Source text - Portuguese Energia e Sustentabilidade no Século XXI: o Caso do Brasil
Resumo
Este trabalho enfatiza que a política energética brasileira nas primeiras décadas do século XXI direcionada de forma excessiva no petróleo é um equívoco em função de estarmos numa transição de paradigmas a nível energético-ambiental sobre a base produtiva e centrados na sociedade global para a construção de uma matriz energética sustentável. É necessário priorizar e implementar a gestão estratégica da matriz energética, buscando sua diversificação e fazendo crescer, de forma significativa, a participação das fontes energéticas renováveis com os energéticos diretores do novo paradigma. De modo gradual, deve-se atender às necessidades e à realidade de cada contexto regional, e também nacional, levando em consideração a base energética, o universo de recursos naturais, a estrutura produtiva, o potencial tecnológico disponível e as necessidades de crescimento e desenvolvimento econômico.

Abstract
This paper emphasizes that the Brazilian energy policy in the early decades of the century focused excessively on oil is a mistake due to being in a transition of environmental energy paradigm on the basis of productive and focused on the global society to build a sustainable energy sources. We need to prioritize and implement the strategic management of the energy matrix, seeking diversification and growing, significantly, the share of renewable energy sources with the directors of the new environmental-energy paradigm. Gradually, it should meet the needs and realities of each context regional and national levels, taking into account the energy base, the universe of natural resources, the production structure, the technological potential available and the needs of growth and development economical.

Introdução
Entre os séculos XVIII e XIX, a Revolução Industrial na Inglaterra estabeleceu de forma preponderante o domínio do Paradigma dos Combustíveis Fósseis, primeiramente baseado no carvão e, mais tarde, principalmente após a Segunda Guerra Mundial, tendo o petróleo como energético diretor.
Este paradigma baseava-se num modelo de elevado nível de voracidade energética com profundos impactos sobre o meio ambiente. A ocorrência dos choques petrolíferos da década de 1970 começa a mostrar as debilidades e aspectos perversos do modelo que caracterizaria o Paradigma dos Combustíveis Fósseis. A partir daí tem início um processo de transição para um novo paradigma energético-ambiental, a saber: o Paradigma das Fontes Renováveis de Energia, no qual assumem importância estratégica a base técnico-econômico-produtiva e a construção de uma matriz energética sustentável, a ter como pano de fundo as questões climáticas e a procura pela configuração de um Acordo Climático Global.
A política econômica deverá passar a interagir sistematicamente com a política energética e com a política ambiental, através da gestão estratégica da matriz energética e da construção de uma sustentabilidade efetiva, de modo a agir mutuamente com todas as esferas da política pública numa perspectiva efetivamente sistêmica. Contudo, a noção de paradigma energético mostra-se insuficiente face à real dimensão do problema e deve ser aprofundada pelo conceito de paradigma energético-ambiental, partindo-se do princípio de que existe uma relação sistêmico-interativa entre energia e meio ambiente. Logo, faz muito mais sentido falar-se em paradigma energético-ambiental do que somente em paradigma energético.
Matriz Energética Sustentável
A construção de uma matriz energética sustentável tem como pano de fundo os impactos do uso desmesurado dos combustíveis fósseis sobre o meio ambiente e as questões climáticas (redução das emissões de carbono). Partindo-se do princípio que as alterações do clima, nesta ou naquela magnitude, têm, de fato, uma significativa componente antropogênica, a implementação de uma matriz energética significativamente mais limpa reforça (e é dialeticamente reforçada) pela configuração de um efetivo Acordo Climático Global, o qual, por sua vez, encontra fortes obstáculos (de ordem diversa) a ser firmado/implementado. Desse modo, por meio da gestão estratégica da matriz energética e da construção de uma matriz energética sustentável, firmar-se-á uma interação sistemática entre distintas esferas da política pública (econômica, industrial, agrícola, tecnológica, energética, ambiental etc).
Contudo, de acordo com o que é assinalado por Soares e Higuchi (2006, pp. 574 e 575), a concentração de Gases do Efeito Estufa (GEE) na atmosfera intensifica-se em razão da ação do homem (fonte antrópica). Em termos médios, as atividades humanas lançam na atmosfera 25 bilhões de toneladas/ano de CO2 até 2050 o aquecimento médio do planeta estará entre 1,5º e 4,5º. Entretanto, cabe observar que em termos de emissões de CO2, os países centrais (denominados de industrializados ou desenvolvidos) assumem 65% das mesmas, ficando o restante com os países ditos em vias de desenvolvimento (os países da Periferia/Semiperiferia).
É neste ponto que se atenta para o fato de serem os países centrais (países ricos), em termos históricos, os maiores emissores de poluentes, enquanto os países periféricos/semiperiféricos necessitam de crescer e de promover o desenvolvimento sustentado de suas economias. Este aspecto reveste-se de crucial importância, não apenas no que diz respeito ao passivo histórico-energético, mas também quanto ao fato de que os países periféricos/semiperiféricos terem o direito de crescer, de se desenvolver e de melhorar sua inserção no contexto da economia mundial.
É óbvio que em muitos capítulos as nações em desenvolvimento, com destaque para as economias emergentes da Semiperiferia, não precisam trilhar o mesmo caminho de ineficiência energética e de descuido/agressão ao meio ambiente percorrido pelos países centrais desde a Revolução Industrial inglesa (séculos XVIII e XIX), em virtude do progresso técnico, de técnicas/processos de produção menos energívoros, de métodos mais avançados de organização/gestão da produção/manejo de recursos naturais e energéticos e da introdução de fontes energéticas renováveis, mormente da biomassa.
De qualquer modo, apesar do avanço registrado pela China, os maiores emissores continuam a ser os países desenvolvidos detentores de capital e tecnologia, o que poderia significar, por um lado, um elemento fundamental na busca de critérios mais equitativos na tentativa de se resolver a questão energético-ambiental. No entanto, por outro, este aspecto vem por se constituir num enorme complicador (praticamente num óbice) ao estabelecimento de um Acordo Climático Global. A própria dificuldade em arquitetá-lo, para além de implementá-lo, surge como resultado efetivo da desigualdade e heterogeneidade que marcam a configuração da própria economia mundial. Entretanto, apesar disso, as iniciativas público-governamentais e estratégico-planificatórias afetas à esfera energético-ambiental, devem buscar, como objetivo, a construção de uma matriz energética limpa e sustentável.
Há outras questões a dificultar o alcance de um Acordo Climático Global, as quais, conforme alertam Oliveira e Vecchia (2009, pp. 957 - 960), se relacionam à complexidade cada vez maior a nível dos problemas ambientais, dos dados/evidências científicas sobre os mesmos e do grau de confiança com relação à informação apropriada para dar suporte ao processo de tomada de decisão. Na verdade, existiria um grande conjunto de incertezas (a começar pela incerteza científica) com relação às questões ambientais e poucas seriam as análises críticas da incerteza e de seus possíveis impactos sobre o meio ambiente e a sociedade.
Este aspecto abriria espaço para o questionamento da relação entre a componente científica e a política, uma vez que as análises de risco e de custo-benefício, que surgem como suporte aos tomadores de decisão (políticos, gestores e policy makers), baseiam-se em análises científicas cujos resultados são incorporados como verdades absolutas. Isto, em princípio, não anula a necessidade de se estruturar uma matriz energética sustentável.
