحفيًّا. فما أهمية المصادر الإخبارية في عمل الجزيرة؟ وكيف نجحت في تبوُّء مكانتها كإحدى أبرز المؤسسات الإعلامية العالمية وأكثرها تأثيرًا؟ ووفق أي أدوات ومعايير مهنية وصلت إلى تلك المكانة واحتفظت بها؟
منهجيًّا، ينحصر نطاق البحث في حدود ما يمليه على صحفيي الجزيرة دليل السلوك المهني الذي أصدرته إدارة الشبكة عام 2004، في موضوع المصادر. وقد اعتمدنا في جمع المعلومات على مقابلات أجريناها مع عدد من الصحفيين والإداريين العاملين بالشبكة. إضافة إلى ذلك، استفدنا من الاستمارات التي أعدَّها الفريق المشرف على توثيق تجربة شبكة الجزيرة. وضمَّت الاستمارات المتاحة إجابات لأكثر من 80 من صحفيي القناتين، العربية والإنجليزية. أما الأبحاث المكتوبة والمنشورة، فكانت الاستفادة منها محدودة، بسبب ابتعادها عن موضوع البحث كما أشرنا أعلاه.
خاتمة
مثلما أحدثت تغطية قناة "سي أن أن" تحولًا في علاقة المشاهد بتغطيات التليفزيون بعد حرب الخليج الثانية، فقد أحدثت الجزيرة تحولًا في علاقة المشاهد العربي بالأحداث التي تدور في محيطه. في هذا السياق، يرى الباحث هيو مايلز أن تغطية الجزيرة لأحداث الانتفاضة الفلسطينية الثانية (2000-2005) أحدثت أثرًا لا يُمحى لدى مشاهديها عبر إشعارهم بآنية الحدث. وشبَّه ما فعلته الجزيرة هناك، بما فعلته الصحافة الأميركية المكتوبة في حرب فيتنام. كما أن تميز الجزيرة في الوصول إلى مصادر إخبارية فريدة، أهَّلها لمنافسة المؤسسات التليفزيونية العالمية ذات الخبرات، والإمكانات المالية الضخمة، رغم أن موقعها يبقى محدودًا في الشرق الأوسط وآسيا وشمال إفريقيا. وفي غضون عقدين ونصف، صنعت تجربة الجزيرة الإعلامية، ما اتفق الباحثان زياني وصحراوي، على تسميته بـ"ثقافة الجزيرة"، وهو امتياز لم يرْقَ إليه أي من منافسيها.

Correspondents Network and the Significance of the Geographical Location

Introduction
One of the main determining factors for the upsurge success or downfall of media organizations is the source of their news. The more engaging, reliable, and breaking news a certain media organization may have access to ahead of other media players, the more it stands a chance of success and reign supreme. It follows that the supremacy of media organizations’ performance rests for the most part on the extent of their harboring exclusive news sources, and their ability to have access to those sources in a timely manner, all in a highly competitive environment. In this context, many research works have addressed the Al-Jazeera’s (¬AJA) media journey from different viewpoints; but none seemed to have tackled the source issue per se and its pivotal role in the AJA’s network winning success and its taking an exemplary front line leading position in the media scene on both the Arab and international arena. The reason behind the researchers avoiding this point may, perhaps, lend itself to the fact that this issue requires hands-on familiarity with the making of news techniques and knowledge of its rules. That is to say, a researcher needs to be a journalist with hands-on experience; and not just a researcher making studies in the media domain.
To bridge that gap, this chapter addresses the AJA's policy in its dealing with the news sources, shedding light on a score of documented field encounters its reporters have had in getting access to the spot where the events unfold and putting the news story on air from its birthplace; thus making exclusive and breaking news. To that end, three questions need to be addressed:
- How much critical are the news sources in AJA's work?
- How did AJA succeed in reigning supreme as an outstanding and influential international media organization? and
- What kind of professional tools and standards did AJA uphold to realize that supremacy and sustain its ranking?
In as far as its methodology is concerned, the scope of this research reflects and is confined to the Professional Code of Conduct that AJA’s journalists follow, as issued by the Network in 2004, with respect to the usage of sources. In the collection of data, we counted on interviews with a number of journalists and members of the administration working with the AJA network. This is besides making use of the questionnaires, which the supervising team working on documenting the AJA network’s journey had prepared. The questionnaires incorporate responses from more than 80 journalists working with both of the Arabic and the English channels. Noting that the available literature, published works, and research in this respect have lent us little help; given their inconsistency with the theme of this research, as it has been indicated earlier.
Conclusion
Just as CNN's coverage triggered a shift in the viewer's relationship with TV coverage, after the second Gulf War, AJA brought about a shift in the relationship between the Arab viewers with the events taking place in their surroundings. In this context, the researcher Hugh Miles believes that AJA's coverage of the second Palestinian Intifada’s events (2000-2005) left an indelible impact engraved on its viewers' outlook, making them mindful about the real-time instantaneous occurrence of an event. He likened what AJA did in Palestine to what the American written press had done in the Vietnam War. Furthermore, AJA's superiority in its reaching out to unique news leveled it up into a position to compete with international TV organizations with expertise and huge financial capabilities, despite its limited scope of its positioning in the Middle East, Asia, and North Africa. Yet, within two and a half decades, the AJA's media experience has generated what the researchers Ziani and Sahraoui came into agreement and decided to call an "AJA culture," a feather none of its competitors’ caps has ever been donned with.

