بعد الاطلاع على النظام الأساسي للدولة الصادر بالمرسوم السلطاني رقم ١٠١ / ٩٦،
وعلى قانون المحميات الطبيعية وصون الأحياء الفطرية الصادر بالمرسوم السلطاني رقم ٦ / ٢٠٠٣،
وبناء على ما تقتضيه المصلحة العامة.
رسمنا بما هو آت
المادة الأولى
تنشأ محمية طبيعية باسم (محمية الحجر الغربي لأضواء النجوم في محافظة الداخلية)، وتخصص لها المنطقة المحددة أبعادها في الملحق، والخريطة المرفقين.
المادة الثانية
يصدر وزير البيئة والشؤون المناخية اللوائح والقرارات المنفذة لهذا المرسوم بالتنسيق مع الوزارات والجهات المعنية، على أن تتضمن طريقة إدارة المحمية، والقواعد المنظمة لدخول الجمهور، والرسوم المقررة لذلك، وأوقات وجودهم فيها، والأنشطة المسموح لهم بممارستها، وتلك المحظورة عليهم، والجزاءات الإدارية المناسبة في كل حالة.
المادة الثالثة
ينشر هذا المرسوم في الجريدة الرسمية، ويعمل به من اليوم التالي لتاريخ نشره.

Establishing the Western Hajar Starlight Reserve in Al-Dakhiliyah Governorate
We, Qaboos bin Said, the Sultan of Oman,
Having reviewed the state’s statute promulgated by Royal Decree No. 101/96 and the Law on Nature Reserves and Wildlife Conservation promulgated by Royal Decree No. 6/2003, and
Based on the public interest requirements,
Hereby decreed as follows:
Article One
A nature reserve shall be established under the following name: “Western Hajar Starlight Reserve in Al-Dakhiliyah Governorate”, for which the area whose dimensions are set out in the Appendix and map enclosed herewith shall be allocated.
Article Two
The Minister of Environment and Climate Affairs shall issue the regulations and decisions executing this Decree in coordination with the ministries and authorities concerned, provided that they will include the reserve management method, the rules regulating the public access, the fixed fees, access times, allowed and forbidden activities and the appropriate administrative penalties for each case.
Article Three
This Decree shall be published in the official gazette and shall come into effect one day following its publication date.