De fato, o viés científico-absolutista presente nos modelos de apoio aos processos de tomada de decisão só poderia ser atenuado pela incorporação da incerteza e de suas implicações. Neste sentido, cabe observar que mesmo a questão do aquecimento global antrópico (respaldada por análises de carácter científico) deve ser relativizada pelo levantamento e respectiva caracterização dos atores envolvidos nesse processo, bem como de seus interesses e posições relativas.
Na realidade, o que se considera é que não existe ainda um consenso científico estabelecido acerca da controversa questão das mudanças climáticas e do aquecimento global e muitas vezes a componente política parece sobrepor-se à argumentação científica, dela também valendo-se quando vai ao encontro dos interesses que defende. O fato é que existe um mar de incerteza e um enorme/diverso conjunto de interesses entre o alarmismo do aquecimento global e a postura de recusar a associação «ação humana/aquecimento global».
Por outro lado, a retórica do aquecimento global serviria como base ao desatrelamento do carbono do eixo «produção/consumo», conduzindo a uma nova configuração produtiva, energética, espacial e social, baseada em pequenas unidades, núcleos populacionais reduzidos e na rejeição do crescimento econômico, de modo a conduzir a uma sociedade igualitária (o projeto utópico-ecologista).
Contudo, a utopia ecologista não encontra fundamentos mínimos na realidade. As necessidades prementes dos países da Periferia em superar o atraso, debelar os focos de miséria e incorporar as grandes massas de excluídos econômico-sociais a tornam totalmente inviável na prática e apontam para uma intervenção sistêmico-estratégica de cunho energético-ambiental como a única alternativa possível.
Um aspecto extremamente importante na busca por uma matriz energética diversificada e sustentável, instrumento de cunho estratégico de um novo mix energético na fase de transição paradigmática e que se mostra coerente com o universo de recursos e o savoir-faire tecnológico-energético-produtivo dos países em desenvolvimento e emergentes, principalmente no caso dos países do Trópico Úmido e particularmente na situação do Brasil, diz respeito ao aproveitamento energético da biomassa.
Entretanto, apesar dos avanços registrados nas últimas quatro décadas, no caso brasileiro, conforme alerta Teixeira (2003, pp. 11 e 12), o aproveitamento das fontes energéticas oriundas da biomassa (fontes energéticas sustentáveis) ocorre de forma marginal, geralmente inserido em outros sistemas específicos de produção. Nestes, o insumo básico dá origem a diversos produtos.
Assim sendo, a cana-de-açúcar dá sustentação à produção combinada de álcool, açúcar e eletricidade. Por sua vez, o uso da biomassa na indústria não se prende a razões de ordem social ou ambiental, mas pelo fato da mesma mostrar viabilidade técnico-econômica a nível de determinados processos. Deve-se ressaltar o uso da biomassa na cogeração, o qual se maximiza através da geração de calor e potência. Na verdade, tais restrições acabam por se constituir em pontos fortes e oportunidades para a difusão da biomassa a nível da matriz energético-produtiva brasileira (e de outros países do Trópico Úmido).
A relação entre a política econômica e a busca por uma matriz energética sustentável compreende-se pelo fato de que uma maior diversificação da referida matriz, principalmente por energéticos autóctones que tomam como fonte a biomassa, traduzir-se-á em economia de divisas, criação de postos de trabalho, desenvolvimento regional, criação de empresas e geração de renda. Contudo, essa relação só faz sentido se existente, considerada e analisada de forma sistêmico-integral, ou seja, no âmbito de uma abordagem dinâmico-interativa de todas as áreas da política pública. Assim sendo, só num contexto sistêmico no âmbito da public policy é que ganha relevo a relação «economia/matriz energética», uma vez que a diversificação/sustentabilidade da mesma terá implicações não somente de índole econômico-financeira como também de carácter industrial, tecnológico, energético, ambiental, etc. Isto fica notório no caso da biomassa para os países do Trópico Úmido, notadamente no caso do Brasil.
A biomassa, e também outras fontes de energia renováveis tais como o aproveitamento da energia do sol e dos ventos, surge como elemento delineador estratégico para que os países em desenvolvimento e emergentes passem não somente a trilhar caminhos mais sustentáveis em termos da sua matriz energética, reforçando sua posição quanto à configuração de um Acordo Climático Global, como também atribuindo-lhe menores graus de dependência energética e possibilitando também a consecução da ruptura com a condição periférica e a superação do estágio semiperiférico-emergente via o alcance de um efetivo upgrade industrial e tecnológico, de modo a alavancar um real processo de desenvolvimento.
O uso energético da biomassa apresenta diversos aspectos condicionantes. Em primeiro lugar, há que referir a questão da concorrência entre energia e alimentos. Esta poderá existir em países a dispor de reduzidas áreas agriculturáveis e de uma fronteira agrícola limitada, o que não impede o desenvolvimento da agro-energia desde que feito o adequado zoneamento/planejamento agrícola, no qual se contemple a delimitação das diferentes modalidades de cultura e utilização do solo (produção de alimentos, culturas de exportação, pecuária e agro-energia).
Faz-se necessário superar as incertezas quanto às mudanças climáticas, em particular quanto à real dimensão de sua componente antrópica. É também preciso analisar, com isenção, os dados relativos à agro-energia e suas reais implicações. É ainda determinante considerar o dinamismo tecnológico como fator de relevo para a viabilização de alternativas e superação de restrições e condicionalismos. Por fim, a nível dos países em desenvolvimento e emergentes, somente uma visão estratégica e sistêmica da dinâmica do sistema produtivo pode definir um novo modelo energético de base sustentável, sem se direcionar para o ecologismo fundamentalista ou submeter-se a uma concepção baseada no catastrofismo e no determinismo ambientalista.
A enorme complexidade que permeia o debate acerca do etanol e do biodiesel como alternativas ao petróleo não permite que se caia em simplismos, mistificações ou retóricas de ocasião tão ao gosto dos ecofundamentalistas. Logo, deve-se evitar, por um lado, a adoção de posicionamentos ufanistas/triunfalistas e, por outro, a contrarrestação inconsequente (pseudo ideológica). Portanto, ao se tentar analisar a questão dos biocombustíveis (a saber: etanol e biodiesel) e dos seus possíveis impactos (energéticos, ambientais, tecnológicos, agrícolas, econômicos, sociais, etc.), deve-se procurar valer-se do rigor científico/metodológico e também de uma visão estratégico-prospectiva que ultrapasse a ótica meramente extrapolatória.
Parte-se do princípio de que a realidade é mutável e que a variável tecnologia, se não pode ser tomada como um Deus ex machina (a tecnologia como panacéia), base da visão tecnicista, também não pode ser desprezada como elemento de intervenção, modernização e avanço no sentido de promover mudanças. Na verdade, o etanol e o biocombustível, para além de capacitadores tecnológicos e difusores do progresso técnico, constituem-se em terreno fértil para a utilização de inovações tecnológicas, quer na parte agrícola quer na esfera produtivo-industrial.
De um ponto de vista correto em termos de uma visão marcada pelo rigor científico e metodológico, e considerando-se o caso do etanol no Brasil, cuja implantação data da década de setenta, capacitou-se a indústria metalúrgica no que diz respeito à produção de equipamentos para as unidades alcooleiras/sucroalcooleiras; descobriu-se o papel do vinhoto como adubo; começou-se a utilizar o bagaço para adubar o solo e a queimá-lo em caldeiras, de modo a fornecer calor de processo e a possibilitar a geração de energia elétrica, viabilizando a autogeração e mesmo a cogeração; desenvolveram-se novas técnicas de plantio consorciado para restituir os nutrientes roubados ao solo pela cultura da cana-de-açúcar, etc.