Caring of eyes is a very important measure to prevent potential problems in the future. Basics include adherence to ocular hygiene, wearing proper refractive correction if indicated and undergoing regular eye examinations. These can detect early changes in vision or structure of the eyes. In an environment of extensive sun exposure such as here, it is important to wear protective sunglasses outdoors to reduce the risk of developing cataracts (clouding of the lens) and macular degeneration. Both can lead to decrease in vision later in life. Proper light filters in the sunglasses are essential for this step. Several nutritional supplements have been shown in clinical trials to improve ocular health and delay onset of diseases such as macular degeneration. This information is available at specialized ophthalmic clinics.

Challenge
Education offers children a ladder out of poverty and a path to a promising future. But about 264 million children and adolescents around the world do not have the opportunity to enter or complete school. They are thwarted by poverty, discrimination, armed conflict, emergencies and the effects of climate change.
UNICEF believes that every child has the right to an education regardless of who they are, where they live or how much money their family has. In 155 countries around the world, UNICEF works to provide learning opportunities that begin in early childhood and that prepare every child with the knowledge and skills needed to thrive.

Solution
For the girl who grows up poor in a remote rural area, staying in school and learning can protect her from child marriage, intimate-partner violence and continued poverty. For a boy who lives in an urban slum, schooling instead of child labour can provide him with the skills needed for better a paying and more fulfilling job as an adult. For children in emergencies, education offers safety, a sense of normalcy and the knowledge needed to build a better and more peaceful future.
In each of these situations, the solution for children is education. For UNICEF, the job is to collaborate with partners to develop educational systems that provide the world’s most disadvantaged children with learning opportunities that change their lives and the lives of their children.

Source text - English According to General comment No. 7 on the Right to Adequate Housing: Forced Eviction , forced evictions are “the permanent or temporary removal against their will of individuals, families and/or communities from the homes and/or land which they occupy, without the provision of, and access to, appropriate forms of legal or other protection”. This expression seeks to convey a sense of arbitrariness and of illegality as the practice of forced eviction results in violations of civil and political rights, such as the right to life, the right to security of the person, the right to non-interference with privacy, family and home and the right to the peaceful enjoyment of possessions.
Security of tenure is a fundamental component of housing rights and as such, forced evictions deny one’s security of tenure. Security of tenure is the certainty that a person’s right to housing will be recognized by others and protected in cases of specific challenges. Some degree of security is recognized in all the type of housing rights: ownership, lease, cooperative housing and informal settlement.
Several episodes of forced eviction are carried out through violence, such as those that take places during armed conflicts or ethnic violence. Such a scenario often presents violations of interrelated rights (for example the right to water and the right to freedom of association). Other forced evictions may be carried out during development projects such as construction of dams, housing renovation and city beautification.
In general, States are obligated to use “all appropriate means” to realize the right to housing. States should refrain from carrying out forced evictions and ensure that the law is enforced against those who carry them out. Specific measures should be taken to protect women, children, older persons and other vulnerable groups who suffer disproportionately from the practice of forced eviction. Women, in particular are especially prone to violence and sexual abuse when made homeless.
In general, justified evictions should not result in individuals being rendered homeless or vulnerable to the violation of other human rights. However, evictions that meet the following procedural protections could be justifiable and permissible:
1. Substantive justification;
2. Consultation on alternatives;
3. Due process;
4. Right to alternative accommodation; and
5. Non-discrimination.
General comment no. 7 lists the guidelines on involuntary resettlement adopted by the World Bank as a good example of standards for resettlement to be implemented in case of development-induced displacement .

