الباب الأول
منافع وحسنات العلم
العلم هو إدراك الشيء على ما هو به، وزوال الخفاء عن المعلوم، وهو نور البصيرة ونعمة الفهم للتمييز بين الخطأ والصواب، سواء ما يخص العبادات أو المعاملات، وحقيقة العلم بالخير السكون فيه، وحقيقة العلم بالشر الخروج عنه، وبالعلم تُحث الخطى في طريق السلامة، والجهل نقيض العلم مستغنٍ عن التعريف فهو شقاء وظلام، أما العقل فهو جوهر تُدرك به الغائبات بالوسائط والمحسوسات بالمشاهدة، والعقل يمنع ذوي العقول من العدول عن سواء السبيل والصحيح، وأساس الأمور العقل وفروعها التجربة، والعقل قائد الإنسان للخير والصلاح.
ميّز الله سبحانه وتعالى الإنسان بالعقل عن باقي مخلوقاته ليتعرف من خلاله إلى عظمة الله سبحانه وتعالى ووجوده، وليكون دليل الإنسان إلى الصواب والنجاة، ويجنبه الفساد والضّلال، وهو حُجة الله على عبده يوم الحساب، وجوهر الإنسان العقل، وهو نور في القلب يُفرق بين الحق والباطل، ودليل عقل المرء قوله، ودليل أصله فعله.
خلق الله المخلوقات وهو موصوف بالرحمة والرأفة، ويريد بعباده اليسر والهداية والصلاح، لذلك أرسل لهم الرسل والأنبياء والكتب السماوية لإزالة الجهل والغموض عن سر هذه الكون وخالقه كي يستفيق الإنسان من غفلته، ويتعرف إلى قدرة الخالق الجليل وعظمته، وكان آخر الأنبياء والمرسلين النَبي العربيّ محمّد (صلى الله عليه وسلم) وآخر الكتب السماوية القرآن الكريم، وبهما أخرجت الحياة الإنسانية من الظلمات إلى النور ومن التّيه إلى الرُشد، وتمت البشرى والنجاة لمن آمن بالله ورسوله، وكفى من كان بالله صادقاً ومصدقاً، وكان بالله عالماً ومعلماً.
Translation - English
Merits of Knowledge

It is necessary from the outset to define and understand three basic terms. The first one is knowledge. The Arabic lexicon defines knowledge as “the process whereby a given thing is perceived as it really is and whereby any uncertainty about it is removed.” Knowledge is, in fact, the source of insight that we need to distinguish between what is right and wrong not only in our religious practices, but also in our daily lives. Knowledge illuminates man’s path towards safety and, as such, can be seen as the opposite of our next term “ignorance”, which is, needless to say, equal to misery and darkness. Our third term is “mind” that can overlap sometimes, depending on context, with such terms as “reason” and “reasoning”. It is an immaterial substance which renders the unseen perceivable through the use of some mental mechanisms, and the sensed objects through sensation.

By the mind, “mindful” people, so often called “sane”, watch for the straight path, which they must pursue in life so as not to commit wrongful acts. Mind comes first in all man’s acts and experience comes second. At the end of the day, it is mind that can lead man to goodness and righteousness.

God bestowed on man the power to reason, which sets man aside from other animals. Through this faculty, man can learn about the greatness of God but also about his own being. Mind, therefore, serves as a guide for man to righteousness and salvation and provides him with safeguards against being corrupted or going astray. Mind is the standard that is used in the Day of Judgment when reckoning man for his acts in this life.

God is also merciful and does not mean for His servants a strenuous journey towards guidance. Rather, He sent them messengers, prophets and heavenly books to remove any ignorance or misunderstanding of the secrets of the universe and the existence of God. Man needs to be awakened and to learn about the omnipotence of God. Thus, with the last prophet, Messenger Muhammad, and the last heavenly book, the Quran, human life has had a chance to get out from the darkness of digression into the light of righteousness. It was a good omen by God to mankind. The omen has been fulfilled and salvation has been attained by those who believed in God and His messenger.

من المحتمل تخفيض التصنيف الائتماني للولايات المتحدة رغم التوصل لاتفاق في اللحظة الأخيرة لتجنب التعثر عن دفع فوائد الديون. ويتوقع تحليل البنك استمرار المستثمرين في اعتبار سندات الخزانة الأميركية المؤشر الرئيس لأسواق السندات العالمية رغم احتمال تخفيض التصنيف.

وكانت السندات الأمريكية تعتبر لعقود عديدة أكثر الأدوات المالية ذات العائد الثابت أمانًا، الأمر الذي ساعد الولايات المتحدة في الاقتراض بمعدلات فائدة منخفضة جداً وبالتالي تمويل العجز المستمر في ميزانيتها.