A produção de biocombustíveis tem problemas e traz riscos, mas, por outro lado, viabiliza uma matriz energética predominantemente verde/renovável. Por outro lado, os riscos apresentados pelos biocombustíveis, notadamente na parte agrícola, mostram-se passíveis de serem significativamente minimizados a partir de iniciativas energético-ambientais, político-governamentais e público-institucionais direcionadas à porção agrícola, tais como: a implementação de um efetivo zoneamento agrícola; o aproveitamento de terras devolutas ou de terras liberadas pelo crescente avanço da pecuária intensiva em detrimento da pecuária extensiva e o avanço nas técnicas de cultivo e consorciamento com culturas alimentares.
Surgimento do Paradigma Energético-Ambiental
A questão ambiental não pode ser tratada separadamente da questão energética. Portanto, pode-se considerar que se vive hoje uma transição do Paradigma dos Combustíveis Fósseis (não renováveis) para o Paradigma das Energias Renováveis. A transição não é imediata e levará ainda algumas décadas. Entretanto, as fontes energéticas alternativas, ao longo desse período, irão aumentando seu nível de participação em termos da base energético-produtiva, podendo-se mesmo recorrer a determinados recursos energéticos não renováveis, como é o caso do gás natural, menos poluente do que o petróleo e seus derivados e sofisticador de processos e tecnologias.
De acordo com Costa e Rodrigues (2011, p. 3), a transição de paradigma será marcada pela introdução de novas fontes energéticas, pela convivência e interação destas com as fontes energéticas tradicionais e por um crescente mix de fontes energéticas. Com isso, a partir da interação estratégica e crescente entre a política energética e a política ambiental, se delineará a transição de paradigma energético-ambiental. Na verdade, referir-se apenas a paradigma energético ou a paradigma ambiental confere uma visão limitada da questão. Assim sendo, opta-se por uma abordagem sistêmica e adota-se o conceito de paradigma energético-ambiental.
Por outro lado, valendo-se do contributo teórico de Cazadero (1995, p. 16), não se deve considerar apenas a ocorrência de uma Revolução Industrial, ocorrida na Inglaterra nos séculos XVIII e XIX, mas antes de três Revoluções Industriais ao longo da história. A Revolução Industrial inglesa, de acordo com esta abordagem, constituiria a Primeira Revolução Industrial (PRI). A Segunda Revolução Industrial (SRI) ocorreria do final do século XIX aos anos 70 do século XX, sendo marcada pela entrada em cena do automóvel, pelo desenvolvimento de novos métodos em termos de organização/gestão da produção e tendo o taylorismo-fordismo como sistema de regulação. Já a Terceira Revolução Industrial (TRI) ocorreria a partir dos anos 70 do século XX. Caso se considere o argumento de que toda Revolução Industrial é, em simultâneo, uma Revolução Tecnológica, a TRI é, sem qualquer sombra de dúvida, a mais tecnológica das Revoluções Industriais. Em razão desse aspecto, pode-se também denominá-la de Terceira Revolução Industrial e Tecnológica (TRIT).
Em cada Revolução Industrial verificou-se a presença de uma ou mais fontes a constituir a sua respectiva base energética. Assim, na PRI tem-se o carvão e já em finais do século XIX e princípios do século XX, o petróleo. Para além do petróleo, a SRI encontra suporte energético na eletricidade e na termonuclear. Entre o final da SRI e o início da TRI/TRIT, entra em cena o gás natural, energético menos poluente que o petróleo e derivados, sofisticador de produtos, processos e equipamentos, mas igualmente um combustível fóssil. Portanto, o que ocorre é que se estabelece, a partir da PRI, o Paradigma dos Combustíveis Fósseis, que permanece vigente ao longo da PRI e em grande parte da SRI.
A ocorrência dos choques petrolíferos da década de 70 do século XX vai marcar o fim do Paradigma dos Combustíveis Fósseis. A crise desse período não é apenas energética ou econômica (estagflação, crise do Estado keynesiano e emergência das propostas neoliberais) mas antes é todo um paradigma que entra em crise e se desmantela. A partir daí, o que se tem é uma longa fase de transição até o estabelecimento do novo paradigma (o Paradigma das Fontes Renováveis de Energia). Vive-se hoje essa transição, que é longa e deverá durar mais algumas décadas, com a entrada em cena das fontes renováveis a coexistir com os combustíveis fósseis.
Conforme mencionam Costa e Rodrigues (2011, p 10), a PRI teve como energético básico o carvão e se afirma, evolui e transita para a SRI com a entrada em cena do petróleo, que em razão de uma série de aspectos favoráveis (combustível líquido de manuseio relativamente fácil, a dispor de reservas amplas e a um preço de mercado reduzido) se converteria no energético diretor da própria SRI, a suportar um modelo de crescimento consumista, energívoro e energodesperdiçador. A TRI, que tem início em princípios dos anos setenta, coincidindo (e acelerando-se) com a crise do Welfare State (provavelmente a sua débâcle) e com a hegemonia das teses neoliberais, caracteriza-se pela introdução de um imenso manancial de inovações de índole científico-tecnológica.
Na verdade, conforme registra Chiavenato (1993, pp. 20 e 21), todo esse processo seria marcado pelo surgimento de tecnologias genuinamente novas e não apenas pelo simples desdobramentos de tecnologias já existentes, com a crescente aceleração da transformação da tecnologia em produto/serviço prontamente disponível para utilização/consumo.
Consoante aquilo que é observado por Costa e Rodrigues (2011, p 10), a SRI marca também o estabelecimento da energia termonuclear. No final da SRI e princípios da TRI, na opinião deste trabalho mais adequadamente denominada de Terceira Revolução Industrial e Tecnológica (TRIT), por ser a mais tecnológica das Revoluções Industriais, na qual a interação entre a componente científico-técnica e a base industrial alcança um nível nunca antes visto, entra em cena o gás natural. Este, também um combustível fóssil, não renovável e poluente (embora menos que o petróleo e o carvão) passa a constituir uma fileira energética inovadora a nível de processos, equipamentos e usos finais, com nítidas consequências em termos de avanço tecnológico.
Na realidade, no contexto de uma fase de transição entre paradigmas energético-ambientais (do Paradigma dos Combustíveis Fósseis ao Paradigma das Fontes Renováveis de Energia), coincidente com a eclosão e desenvolvimento da TRI/TRIT, há que registrar que tal fato põe à disposição da componente energoambiental todo um manancial de tecnologias de processo, geração e uso final. A fase de transição interparadigmática está a ser marcada pelo primado tecnológico, que viabilizará não somente as fontes não convencionais de energia, como permitirá a coexistência/interação entre estas e os energéticos convencionais.
Desse modo, a petroquímica não deverá ceder tão cedo espaço para a gasoquímica e para a alcoolquímica. Por muito tempo ainda haverá a convivência das três concepções energotecnológicas, podendo-se até pensar na possibilidade de haver interpenetrações de cunho produtivo e tecnológico entre esses três conceitos.
O mesmo ocorrerá com o petróleo, que pode ser otimizado a nível da exploração/produção, da atividade de refino (em termos de produtos petroquímicos) e na esfera do uso final, através de inovações tecnológicas. O progresso técnico assegurado pela TRI/TRIT poderá também disponibilizar novas concepções, no que diz respeito a tecnologias de processo, uso final e produção agrícola para promover a expansão da biomassa, no sentido de avançar para uma matriz energética majoritariamente verde. Portanto, o manancial de inovações tecnológicas criado no bojo da TRI/TRIT dará base/sustento ao processo de transição, possibilitando combinações energoambientais de interesse, valendo-se, inclusive, dos combustíveis fósseis, em particular do gás natural, em razão de suas características diferenciais face ao petróleo e do fato de se vir a constituir na base energotecnológica da gasoquímica.
