Source text - Arabic على المصارف التحوط لمخاطر تغير أسعار صرف النقد الأجنبي، من خلال مراعاة ما يلي على وجه الخصوص:
1- الالتزام بحدود السقف المسموح الاحتفاظ به في الخارج، وفق الضوابط والشروط المنصوص عليها في قواعد التركز الائتماني الصادرة من مصرف ليبيا المركزي.
2- توظيف الأموال بالعملات الأجنبية فيما بينها، أو إيداعها، كودائع زمنية، لدى مصرف ليبيا المركزي.
3- إجراء عمليات بيع وشراء العملات الأجنبية مع مصرف ليبيا المركزي بشكل يومي، ووفقاً لما تقضي به احتياجات كل مصرف.
ويُسمح للمصارف بإجراء عمليات نقد أجنبي آجلة لحساب زبائنها الذين يقومون بفتح اعتمادات مستندية، على أن تقوم المصارف بإدارة هذه العمليات ومتابعتها بشكل سليم، وبما يكفل عدم تعرضها لأي مخاطر من جرائها.
Translation - English Banks must hedge the risks of fluctuating foreign exchange prices by observing the following in specific:
1- Adhering to the ceiling permitted to keep overseas according to the controls and conditions set forth in the rules of credit concentration issued by Central Bank of Libya.
2- Investing funds in foreign currencies with each other, or depositing them as Time Deposits at the Central Bank of Libya.
3- Carrying out foreign exchange transactions with the Central Bank of Libya daily and based on the individual needs of each bank.
The banks are to be allowed to carry out forward foreign exchange transactions for their clients who open documentary L/C’s. However, the banks must properly manage these and follow up on these transactions, and in a way that would not subject them to any risks arising from these transactions.