واستفادت أيضا أسواق السندات العالمية، حيث يستخدم المستثمرون معدلات الفائدة على سندات الخزانة بمختلف آجال استحقاقها كمؤشر على الاستثمارات "الخالية من المخاطر". وهذا يعني أن المستثمرين يقيمون العائدات على أدوات الدين الأخرى بناءً على ارتفاعها فوق العائدات على السندات الأميركية.

ومنذ الأزمة المالية في عام 2008، ارتفع الدين الأميركي بمستويات كبيرة ليصل إلى 14.3 تريليون دولار. وساعدت هذه القروض الإضافية في إنقاذ المؤسسات المالية والإنفاق لتحفيز الاقتصاد.

وكانت المخاوف الأخيرة حول الدين الأميركي ذات دوافع سياسية بالدرجة الأولى، حيث أن الولايات المتحدة قادرة حاليا على خدمة ديونها نظرا لان الفوائد المنخفضة تجعل من التزامات خدمة الدين غير مرهقة. ولكن لو أن الكونغرس رفض السماح بالحصول على ديون جديدة، فإن الولايات المتحدة كانت ستتعثر عن سداد فوائد الديون.

ومثل هذا التعثر كان سيدفع وكالات التصنيف الائتماني لتخفيض تصنيف الولايات المتحدة إلى ما دون أعلى تصنيف عند "AAA". ورغم تجنب الأزمة الأخيرة، إلا أن وكالات التصنيف يمكن أن تقوم بتخفيض تصنيف الولايات المتحدة بسبب المخاوف حول قدرتها في السيطرة على العجز في الميزانية، الأمر الذي يؤدي إلى زيادة الديون إلى مستويات تجعل التعثر لأسباب اقتصادية وليس سياسية فقط.

وهناك مخاوف واسعة من أن تخفيض التصنيف الائتماني سيؤدي إلى عمليات بيع عشوائية لسندات الخزانة الأميركية، الأمر الذي سيكون له تداعيات على نطاق واسع. لكن البعض يرى أن سندات الخزانة ستستمر في وضعها كمرجعية لأسواق السندات العالمية رغم أنها يمكن أن تشهد بعض التقلبات على المدى القصير.

كما أن السندات الأميركية ستستمر في تشكيل جزء كبير من الاحتياطي الأجنبي لكثير من دول العالم وستستمر المؤسسات المالية في استخدامها كضمانات في تعاملاتها. كما ستحتفظ السندات الأميركية بوضعها في الأسواق كمعيار للاستثمارات الخالية من المخاطر، حيث لا يوجد بديل لها من حيث الحجم والسيولة وتنوع آجال الاستحقاق ومستوى المخاطر الائتمانية.
Translation - English
US credit rating downgrade is perhaps unavoidable despite a last-minute agreement drafted to avoid debt interest default. The bank’s analysis, nevertheless, anticipates that investors will continue to bet on the American treasury bonds as the main indicator for global bond market, notwithstanding the rating cut. US bonds have got for many decades a good reputation as the most secure fixed-yield financial instruments, and this helped the country to borrow at very low interest rates hence finance its continuous deficit treadmill.

Global bond markets have also benefited from the American bonds. The interest rates on treasury bonds that offer diversified maturity rates gave investors an indicator to risk-free investments. This meant that investors can assess revenues on other debt instruments by comparing them with those on American instruments.

Since the outbreak of the financial crisis in 2008, the American debt soared up to US$14.3 trillion. Such additional loans helped in both bailing out financial institutions and spending to stimulate the economy.

Despite the recent politically incited fears looming on the American debts, The United States is able at the moment to serve its debts thanks to the low interests that avoid debt service obligations from being a heavy burden. Had the Congress declined requests for lifting the debt ceiling, the United Sates would have certainly defaulted on its debt interests.

Such default could have induced credit rating agencies to lower the US credit rating to below the esteemed rating of AAA. Even though the country managed to overcome the latest crisis, the rating agencies will almost inevitably cut US rating for fears of its ability to control the budgetary deficit. The ensuing increase of debts to high levels will suggest that the default can be best explained on economic rather than political grounds.

There are wide concerns that the credit rating cut will result in haphazard selling of US treasury bonds, which will have lots of repercussion. Against this background, however, some believe that the treasury bonds will continue to be a benchmark for global bond markets, notwithstanding some short-term fluctuations.

US bonds will also continue to account for a large portion of the foreign reserve for several countries worldwide. The financial institutions will still be apt to use such bonds as guarantees for their transactions, and the American bonds will retain its position in the markets as a standard for defining risk-free investments. In fact, there is no alternative to such bonds in terms of volume, liquidity, diversity of maturity terms and credit risk levels.