De acordo com a análise desenvolvida por Costa e Rodrigues (2011, p 11), o período de transição paradigmática será lento (horizonte temporal de longo prazo), com a utilização conjunta de combustíveis fósseis e energéticos renováveis, com a complementaridade entre eles e com a interpenetração dessas duas modalidades energo-tecnológico-ambientais. A fase de transição paradigmática em termos energético-ambientais já está a ter, como elemento básico de caracterização, a gestão estratégica da matriz energética, não somente no sentido de reduzir a participação dos petroderivados, mas também no que se refere ao aumento relativo dos energéticos renováveis e à diminuição da dependência de fluxos externos de abastecimento de energia.
De fato, para Costa e Rodrigues (2011, p 11), o longo período da transição paradigmática em termos energéticos-ambientais será marcado por uma intensa/dinâmica atuação do binômio «Energia/Tecnologia», com os avanços científico-técnicos e as inovações tecnológicas criando/viabilizando a utilização de fontes não convencionais de energia. Logo, a mudança ocorre a nível do paradigma energético-ambiental. Portanto, é neste contexto que se deve ter a esfera energoplanificatória como instrumento de estudo/análise e de preparação e conscientização da sociedade, mormente das gerações que viverão este processo de forma mais intensa e presente.
De fato, como é registrado por Singer (1998, pp. 173 e 174), a ocorrência da TRI/TRIT coincide com a entrada em cena da implementação do projeto neoliberal (ou contra-revolução neoliberal). Em outras palavras, a TRI/TRIT começa a dar os seus primeiros passos em meados da década de 70 do século XX. É nessa época que se aperfeiçoa o microcomputador, barateando a computação e tornando-a mais acessível aos negócios e à maior parte dos consumidores. Houve, a partir daí, uma expansão/difusão acelerada da tecnologia digital a todo o tipo de trabalho industrial, nos serviços e nas atividades agrícolas, o que proporcionaria a obtenção de elevados e crescentes ganhos de produtividade do trabalho. A automação, através do aperfeiçoamento dos robôs (robótica), deu saltos gigantescos, viabilizando a substituição da força humana de trabalho até mesmo em atividades a exigir inteligência elementar. Assim sendo, seria de se esperar que a TRI/TRIT, enquanto revolução infra-estrutural, levasse à aceleração do progresso tecnológico.
Na verdade, conforme destacam Costa e Rodrigues (2011, p. 14), o que se configura é que a questão ambiental não pode ser tratada separadamente da questão energética. Portanto, pode-se considerar que se vive hoje uma transição do Paradigma dos Combustíveis Fósseis (energéticos não renováveis) para o Paradigma das Energias Renováveis. A transição não é imediata e levará ainda algumas décadas. Entretanto, as fontes energéticas alternativas, ao longo desse período, irão aumentando seu nível de participação em termos da base energético-produtiva, podendo-se mesmo recorrer à interação e interpenetração das fontes renováveis de energia com determinados recursos energéticos não renováveis. Logo, a transição paradigmática (dos combustíveis fósseis para as fontes renováveis de energia) será marcada pela introdução de novas fontes energéticas, pela convivência/combinação e interação destas com as fontes energéticas tradicionais (diversificação crescente da matriz energética) e por um crescente mix de fontes energéticas (gestão estratégica da matriz energética).
Por outro lado, de acordo com o que registram Costa e Rodrigues (2011, pp. 14 e 15), e isto é mais flagrante no caso das grandes metrópoles e megalópoles da Periferia/Semiperiferia (São Paulo, Mumbay, Calcutá, Cidade do México, etc.), o novo paradigma energético-ambiental passa pelo (re)aproveitamento econômico-conservacionista dos resíduos sólidos urbanos a partir da reciclagem e também pelo tratamento de águas/esgotos, que para além de contrariar a lógica consumista-desperdiçadora e o matiz de degradação ambiental do paradigma transato, contribui, de forma significativa, para a produção energético-alternativa (notadamente de gás metano), em muito colaborando para o estabelecimento de cidades/metrópoles autosustentáveis (um dos pilares do novo paradigma energético-ambiental).
A nível da transição energético-ambiental, consoante é observado por Costa e Rodrigues (2011, p. 15), ganha importância fundamental a questão da conservação e do uso racional de energia. A conservação de energia deve, inclusive, no âmbito do novo paradigma energético-ambiental, bem como na fase de transição interparadigmática, ser considerada como recurso energético. A conservação/racionalização de energia deve ser vista sob dois prismas básicos, a saber: o das fontes energéticas e o dos segmentos de consumo (COSTA, 1990, p. 367). A conservação/racionalização de energia articula-se, de entre outros aspectos, com a mudança nos hábitos de consumo, um dos pontos básicos do novo paradigma energético-ambiental, capaz de viabilizar a ultrapassagem do modelo energívoro.
Opção Petrolífera pelo Brasil
A magnitude assumida pelas estimativas com relação às reservas petrolíferas/gasíferas do pré-sal constituir-se-iam, num primeiro momento e numa apreciação ligeira e pouco aprofundada do fato, em motivo de grande preocupação para os que apostam na viabilização/construção de uma matriz energética verde, renovável e sustentável. E, nesse particular, parece apontar, em termos de política energética nacional, para o atrelamento quase total do País à dependência do petróleo.
Consoante é observado por Martins (2010, p. 84), a área da camada pré-sal compreende uma faixa que se estende ao longo de 800 quilômetros entre os estados do Espírito Santo e Santa Catarina, abaixo do leito do mar, estendendo-se por três bacias sedimentares, a saber: Espírito Santo, Campos e Santos. As estimativas apontam no sentido de que a camada pré-sal contenha o equivalente a cerca de 1,6 trilhão de metros cúbicos de petróleo e gás natural. As estimativas apontadas para a partir de 2017 superam 1,3 milhão de barris de petróleo/dia. Uma vez confirmadas essas estimativas, o Brasil será considerado a quarta maior reserva de petróleo do mundo, com todas as implicações daí advindas.
Contudo, pode-se encarar esse evento de três maneiras distintas, a saber: postura imediatista; posicionamento fundamentalista-ecologista e intervenção estratégica.
Em primeiro lugar, pela postura imediatista, o petróleo (e também o gás natural) passaria a ser visto como a panacéia para os males e limitações do País, o que conduziria ao acelerar dos esforços de prospecção e produção, bem como ao crescimento, provavelmente sem limites, dos níveis de consumo desses dois energéticos fósseis, notadamente do petróleo e derivados, com os combustíveis fósseis a assumir a liderança no contexto da matriz energética nacional, fazendo recuar a participação dos energéticos renováveis, o que representaria um retrocesso em termos energéticos, ambientais e tecnológicos. De acordo com esta opção, o País se integraria, a nível mundial, com uma matriz energética majoritariamente composta por combustíveis fósseis, provavelmente num mundo voltado para a utilização das fontes renováveis de energia, com o predomínio de energias limpas/verdes.