FT2 The World Bank was the first multilateral agency to adopt a policy for Resettlement and Rehabilitation (R&R). The Bank's policy is contained in the Involuntary Resettlement Operational Directive (OD) 4.30, adopted in June 1990. The policy aims at minimizing involuntary resettlement, providing people displaced by a project with compensation for land and other assets affected by the project, the means to improve, or at least restore, their former living standards, earning capacity, and production levels and involving both re-settlers and hosts in resettlement activities. The overall objective of the Bank's resettlement policy is to ensure that the population displaced by a project receives benefits from it. Translation - Arabic حسب نص التعليق العام رقم 7 بشأن الحق في السكن اللائق: الإخلاء القسري ، وصفت علميات الاخلاء القسرية على أنها: "الاخلاء الدائم أو المؤقت للأفراد والأسر و / أو المجتمعات من المنازل و / أو الأراضي التي يشغلونها غصبا عن ارادتهم ودون توفير او اتاحة شكل مناسب من الحماية القانونية أو غيرها من أشكال الحماية لهم ". فهذا التعبير يسعى إلى نقل الإحساس بالتعسف وعدم مشروعية هكذا ممارسة؛ كون الإخلاء القسري يؤدي إلى حدوث انتهاكات للحقوق المدنية والسياسية، مثل الحق في الحياة، والحق في الامن الشخصي، والحق في عدم التدخل في الخصوصية وفي الأسرة وفي المنزل، والحق في التمتع السلمي بالممتلكات.
ولما كانت مسألة ضمان الحيازة تشكل عنصرا أساسيا من عناصر حقوق السكن، فإن عمليات الإخلاء القسري تحرم الفرد من ضمان الحيازة. ومسألة ضمان الحيازة هي امر يقيني بالنسبة للفرد بأن حقه في المسكن حق يعترف الآخرون به وخاضع للحماية فيما لو واجهته حالات معينة من التحديات. ولا تعدم جميع انواع حقوق السكن من وجود درجة من الاعتراف بذلك الضمان، مثل: التملك والإيجار والجمعيات التعاونية السكنية والمستوطنات غير الرسمية.
فالعديد من عمليات الاخلاء القسري يجري تنفيذها من خلال العنف، مثل تلك العلميات التي تقع أثناء نشوب النزاعات المسلحة أو اثناء حوادث العنف العرقي. وغالبا ما يستتبع هذا السيناريو وقوع انتهاكات في سلسلة من الحقوق المترابطة (على سبيل المثال حق الحصول على المياه والحق في حرية تكوين الجمعيات). ومن الممكن القيام بعمليات أخرى من الاخلاء القسري خلال تنفيذ مشاريع إنمائية مثل بناء السدود وتجديد المساكن وتجميل المدن.
وبشكل عام، الدول ملزمة باستخدام "جميع الوسائل المناسبة" لإعمال الحق في السكن، وينبغي عليها أن تمتنع عن تنفيذ عمليات الإخلاء القسري وأن تكفل إنفاذ القانون بحق من يرتكب هكذا افعال. كما ينبغي اتخاذ تدابير محددة لحماية النساء والأطفال وكبار السن وغيرهم من الفئات المعرضة للخطر الذين تنزل بهم معاناة غير متناسبة مع غيرهم نتيجة الإخلاء القسري، حيث تتعرض النساء بوجه خاص للعنف والاعتداء الجنسي عند تشريدهن.
وبوجه عام، ينبغي ألا تؤدي عمليات الإخلاء المبررة إلى أن يتحول الافراد الى ناس مشردين أو معرضين لانتهاك حقوقهم الإنسانية الأخرى. وخلافا لذلك، فإن عمليات الإخلاء التي تستوفي تدابير الحماية الإجرائية التالية يمكن أن تكون مبررة ومسموح بها:
1 – وجود التبرير الموضوعي؛
2 – إجراء التشاور بشأن البدائل؛
3 – إجراء قانوني واجب النفاذ ؛
4 - الحق في اتخاذ سكن بديل؛ و
5. عدم التمييز.
يسرد التعليق العام رقم (7) المبادئ التوجيهية المتعلقة بإعادة التوطين القسري المعتمدة من لدن البنك الدولي كمثال جيد على معايير إعادة التوطين التي يتعين تنفيذها في حالة النزوح الناجم عن مشاريع إنمائية .
FT1 اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية، التعليق العام رقم 7 (لعام 1997) بشأن الحق في السكن اللائق (المادة 11 (1) من المعاهدة): الإخلاء القسري.
FT2 كان البنك الدولي أول وكالة متعددة الأطراف تعتمد سياسة لإعادة التوطين والتأهيل. وقد وضعت هذه السياسة ضمن سياسة البنك في منشور العلميات التوجيهي لإعادة التوطين القسري رقم 4.30 الذي اعتمد في حزيران / يونية من عام1990. وتهدف هذه السياسة إلى خفض إعادة التوطين القسري الى الحد الادنى، وتعويض الأشخاص المشردين بسبب القيام بمشروع عن الأراضي والأصول الأخرى المتأثرة بالمشروع، وتحسين، أو على الأقل استعادة مستويات معيشتهم السابقة، وقدرتهم على الكسب، ومستويات انتاجهم، وإشراك المستوطنين والمضيفين في أنشطة إعادة التوطين. ويتمثل الهدف العام الكامن من وراء سياسة البنك في إعادة التوطين أن يتم ضمان حصول السكان المشردين من المشروع على فوائد منه. ويتعين تطبيق هذه الإجراءات والمعايير على جميع حالات التشرد الفعلية ماديا / الاقتصادية الناجمة عن الاستملاك وغيرها من الإجراءات الإجبارية من قبيل استملاك الاراضي والأملاك من اصحابها أو من الذين لهم حقوق عرفية في الأرض. ويتعين تطبيق هذه الإجراءات بالنسبة لكافة المشاريع الممولة من البنك الدولي والتي تنطوي على تهجير الأشخاص بصورة قسرية. لمزيد من المعلومات، انظر في المرجع:
