Source text - French Du contrôle de l’information militaire au contrôle de la société:
Dès le début de la seconde campagne de Tchétchénie, alors que la presse militaire russe est en déclin et fortement concurrencée par la presse indépendante et les informations émanant du Comité des mères de soldats, l’armée prend des mesures radicales pour contrôler l’information en provenance du champ de bataille notamment grâce à la création, par un décret gouvernemental de décembre 1999, du Centre d'information russe (Rosinformtsentr). Ce centre est chargé de filtrer toutes les informations non seulement en provenance de Tchétchénie mais également de l’étranger en vue de promouvoir la version gouvernementale des événements.
Présentée comme une mesure d’urgence dans le cadre d’un dispositif de gestion de crise, cette mesure prend un relief nouveau avec la publication de la Doctrine de sécurité de l’information peu de temps après, puis avec le Programme d’éducation patriotique dont l’application rentre en vigueur la même année. En effet, l’approbation, en septembre 2000, par le président Poutine d’une doctrine de sécurité de l’information conçue par le Conseil de sécurité de la Fédération de Russie, qui vise à placer les médias sous surveillance pour préserver les «valeurs morales» de la société, vient renforcer et compléter ce volet de la réforme militaire et lui donner une nouvelle dimension. Le Programme d’éducation patriotique détermine quant à lui le message à délivrer à la société avec le soutien de l’institution militaire par les canaux de communications nouvellement établis. Ce programme éclaire le rôle que le gouvernement entend faire jouer à l’armée dans la société.
Trois objectifs peuvent être dégagés de ces mesures civiles et militaires parallèles et complémentaires : d’une part, un meilleur contrôle de l’information militaire, d’autre part, la reconstruction effective de vecteurs de communication pour l’armée et les services de sécurité, et enfin, le contrôle des médias civils ainsi que la diffusion d’un nouveau discours unificateur aux accents patriotiques et militaristes.
On assiste donc à un glissement du militaire vers le social qu’illustrent notamment la nomination de représentants de l’armée et des services de sécurité à des postes de « superviseurs » au sein des différents médias à partir de 2002 ou encore la création d’une chaîne « militaire et patriotique » (baptisée Zvezda, étoile) en 2005. Ces faits constituent quelques-unes des mesures qui répondent au triple objectif énoncé.
Il est important dès lors de noter que si l’impulsion d’un projet de société « sous contrôle » est imputable à Vladimir Poutine, certaines mesures prises dans ce sens trouvent leur origine dans des initiatives ébauchées sous Boris Eltsine.
Translation - English From Controlling Military information to Controlling Society:
When the Russian military press began losing its influence at the onset of the Second Chechen war--challenged by the independent press as well as by information coming from the Committee of Soldiers’ Mothers--the Army responded by taking radical measures to control information coming from the battlefield. One of these measures was to establish, by the Governmental Decree of December 1999, the Center for Russian Information. The center had the task of filtering the information coming from Chechnya and abroad and also of ensuring that these accounts conformed to the state's own version of events.
Initially presented as an emergency measure within an overall crisis management plan, this particlar measure took on a new meaning with the publication of the Doctrine of Information Security of the Russian Federation shortly afterwards, and then again with the announcement of the Patriotic Education Program, which took effect that same year. The Information Security Doctrine, conceived by the Security Council of the Russian Federation, aimed at safeguarding society’s moral values by placing the general media under surveillance. Approved by Putin in September of 2000, the doctrine strengthened this aspect of the overall military reform by completing it and by adding a new dimension to it. The purported aim of the Patriotic Education Program was to cooperate with the military in deciding what kinds of messages should be sent via these newly-established channels of communication. This program also points to the sort of role that the government intended for the army to have within society.
These civilian and military measures, parallel and complementary to each other, appear to share three specific objectives. Firstly, ensuring better control over military information; secondly, essentially restructuring the communication lines used by the army and security services; and finally, supervising the civilian media while at the same time broadcasting a new unifying discourse marked by a more patriotic and military tone.
Thus the military is shifted towards the social sphere, a tendency illustrated, for example, by naming representatives from the Army and security services to certain supervisory positions within various media channels starting in 2002, or by the creation in 2005 of a new 'military and patriotic' TV channel (named 'Zvezda', Russian for 'star'). These are only some of the measures designed to accomplish the three objectives mentioned above.
It should be noted that while Vladimir Putin provided the impetus for getting society "under control", certain other measures to the same effect actually started out as initiatives under Boris Yeltsin.

Attestation stipulant que le matériel livré est conforme aux lois et règlements en vigueur (AR du 04/05/1999) en matière de sécurité et d'hygiène du travail (Code de bien-être, RGPT, conditions particulières stipulées éventuellement dans le cahier spécial des charges) indispensables pour atteindre l’objectif fixé par le système de gestion dynamique des risques visés à l’article 3 de l’AR du 27/03/1998 relatif à la politique de bien être des travailleurs lors de l’exécution de leur travail.

THE SUPPLIER SHALL DELIVER ALL DOCUMENTS MARKED WITH A CROSS PRIOR TO SUPPLYING THE ITEMS ORDERED:
1. Attestation stipulating that the materials delivered are in compliance with the laws and regulations currently in effect (Royal Decree of 4 May 1999) with regard to occupational health and safety (Code of Well-Being, General Occupational Health and Safety Regulations (RGPT), and particular conditions that may be stipulated in the special specifications section); these laws and regulations are indispensable for attaining the goal set by the dynamic system of risk management, as addressed in Article 3 of the Royal Decree of 27 March 1998 which sets forth policies concerning the well-being of employers during the execution of their work.
2. Certificate(s) including certificate of accreditation; type-approval certificate issued by an accredited organisation, in accordance with the RGPT guidelines.
3. Certificate(s) of approval for the materials delivered in accordance with the provisions of the executory decision of the Law of 11 Nov. 1961 (pertaining to safety labels that must be placed on machines, parts of machines, tools, devices, containers and materials) in accordance with Article 54 quater 3.5 of the RGPT guidelines.
4. A document listing the exact composition of the product delivered, in accordance with Article 723 bis of the RGPT guidelines, (Royal Decree of 3 October 1973 concerning hazardous substances and chemical mixtures and Directive 2001/58/CE concerning Material Safety Data Sheets). The labelling of hazardous substances must be in compliance with the Royal Decree of 11 January 1993.

6. An instructional pamphlet for the employees that covers the equipment’s functioning, modes of operation, instructions for testing, maintenance, and safe operation as well as all information concerning safety procedures.
7. Miscellaneous: a list of spare parts; blueprints of details and diagrams of electrical or electronic equipment; the level of noise emitted by a device during normal operation.
8. For equipment with engines or electrical circuits: a certificate from an accredited organisation attesting to conformity with the requirements set forth in the EC 60601-1 standard that regulates compliance with the electromagnetic compatibility (EMC) requirements for medical devices. For electrical equipment for measurement, control, and laboratory use, the EC 61010-1 standard applies.
9. A declaration of conformity with Directive 93/42/EEC concerning in vivo medical devices, 98/79/EC concerning in vitro medical devices, bearing the following: name, manufacturer’s address, title or description of materials, type No., model or reference No., series No., year of manufacture, date and signature. Appended here as the form in Appendix 2, it is to be completed and returned to us.

Mais il n’en est pas moins vrai que La Relation signifie principalement la dépendance réciproque des choses. Cela saute aux yeux quand on considère les exemples traditionnels tels que le droit et le gauche et c’est, à plus forte raison, nécessairement vrai lorsqu’il s’agit du Rapport en général. Si le droit et le gauche ne peuvent être l’un sans autre, bien que chacun d’eux, dans leur corrélation, se distingue de l’autre par la diversité des deux points qui leur servent de siéges échangeables, à plus forte raison, dans le Rapport vide la Thèse et l’Antithèse n’admettent-elles aucune existence séparée. L’indivisibilité des deux moments opposés de la Relation ne saurait donc faire doute, en dépit du langage qui en accentue la dualité.

Scarcely any complete notion can be found that expresses either relation unmixed with diversity, on one hand, or pure and simple distinction, on the other (by complete I mean taken as the totality of its three moments). Yet it remains no less true that what is principally meant by relation is a reciprocal dependence of things. This can immediately be seen in traditional examples like right and left directionality, and it is necessarily true, all the more so, for relation in Relation. Neither right nor left can exist without the other, even though each of them is distinguished from the other by the range of pairs of points that serve as their own substitutable locations. Likewise, and to a greater degree, neither thesis nor antithesis has its own separate existence in the domain of pure, empty relation. The indivisibility of the two opposing moments of Relation is indubitable, no matter how much our language might itself emphasize duality.
This inability to exist as one without the other, which is the essential character of Relation [Rapport], must also have its own opposite; namely, the necessity of existing --in some fashion-- as one without the other. The phrase ‘in some fashion’ is important here, for to necessarily exist as one without the other, to count as something separately, is still a relation [rapport]. If one started with trying to establish distinct entities, so many absolutes would emerge that they could never be brought together, and one would never arrive at Relation as such. The relation which is posterior to pure relation, described earlier, can be nothing other than number as such. The most fundamental trait of number is that its constituent elements remain discrete even in their union. In short, number is the relationship in which it is posited that the one exists without the other.