Em segundo lugar, pelo posicionamento fundamentalista-ecologista, a opção seria rejeitar os combustíveis fósseis do pré-sal e incrementar o uso de fontes energéticas limpas/renováveis. Contudo, esta visão representaria uma abordagem irreal da problemática ambiental. De fato, o que se vive hoje é a transição entre o Paradigma dos Combustíveis Fósseis (herança da PRI dos séculos XVIII e XIX) e o Paradigma das Fontes Renováveis de Energia. Esta transição de um paradigma para outro tem início na década de setenta (a partir dos choques petrolíferos). Esta transição será lenta (provavelmente dure ainda mais umas boas décadas) e implicará na coexistência/interação entre os combustíveis fósseis e os energéticos renováveis, em razão, inclusive, de restrições tecnológicas e produtivas.
Em terceiro lugar, pela intervenção estratégica, o petróleo do pré-sal, sua disponibilidade, exploração e uso deve considerar as limitações/restrições de cunho tecnológico que se opõem à substituição do petróleo (certos segmentos da indústria petroquímica, por exemplo), sendo necessário promover a gestão estratégica e a utilização racional/parcimoniosa das reservas petrolíferas/gasíferas da camada pré-sal.
Por outro lado, deve-se ter em conta que mesmo que se privilegie a montagem de uma matriz energética verde, renovável e sustentável, não se pode desconsiderar que o petróleo e seus derivados, assim como o gás natural, para além de ainda compor a base energética do País, podem também levar à capacitação industrial/tecnológica a nível da produção de equipamentos e serviços ligados à prospecção/exploração petrolífera/gasífera.
De outro modo, é também possível incrementar as exportações de petróleo, petroderivados e gás natural de modo a obter recursos que possam ser canalizados para o financiamento, o desenvolvimento e a implantação de projetos renováveis de energia, mormente no que diz respeito ao incremento dos esforços de Pesquisa e Desenvolvimento (P&D).
Na verdade, a abordagem da intervenção estratégica face aos recursos petrolíferos/gasíferos da camada pré-sal e à conveniência de sua prospecção, produção e utilização, relaciona-se não apenas às limitações de cunho tecnológico, industrial e energético, mas também ao fato de que a diversificação das fontes de energia, bem como a substituição das mesmas, não se apresentam como questões de fácil e imediata resolução.
A questão assume níveis de complexidade bastante elevados, pois a opção de cada energético implica numa cadeia distinta (energética, industrial e tecnológica) com uma rationale própria e percursos técnico-produtivos específicos. Assim sendo, a fileira petrolífera implica em trajetórias distintas da fileira gasífera ou mesmo da fileira alcooleira.
De acordo com o que é assinalado por Piquet (2009, p. 54) e Júnior (2007, p. 7), a diversificação das fontes de suprimento de energia assume um papel central, consequentemente, representa uma questão fulcral no processo de planejamento dos diversos países, implicando a implementação de ações em distintos domínios, a saber: econômico, tecnológico, ambiental, geopolítico e social. A estratégia de diversificação face ao suprimento energético converteu-se em importante item das políticas energéticas implementadas pelos diversos estados nacionais. No entanto, a procura por fontes energéticas alternativas reveste-se de um significativo grau de complexidade, uma vez que o setor energético compõe-se de várias cadeias distintas. Estas, por seu lado, mostram fronteiras muito bem definidas para cada uma delas, com distintas bases técnicas, produtos e mercados.
Para Vichi e Mansor (2009, p. 757), o Brasil tem todas as condições para se posicionar como um dos líderes mundiais a nível do setor energético. O Brasil possui um imenso potencial de geração hídrica (do qual só aproveita 20%/25%) e conta com importantes iniciativas em termos de combustíveis alternativos (etanol e biocombustíveis). Por outro lado, não se podem desprezar as novas reservas de petróleo recentemente descobertas no litoral brasileiro. Contudo, para a consecução do projeto de liderança energética, é necessário promover a manutenção/modernização dos sistemas energéticos e, em especial, incrementar, de forma bastante significativa, os esforços de P&D.
De acordo com Vichi e Mansor (2009, pp. 758 e 759), o valor total da oferta interna de energia no Brasil em 2007 ficou ao redor de 240 milhões de toneladas equivalentes de petróleo (Tep), o que representa um aumento de 5,5% em relação a 2006, equivalendo a 2% de toda a energia produzida no mundo. Em termos per capita, a oferta interna de energia foi de 1,29 Tep/habitante, valor inferior à média mundial (1,8 Tep) e cerca de 3,6 vezes menor do que a média dos países da Organização para a Cooperação e o Desenvolvimento Econômico (OCDE), instituição que reúne, na sua maior parte, os países pertencentes ao «Núcleo Orgânico Central» da economia mundial. A não existência de sistemas de calefação na quase totalidade das residências brasileiras é uma fator que contribui, de forma significativa, para o baixo consumo energético per capita registrado no Brasil.
A análise da Tabela abaixo mostra que 46% a oferta interna de energia no Brasil referem-se a fontes renováveis, correspondentes à biomassa (31,1%) e à energia hidráulica (14,9%). No que diz respeito à comparação com a oferta interna de energia das demais áreas do globo, há que assinalar os níveis bastante aquém registrados no resto do mundo e principalmente pela OCDE. Por outro lado, se as diferenças são enormes a nível da energia hidráulica, mais notórias ficam em termos da biomassa. Na verdade, esses dados comprovam que o Brasil, face aos demais países, tem um elevado potencial face à constituição perene de uma matriz energética, verde, limpa e sustentável.

Contudo, de acordo com Vichi e Mansor (2009, p. 760), ao se tentar chegar ao valor exato das estimativas das reservas recuperáveis de gás natural, está-se longe do consenso. De fato, os dados compi¬lados pelo Conselho Mundial de Energia apresentam uma dispersão de ± 4,5% ao redor do valor de 177 trilhões de m3 . No entanto, segundo a opinião dos especialistas, subestima-se o gás natural ainda não descoberto. Na verdade, a exploração de gás natural encontra-se num estágio menos desenvol¬vido que a do petróleo, e muitos campos ainda não foram totalmente mapeados.
Por outro lado, são ainda muito pouco explorados os novos depósitos associados a leitos de carvão (coal-bed methane) e outras fontes não-convencionais (por exemplo, o hidrato de metano). De acordo com o Centro Internacional de Informações da Indústria do Gás (CEDIGAZ), as reservas atualmente mapeadas, caso o consumo se mantenha nos patamares atuais, mostram-se suficientes para 130 anos.
Quanto ao petróleo e valendo-se da análise desenvolvida por Vichi e Mansor (2009, p. 760), as reservas comprovadas de petróleo, avaliadas pelo Conselho Mundial de Energia e pela British Petroleum (BP), são ainda suficientes para permitir uma base de consumo de médio prazo. De acordo com dados do Conselho Mundial de Energia (muito próximos aos da BP), com base nas informações dos países membros, as reservas mundiais eram, ao final de 2005, de 1.238 trilhões de barris (160 bilhões de toneladas), cerca de 117 bbl acima dos valores ao final de 2002. Para além destas reservas, algumas estimativas tidas como otimistas apontam para a possibilidade de recuperação de 244 bilhões de toneladas adicionais, ou seja, um valor 52% superior às reservas comprovadas atuais.
No entanto, consoante o que é colocado por Vichi e Mansor (2009, pp. 760 - 761), as expectativas apontam para um aumento do consumo de petróleo durante as próximas três décadas, que saltaria de 85 milhões de barris/dia em 2006 para 118 milhões de barris/dia em 2030, ou seja, um aumento a rondar os 39%. Além do mais, o pico de produção de petróleo deverá ocorrer entre 2010 e 2020.
