우리나라 수자원 여건과 환경에 부합하는 최적의 물관리로 기후변화시대에도 물 걱정 없는 쾌적한 국토를 만들어갑니다.

대한민국의 연강수량 1,277㎜ 는 세계평균 807㎜ 의 1.6배로 비교적 여유가 있는 편이다. 그러나 좁은 국토에 높은 인구밀도로 인해 1인당 강수량 2,629㎥/년 은 세계평균 16,427㎥/년 의 1/6에 불과하다.

특히 우리나라의 연강수량은 약 70%가 하절기에 집중되어 여름철에는 홍수, 봄철에는 가뭄이 빈발하며, 국토의 경사도가 높아 강우가 빠르게 바다로 유출되고 있어 물관리가 매우 어려운 실정이다.

앞으로도 국민 삶의 질 향상, 하천생태유지 등에 따른 용수수요는 지속적으로 증가가 예상되며, 하천주변의 도시화·산업화로 인구와 재산이 밀집됨에 따라 홍수피해도 증가할 것으로 예상된다. 이와 함께 2008년 겨울가뭄과 태풍“루사”(2002), “매미”(2003)에서 보듯이 기상이변으로 인한 가뭄과 홍수 등 재해는 더 극심해 질 것으로 전망된다.

국민들의 건강하고 쾌적한 삶에 대한 욕구가 늘어나고 있어 친수공간에 대한 수요도 급격히 증가하고 있다. 이러한 물 문제의 어려움을 극복하기 위한 대책과 노력이 없다면 국민들의 안전하고 행복한 삶은 큰 위협을 받을 것이다.

우리나라는 앞으로 ① 물이용 종합계획을 통한 사람과 자연에 맑고 충분한 물 공급 ② 치수 종합계획을 통한 기후변화에 안전한 국토기반 구축 ③ 하천환경 종합계획을 통한 생명이 살아있는 물환경 조성을 정책 목표로 설정해 중점적으로 추진할 계획이다.




Translation - English
We are creating a clean landscape that is worry free about water, despite being in an era of climate change, through optimal water management that is customized for Korea's water resource conditions and environment.

Korea's average annual precipitation is relatively high at 1,277mm, which is 1.6 times higher than the global average of 807mm. However, the nation's per capita precipitation of 2,629㎥/ year is only 1/6 the global average of 16,427㎥/ year due to a small land area and high population density.

In particular, since 70% of Korea's annual precipitation is concentrated in the summer, flooding and droughts occur frequently in the summer and spring respectively. Additionally, due to a steep land grade, rainfall runs-off into the ocean rapidly, which makes water management very challenging.

Water demand is expected to increase continuously in conjunction with the improvement of quality of life and the river ecosystem maintenance efforts. Since population and property are concentrated in river basins due to urbanization and industrialization of the surrounding areas, flood damage is expected to rise in these vulnerable areas. In addition, as observed during the 2008 winter drought and typhoon "RUSA" (2002) and "MAEMI" (2003), droughts and flooding damage caused by abnormal weather conditions have a more severe impact.

The general public has growing demands for a healthy and pleasant life, as well as a sharp rise in demand for water-friendly areas. Without measures and effort to tackle such water related issues, the public’s safety and happiness is in jeopardy.

Korea plans to push ahead with the following policy objectives: ① to supply clean and abundant water to humanity and nature through comprehensive plans for water use; ② to build land infrastructure safe from climate change through comprehensive flood control plans and ③ to create water environment where living creatures live and thrive through comprehensive plans for the river environment.
