Source text - French Le chapitre consacré à l’analyse de l’évolution potentielle de la demande de céréales et d’oléagineux d’ici 2010/11 montre qu’il serait nécessaire que l’UE cultive 8 Mha de plus qu’aujourd’hui (soit 13 %) afin de pouvoir répondre elle-même à l’accroissement de ses besoins sans pour autant réduire sa capacité exportable en céréales. Sur ce total de 8 Mha, ce sont principalement les surfaces affectées à la culture du colza dans l’UE qui devraient fortement augmenter pour fournir les graines nécessaires à l’utilisation des unités de production prévues.
Il est donc nécessaire d’étudier quelles sont les possibilités d’augmentation de la surface de colza de l’Union.
Pour cela, nous rappellerons dans une première partie quelle est la situation actuelle des productions de grandes cultures dans l’UE, et l’évolution de la réglementation européenne.
Dans un second temps, nous analysons les possibilités et contraintes agronomiques permettant le développement des surfaces de colza, cette culture étant la principale « déficitaire » en termes de surfaces. Cette analyse conduit à une évaluation des gains potentiels possibles et des substitutions possibles entre cultures à l’horizon 2010.
Ensuite, nous avons cherché à évaluer l’ordre de grandeur des niveaux de prix nécessaires au développement de la culture du colza, indépendamment des contraintes agronomiques, et au détriment de quelles cultures pourraient avoir lieu d’éventuelles substitutions.
Pour cela, nous avons modélisé la situation de chacun des grands pays producteurs de colza dans l’Union européenne, afin d’évaluer les gains de surfaces possibles entre 2006 et 2010 en fonction du prix de vente des graines.
Nous avons réalisé ce travail d’évaluation sur les cinq grands pays producteurs de colza dans l’Union européenne, l’Allemagne, la France, la Pologne, la République tchèque et le Royaume-Uni.
La synthèse de ces deux approches conduira à évaluer les progressions potentielles de surfaces cultivées, en colza et en céréales, pour faire face au besoin mis en évidence dans le tome I de la présente étude.
Translation - English The chapter devoted to the analysis of the potential changes in demand for cereals and oilseeds between now and 2010/11 shows that it would be necessary for the EU to cultivate 8 Mha (or 13%) more than today, in order to be able to meet its own increased requirements, but without reducing its cereal export capacity. Of this total of 8 Mha, it is mainly the area used for oilseed rape cultivation in the EU which should increase greatly, in order to provide the seeds necessary for the planned farms.
It is therefore necessary to study the possibilities for increasing oilseed rape area in the European Union.
Firstly, we recall the current situation of field crop production in the EU, and changes in European regulations.
Secondly, we analyse the agronomic possibilities and constraints enabling the development of oilseed rape area, as this is the main crop “lacking” in terms of area. This analysis leads to an evaluation of the potential increases and possible substitutions between crops by 2010.
Thirdly, we evaluate the importance of the price levels necessary for the development of oilseed rape cultivation, independently of agronomic constraints, and which possible substitutions could be made, and at the expense of which crops.
In order to do this, we modelled the situation of each large oilseed rape-producing country in the European Union, in order to evaluate the possible increases in area between 2006 and 2010, as a function of the selling price of seeds.
We completed this evaluation for the five major oilseed rape-producing countries of the European Union: Germany, France, Poland, the Czech Republic and the United Kingdom.
The summary of these two approaches will result in evaluating the potential increases in area cultivated with oilseed rape and cereals, to meet the requirements highlighted in Volume I of this study.

Malgré que nos métiers d’emballeurs industriels nous amènent naturellement à utiliser tous les matériaux en adéquation avec nos obligations de résultat sur le bon conditionnement des biens confiés, nous pouvons dire sans conteste que le bois qui, jadis, constituait le produit artisanal par excellence, continue sa mutation en produit industriel avec toute la rigueur liée à ce mouvement.
Et comme chaque produit industriel, les priorités et les politiques d’investissement évoluent différemment dans chaque branche du secteur bois.
Certaines enquêtes en France mettent en lumière les remarques suivantes dans la famille «bois ».
Le ressenti conjoncturel, actuellement orienté positivement dans 66% des cas tend à perdre de sa superbe pour passer à 56% sous un délai de trois à cinq ans.
Sur la même question, nous notons que les entreprises industrielles sont moins optimistes que les entreprises à vocation artisanale.
Dans le secteur Emballages, la conjoncture économique passe de 75% d’opinions positives à 33% sous cinq ans ; ceci n’empêchant toutefois pas de gros projets d’investissement pour 86% des entreprises d’emballages concernées par l’enquête. Ces investissements porteraient en premier lieu sur les unités de production en territoire national, suivis par des thèmes comme la sécurité au travail, les réglementations environnementales et la gestion des déchets.
Cette enquête nous montre de même que si les entreprises redoutent la concurrence des pays d’Europe de l’Est et de l’Asie, seuls 7% désireraient s’y installer.
Autre sujet de préoccupation pour 73% des entreprises du secteur de l’emballage bois : les normes environnementales. Ces entreprises pensent à l’utilisation des sous-produits comme source d’énergie ou même pour la découverte de nouveaux marchés.
Tout ceci n’est pas sans conséquence en terme de concurrence internationale ; ces surcoûts liés à l’environnement constituent un fort handicap en terme tarifaire.
La formation des personnels au poste de travail ou encore à la sécurité reste un des points phares de la réflexion des entreprises.
Le XXXX, quant à lui, compte environ 160 sociétés du monde de l’Emballage Industriel, de la petite caisserie artisanale au géant de la logistique industrielle ; des métiers différents mais au combien complémentaires, regroupés autour d’une Marque reconnue, l’agrément XXX, qui a donné ses lettres de noblesse à une profession mal connue.

And as with any industrial product, priorities and investment policies vary within each branch of the wood and timber sector.
A number of studies carried out in France highlight the following observations about wood and timber in general.
Economic appreciation of wood and timber, which currently has an approval rating of about 66%, seems likely to decline to under 56% over the next three to five years.
Likewise, industrial producers are less optimistic than those companies with an artisanal base.
In the packaging sector economic appreciation has dropped from 75% to 33% in approval over the last five years; nevertheless major investment projects are planned by 86% of the packaging companies surveyed. These investments initially relate to production units in France, followed by matters such as safety in the workplace, environmental regulations and waste management.
The survey shows that even though many companies fear competition from Eastern Europe and Asia, only 7% would wish to set up there.
Another subject of concern for 73% of companies in the packaging sector: environmental standards. These companies plan to use by-products as a source of energy, or even for breaking into new markets.
All this will have an impact on international competition. High costs linked to the environment are a major handicap from the point of view of tariffs.