Em outras palavras, tem-se aqui uma combinação perigosa. A agravar a essa situação à que registrar que sete dos dez maiores consumidores de petróleo não produzem petróleo suficiente para suprir suas demandas, fato que faz soar o alarme da “segurança energética”. De fato, o preço do barril de petróleo saltou de US$ 25,00 em 2000 para US$ 140 em junho de 2008, logo antes da crise do sistema financeiro mundial. Em 15/01/2009, o preço havia caído para US$ 36,22 como reflexo da crise, mas espera-se uma retomada dos preços à medida que a crise for sendo superada.
Como bem observam Vichi e Mansor (2009, p. 761), as descobertas feitas pela Petrobras, nos últimos anos, na Bacia de Santos, vêm sendo consi¬deradas pelos especialistas como as maiores descobertas de petróleo no mundo em anos recentes. O campo de Tupi, com reservas de 5 a 8 bilhões de barris, ampliou em 60% as reservas comprovadas da empresa. O denominado petróleo do pré-sal é um petróleo de qualidade superior ao normalmente encontrado no País, já que sua fração de compostos leves é maior, o que facilita o refino. As descobertas do pré-sal poderão levar a um significativo aumento das fontes não renováveis de energia a nível da matriz energética brasileira.
A relação direta entre as expectativas petrolíferas da camada pré-sal e o crescimento dos petroderivados em termos da matriz energética brasileira pareceria, à primeira vista, algo inevitável, mas a substituição do petróleo como fonte de energia ganha relevância em termos ambientais e técnico-industriais, uma vez que existem frações do petróleo que são de extrema importância como matéria-prima para a indústria química.
Na verdade, ao contrário do que sucede com o setor energético, ainda não há alternativas economicamente viáveis para a substituição do petróleo como insumo industrial (à exceção talvez do denominado “plástico verde”, obtido a partir da parceria Brasken/Petrobrás). Na verdade, mencionando-se apenas um exemplo, a utilização do petróleo na indústria produtora de plásticos não implica na emissão de CO2, uma vez que o carbono permanece fixo no produto final.
De fato, conforme observam Vichi e Mansor (2009, p. 761), o petróleo é um produto de extrema valia e não devia continuar a ser queimado em motores. Neste ponto, ganha relevo a questão do transporte de cargas no Brasil, predominantemente rodoviário, o que implica em dizer voraz consumidor de petroderivados. Em razão das suas características (país de dimensões continentais, que não apresenta grandes acidentes naturais), a melhor e mais racional opção para o transporte de cargas (e também de passageiros) para o País é o transporte ferroviário.
Assim sendo, a redução no consumo de derivados de petróleo e a transição para uma matriz energética menos energívora, mais eficiente e com um menor grau de dependência face aos combustíveis fósseis passa, necessariamente, pela ferroviarização do País, mormente no que diz respeito ao transporte de cargas. Considerando-se que aproximadamente 95% do combustível de um automóvel ou caminhão são gastos para colocar o veículo em movimento e nas retomadas de velocidade, fica notória a superioridade do transporte ferroviário sobre o rodovi¬ário. A ferroviarização assumida como projeto surgiria como um exemplo claro da ação de um modelo integrado, sistêmico e estratégico de planejamento, uma vez que a gestão estratégica da matriz energética se entrelaçaria com a reformulação da estrutura de transportes, com a redefinição dos consumos energéticos e com um novo encadeamento industrial/tecnológico.
Desenvolvimento Tecnológico e Sociedade Sustentável
No parque industrial, haveria que incrementar, de forma significativa, os investimentos em P&D, notadamente a nível das tecnologias de processo, novos e mais eficientes equipamentos, racionalização da produção, redução dos desperdícios, conservação de energia, uso racional dos recursos e da matéria-prima e um maior nível de geração de energia, principalmente em eletricidade, de modo a incrementar a autocogeração/cogeração.
Conforme destaca Otaviano (2011, s/p), já se estaria a vivenciar a 3ª onda da química, ou seja, a química verde. As duas primeiras ondas da química teriam ocorrido, respectivamente, nos séculos XIX e XX, tomando como energético de base o carvão e depois o petróleo. Valendo-se do contributo de Vichi e Mansor (2009, p. 758), há que considerar que a química verde consiste de pro¬dutos/processos químicos projetados de modo a reduzir/eliminar os impactos ambientais negativos. O uso/produção destes produtos devem envolver a redução da geração de resíduos, a utilização de compo-nentes atóxicos e um aumento na eficiência global.
A abordagem é bastante efetiva, pois aplica soluções científicas inovadoras a situações reais. No contexto da química verde insere-se o investimento no potencial da biodiversidade brasileira, de forma mais específica a oleoquímica/etanol-química, com o fito de se chegar a uma matriz energética mais rentável, o que implica que se vá muito além do que a simples substituição dos combustíveis fósseis pelos biocombustíveis.
A química verde poderá amenizar os impactos ambientais, para além de promover a substituição do petróleo e derivados nos mais distintos processos químicos (químico-industriais e energoquímicos), promovendo a intensificação do uso de combustíveis renováveis (obtidos a partir da biomassa), que se mostram menos prejudiciais ao meio ambiente do que os petroderivados. No caso do Brasil, há que destacar a posição assumida pelo álcool etílico (etanol) obtido da cana-de-açúcar, como principal opção em termos de combustíveis renováveis, muito embora este possa também ser obtido de outras fontes primárias (mandioca e sorgo sacarino, por exemplo).
Por outro lado, de acordo com Otaviano (2011, s/p), o etanol oriundo da cana-de-açúcar pode ser ainda utilizado como matéria-prima (renovável) na produção de polímeros, principalmente de plástico, o denominado “plástico verde”, obtido a partir da parceria Brasken/Petrobrás e comercializado a partir do ano de 2009 valendo-se de tecnologia desenvolvida pela petrolífera estatal brasileira desde o final dos anos 70 do passado século, que possibilita a obtenção de eteno a partir do etanol de cana-de-açúcar, o que se constitui em uma inovação de relevância, quer em termos químico-industriais, quer a nível energoprodutivos quer ainda do ponto de vista energético-ambiental.
Na verdade, consoante o que é registrado por Otaviano (2011, s/p), em termos químicos, o polietileno verde e o feito com nafta são idênticos. Entretanto, seus impactos são distintos. O polietileno obtido a partir daquele petroderivado conduz à emissão de gases poluidores e causadores do efeito estufa. Por outro lado, o polietileno derivado do etanol retira o gás carbônico da atmosfera. Quando se utilizam os combustíveis fósseis, um insumo é retirado da superfície da terra, utilizado e descartado na atmosfera. No caso da queima do etanol, parte do gás carbônico é reabsorvido no crescimento da cana-de-açúcar. Portanto, ao se valer do uso do petróleo e dos seus derivados, cria-se um desequilíbrio ambiental, pois insere-se CO2 na atmosfera sem a contrapartida em termos de processos capturadores do mesmo. Assim sendo, no caso do Brasil, o etanol assegura um lugar de destaque no que se refere à química verde.
Conforme é assinalado por Otaviano (2011, s/p), apesar da matriz energética mundial ser ainda muito baseada no petróleo e seus derivados, ela apresenta uma tendência à participação crescente da bioenergia, ou seja, a energia derivada da biomassa. Na verdade, de acordo com dados divulgados pelo Ministério das Minas e Energia (MME), em 2006, 87,1% da participação no consumo total de energia no mundo era oriunda dos combustíveis não renováveis, enquanto 12,9% correspondia aos combustíveis renováveis. Em 2008, no Brasil, 45,4% do consumo total de energia era renovável e 54,6% não renovável. O etanol derivado da cana-de-açúcar elaborado/utilizado no Brasil, mostra-se, na opinião de diversos estudiosos, pesquisadores e analistas, como a melhor opção em termos de bioenergia, dotado de um significativo rendimento energético e apresentando um elevado nível de competitividade à escala mundial.
