Source text - English US and UK to play financial ‘war game’

Britain and the US will stage the first transatlantic simulation of a crisis in a large bank on Monday. It is a sign
of growing confidence that the authorities can now deal with the failure of large institutions.
All of the main players who would need to be involved in a failure of a company such as Bank of
America, Goldman Sachs, Barclays or HSBC will gather in Washington DC to make sure they would know
what to do, who to call and how to inform the public.
The move reflects the authorities’ view that they are getting close to solving the “too big to fail” problem, even
for cross-border banks, outside a full-blown system-wide crisis.
George Osborne, UK chancellor, announced that he would be taking part in the “war game” along with Jack
Lew, US Treasury secretary, Janet Yellen, head of the Federal Reserve, Mark Carney, Bank of England
governor and other senior officials from both countries.
The simulation will not mimic any particular bank but the authorities will run through the procedures they
would follow if a large UK lender with US operations failed and those for a significant US bank with a British
presence. Unlike domestic war games held before the financial crisis, Mr Osborne pledged to publicise the
results.
Speaking to journalists on the fringes of the International Monetary Fund meetings in Washington, Mr Osborne
said: “We are going to make sure we can handle an institution that was previously regarded as too big to
fail . . . and this demonstrates the distance we have come over the past few years to build resilience and learn the
lessons of the financial crisis.”
Six years ago, the US and UK authorities fell out over Lehman Brothers, both before it crashed and afterwards
in the chaotic bankruptcy that followed. When faced with a real crisis, previously good relations between the
two governments and regulators broke down.
Asked whether the war game could come close to simulating the stresses in a real crisis, the chancellor
admitted that the exercise was not trying to recreate such an event in real time. “It is an opportunity to make
sure our different, but similar, domestic arrangements work.”
Mr Osborne said the purpose of the exercise was to make sure every player, including politicians, knew their
responsibilities and who needed to act; which creditors would have to take a hit; and how to communicate the
authorities’ actions to the public.

“ويعكس هذا التحرك نظرة السلطات بقرب توصلهم لحل مشكلة فئة المصارف "الأكبر من أن تفشل" (أي التي تتمتع بحماية حكومية مضمونة بسبب هيمنتها على السوق) حتى بالنسبة لمصارف عبر الحدود خارج نطاق أزمة كاملة الأركان على مستوى المنظومة
وقد أعلن جورج أوسبورن وزير مالية المملكة المتحدة عزمه المشاركة في "لعبة الحرب" إلى جانب جاك ليو وزير الخزانة الأميركي و جانيت يالين مدير المصرف الاحتياطي الاتحادي، ومارك كارني حاكم بنك انكلترا بالاضافة لمسؤولين اخرين رفيعي المستوى من كلا البلدين.
يشار إلى أن المحاكاة لن تقلد أي بنك على وجه الخصوص بل إن السلطات ستستعرض الإجراءات التي ستتبعها في حال فشل مُدين بريطاني مع تعاملات أميركية وكذلك الأمر بالنسبة لبنك أميركي مهم مع تواجد بريطاني. وبخلاف "ألعاب الحرب" المحلية التي أجريت قبل الأزمة الإقتصادية، فقد تعهد السيد أوسبورن بنشر النتائج.
و على هامش اجتماعات صندوق النقد الدولي في واشنطن قال السيد أوسبورن في حديثه للصحفيين : "سنسعى للتأكد بأننا قادرون على معالجة مؤسسة كانت تعتبر سابقا أكبر من أن تفشل ... وهذا يعكس حجم المسافة التي قطعناها خلال السنوات القليلة الماضية لبناء القدرات و تعلم الدروس من الأزمة الاقتصادية."
فقبل 6 سنوات تسبب سقوط ليمان برذرز بخلاف بين السلطات الأمريكية و البريطانية قبل السقوط و في حالة الإفلاس الفوضوية التي تلته ، فقد تأزمت العلاقات المعروفة بماضيها الجيد بين الحكومتين والمنظمين فور مواجهتها لأزمة حقيقية.
وعند سؤاله فيما إذا كانت "لعبة الحرب" من الممكن أن تقترب من محاكاة ضغوطات أزمة حقيقية، أقر وزير المالية البريطاني أن الهدف من هذه التجربة لم يكن محاولة إعادة خلق هكذا حدث في الزمن الحقيقي "إنها فرصة للتأكد من فاعلية ترتيباتنا المحلية المختلفة و المتشابهة أيضاً."
وفي السياق ذاته قال السيد أوسبورن أن الهدف من هذه التجربة هو التأكد من أن جميع الأطراف ومن ضمنهم السياسيون على معرفة بمسؤولياتهم وأي طرف يجب أن يتحرك وأي الدائنين يجب أن يتقبل الخسارة وكيفية تفسير إجراءات السلطات للعامة.