No período 2006/2018, consoante o observado por Nassar (2008, pp. 22 - 24), a pecuária brasileira necessitaria incorporar apenas mais 5 milhões de ha. adicionais. Considerando-se a hipótese de que o rebanho bovino brasileiro deverá crescer em cerca de 20 milhões de cabeças, a maior parte da disponibilidade futura de terras no Brasil para a expansão da produção de alimentos, rações e etanol virá da conversão da área de pastagens em área agriculturável sem prejuízo da produção de carne e leite, em razão da intensificação da atividade pecuária.
Existem, na verdade, outras questões, muito presentes em diversas críticas que se fazem ao uso energético da cana-de-açúcar para a produção de álcool etílico e que têm a ver com o empobrecimento/esgotamento do solo, com a forte necessidade de intensos esforços de irrigação e com o elevado uso de fertilizantes de base petroquímica. Contudo, essas críticas, na maior parte das vezes, não encontram fundamento na prática, pois partem de uma visão estático-catastrofista face ao entorno político-institucional, ao escopo estratégico-planificatório e à mutabilidade tecnológica.
No caso específico da cana-de-açúcar, a necessidade de água pode ser suprida por sistemas eficientes de irrigação, que conduzam a uma maior produtividade com um consumo relativamente menor de água, enquanto outras soluções já foram encontradas no caso da fertilização do solo (consorciamento com leguminosas, rodízio das áreas de plantio, utilização da vinhaça como fertilizante e uso do bagaço como adubo), o que evitaria o balanço energético negativo da cultura de cana-de-açúcar destinada à produção de etanol. De fato, a superação dessas limitações implica na realização de intensos esforços de P&D, no aperfeiçoamento constante a nível da engenharia de processo e na consequente elevação do nível de capacitação tecnológica, aspecto a revestir-se de importância estratégica vital para o desenvolvimento dos países em desenvolvimento e emergentes do Trópico Úmido.
Contudo, buscar a manutenção e o acentuar do caráter verde da matriz energética brasileira significa não apenas dotar o setor produtor de etanol (e de biocombustíveis em geral) de uma vasto manancial tecnológico, mas antes convertê-lo numa base energotecnológia por excelência. Por outro lado, a pesquisa tecnológica tem avançado no que diz respeito à parte agrário-alcooleira, embora o nível de incorporação tecnológica deva ser aprofundado, de modo a promover um acentuado aumento da produtividade, o que poderá conduzir a uma menor quantidade de área plantada por litros de etanol, aspecto passível de desafogar o conflito «culturas energéticas X culturas alimentares».
Por outro lado, para Costa e Hoeschl (2006, pp. 30 - 33), os biocombustíveis constituem uma das formas mais eficientes de diversificação da matriz energética, uma vez que contribuem para a redução de emissão de GEE, constituem-se em motor do desenvolvimento econômico (através da otimização/descentralização dos investimentos) e em elemento promotor do desenvolvimento social (geração de emprego/renda no meio rural). Para tal, torna-se necessário o estabelecimento de mecanismos de apoio à produção/comercialização dos biocombustíveis, o que pode ser conseguido, num escopo mais amplo, no campo das políticas públicas e da base institucional, bem como, em termos mais específicos, através da integração/interação de organismos públicos, instituições privadas e pequenos produtores.
No caso específico do Brasil, conforme atestam Costa e Hoeschl (2006, pp. 30 - 33), há a considerar o caso do biodiesel, combustível natural obtido a partir de fontes renováveis e destinado à utilização em motores ciclo-diesel. Na verdade, o biodiesel (enquanto biocombustível) apresenta um enorme potencial no que diz respeito ao alcance de objetivos sociais/ambientais, uma vez que pode vir a promover a fixação do homem ao campo (elemento promotor da formação de uma classe de pequenos/médios produtores agrícolas), estimular a criação de emprego, possibilitar a geração de renda e colaborar para a redução/minimização da emissão de gases que contribuem para as alterações climáticas globais.
Para além disso, em termos estratégicos, a produção de biodiesel objetiva a diversificação da matriz energética, em especial no caso dos países importadores de diesel mineral. De fato, numa abordagem integral-estratégico-interativa, o biodiesel, ao atuar no sentido de promover um maior grau de diversificação da matriz energética, tornando-a mais sustentável, conduz a um nível mais elevado de auto-suficiência da mesma.
De novo a recorrer a Costa e Hoeschl (2006, pp. 30 - 33), registra-se que, no caso brasileiro, a capacidade produtiva do biodiesel aproxima-se dos 143 milhões de litros/ano. A demanda somente para a mistura de 2% de biodiesel na matriz energética representava 840 milhões de litros/ano e o valor estimado (pelo Ministério das Minas e Energia) com a mistura de biodiesel a 5% seria de 2 bilhões de litros/ano, ou seja, um incremento de quase 140%. Entretanto, o biodiesel apresenta outro aspecto de extrema importância e que se concentra a nível do seu encadeamento produtivo lato sensu.
Em razão da forte demanda mundial e da importância assumida pela cadeia do biodiesel para o desenvolvimento do País, consoante o assinalado por Costa e Hoeschl (2006, pp. 30 - 33), necessita-se de uma organização do conhecimento e da produção de informações estratégicas. Ao se analisar a cadeia do biodiesel deve-se levar em consideração fatores relacionados à escolha dos insumos/matérias-primas para produção na agricultura, o armazenamento, a caracterização/controle de qualidade, a co-produção e a própria comercialização e distribuição. É neste conceito que ganha importância a gestão do conhecimento na cadeia de biocombustíveis, passando-se a considerar, de forma integral, o universo de recursos afetos à sua produção, a saber: humanos, tecnológicos e de processos.
Deve-se registrar que o biodiesel constitui-se em importante elemento no que diz respeito à sustentabilidade da matriz energética. Implícitos à utilização do biodiesel como combustível encontram-se benefícios da mais diversa ordem (econômicos, sociais e ambientais), uma vez que recorrer ao biodiesel (como, de resto, a todos os biocombustíveis) conduz à geração de emprego e renda, promove a redução de GEE, abre espaço para a abertura de empresas produtoras desse energético, reduz a necessidade de importações de diesel petrolífero reduzindo o nível de dependência energética e o dispêndio em divisas, possibilita o atendimento dos compromissos firmados no âmbito da Convenção - Quadro das Nações Unidas sobre Mudança do Clima (CQNUMC), para além de abrir significativas oportunidades no que se refere à obtenção de financiamentos internacionais em condições favorecidas no mercado de créditos de carbono.
Considerações Finais
A definição de um modelo de sociedade está assentada sobre uma determinada base energética e estruturada em função de um determinado modelo econômico. Portanto, cada paradigma vai implicar na hegemonia de uma modalidade de energéticos, nas suas interações e implicações sobre o meio ambiente e num relacionamento biunívoco-interativo com aquilo que se poderia denominar de configuração social lato sensu, que o molda e, simultâneamente, por ele é moldada, de modo a perenizar uma determinada base sócio-energético-produtiva e a definir padrões sociais, tecnológicos e organizacionais.
A transição de paradigmas a nível energético-ambiental implica numa postura estratégica, focada na gestão e planejamento, que se traduza por uma intervenção sobre a base produtiva e a construção de uma matriz energética sustentável. Para isto, torna-se necessário implementar a gestão estratégica da matriz energética, buscando sua diversificação e fazendo crescer, de forma significativa, a participação das fontes energéticas renováveis de modo gradual e atendendo às necessidades e à realidade de cada contexto, levando em consideração a base energética, o universo de recursos naturais, a estrutura produtiva, o manancial tecnológico e as necessidades de crescimento e desenvolvimento.
Porém, se constituirá em um enorme equivoco se a política energética brasileira for na direção fortemente vinculada ao petróleo como parece se observar nessas duas primeiras décadas do século XXI. Embora seja importante analisar a situação do Brasil, à luz da sua matriz energética e das perspectivas quanto às reservas petrolíferas e gasíferas afetas à camada pré-sal, deve-se ter em mente que o caminho da sustentabilidade passa necessariamente pela adoção de práticas de consumo responsáveis e o delineamento na busca metodológica de um apropriado indicador e aferição do nível de felicidade humana.
Neste contexto, a construção de uma matriz energética sustentável passa necessariamente pela incorporação de energias limpas no tocante à sustentabilidade e à responsabilidade socioambiental, respeitando as especificidades regionais e promovendo a pesquisa em inovação tecnológica.

The Case of Brazil
Resumo
Este trabalho enfatiza que a política energética brasileira nas primeiras décadas do século XXI direcionada de forma excessiva no petróleo é um equívoco em função de estarmos numa transição de paradigmas a nível energético-ambiental sobre a base produtiva e centrados na sociedade global para a construção de uma matriz energética sustentável. É necessário priorizar e implementar a gestão estratégica da matriz energética, buscando sua diversificação e fazendo crescer, de forma significativa, a participação das fontes energéticas renováveis com os energéticos diretores do novo paradigma. De modo gradual, deve-se atender às necessidades e à realidade de cada contexto regional, e também nacional, levando em consideração a base energética, o universo de recursos naturais, a estrutura produtiva, o potencial tecnológico disponível e as necessidades de crescimento e desenvolvimento econômico.

Abstract
This paper emphasizes that the Brazilian energy policy in the early decades of the century focused excessively on oil is a mistake due to being in a transition of environmental energy paradigm on the base of productive and focused on the global society to build a sustainable energy sources. We need to prioritize and implement the strategic management of the energy matrix, seeking diversification and growing, significantly, the share of renewable energy sources with the directors of the new environmental-energy paradigm. Gradually, it should meet the needs and realities of each context regional and national levels, taking into account the energy base, the universe of natural resources, the production structure, the technological potential available and the needs of growth and development economical.

Introduction
Between the 18th and 19th centuries, the Industrial Revolution in England predominantly established the Fossil Fuels Paradigms domain, first based on coal and lately, mainly after the Second World War, having oil as leading energetic.
This paradigm was based on one high level model of energetic voracity with deep impacts over the environment. The occurrence of the oil shocks in the 70´s decade starts to show weaknesses and the perverse aspects of the model that would characterize the Fossil Fuels Paradigm. From then, it begins a process transition to a new energetic-environmental paradigm, namely: the Renewable Energy Sources Paradigm, which assumes strategic importance the technic-economical-productive base and the construction of a sustainable energetic matrix, which has as background the climate matters and the searching for the configuration of one Global Climate Agreement.
The economic policy should star to interact systematically with the energetic policy and with the environmental policy, through a strategic management of the energetic matrix and the construction of an effective sustainability, acting mutually with all the public policies spheres in one systemic effectively perspective. However, the notion about energetic paradigm shows itself insufficient due to the real dimension of the matter which must be in-depth discussed from the concept of energetic-environmental paradigm, beginning from that is a systemic-interactive relation between energy and environment. Therefore, it makes much more sense to talk about energetic-environmental paradigm than only about energetic paradigm.
Sustainable Energetic Matrix
The drawing of a sustainable energetic matrix has as background the impacts resulted from the disproportionate use of the fossil fuels over the environment and climate questions (carbon emissions reduction). Being understood that the climate changings, considering this or that magnitude, have, indeed, one significant anthropogenic component, the implementation of one significantly cleaner energetic matrix reinforces (and is dialectic reinforced) by the configuration of an effective Global Climate Agreement, to be implemented. In this way, a systemic interaction between the distinct public policies (economical, industrial, agricultural, technological, energetic, and environmental) will be founded through a strategic management of the energetic matrix and the construction of a sustainable energetic matrix.
However, according to signaled by Soares and Higuchi (2006, pp. 574 and 575), the concentration of Greenhouse Gases in atmosphere intensifies itself due to mankind´s action (anthropic source). In medium range, the human activities launch in atmosphere 25 billion of tons/ of CO2 _______ (? – acho que aqui falta alguma palavra de conexão) until 2050 the planet medium warming will be between 1,5º and 4,5º. However, it is suitable to verify that in terms of CO2 emission, the central countries (denominated industrialized or developed ones) assume 65% of them, remaining the rest with the named developing countries (the countries of the Periphery and Semi-periphery).
From this point that is attempted that the central countries (rich ones), in historical terms, are the major polluting launchers, while the peripheral and semi-peripheral countries need to grow and promote their economies sustained development. This aspect endowed by a crucial importance, not only in terms of historical-energetic passive, but also because the peripheral/semi-peripheral countries have the right to grow, to develop and improve their insertion in the world economy context.
It is obvious that in many chapters the developing nations, highlighting the emergent economies of the Semi-periphery, do not have to step the same way of energetic inefficiency and carelessness/aggressiveness to environment done by the central countries since the English Industrial Revolution (18th and 19th centuries), due to the technician progress, to technics/less energy consumption production processes, to more advanced organizational methods/production management/natural and energetic resources management and the introduction of renewable energetic sources especially biomass.
Anyway, thus the advance registered by China, the major launchers still are the developed countries, owners of capital and technology, what could mean, on one hand, a fundamental element for searching more equal criteria in the trial to solve the energetic-environmental matter. However, on the other hand, this aspect constitutes an enormous compounding (practically an obstacle) for the establishment of one Global Climate Agreement. The own difficulty to plan and implement it, beyond its implementation, appears as effective result of inequality and heterogeneity that mark the configuration of the proper world economy. However, thus this, the public-governmental and strategic-planner initiatives related to the energetic-environmental sphere must have as its objective, the construction of one clean and sustainable energetic matrix.
There are other questions that bring difficulty for reaching one Global Climate Agreement, which, according to alerted by Oliveira and Vecchia (2009, pp. 957 - 960), relates to the increasing complexity at the level of the environmental problems, the data/scientific evidences about them and the level of trustiness related to the appropriate information to give support the decision-making process. In fact, there would be a great number of uncertainties (beginning with the scientific one) related to the environmental questions and few would be the critical analyses about uncertainty and its possible impacts over the environment and society.
This aspect would open space for questions about the relation between the scientific component and politics, once the risks and cost-benefit analyses, which appear as support to the decision makers (politics, managers and policy makers), are based in scientific analyses which results are incorporated as absolute truths. This, at first sight, does not cancel the need of structuring a sustainable energetic matrix.
Indeed, the scientific-absolutist point of view presented in the models of support to the processes of decision making only could be softened by the uncertainty incorporation and its implications. In this sense, it is suitable to observe that even the anthropic global warming matter (supported by the scientific analyses) must be relativized by research and respective involved actors´ characterization in this process, as also their interests and relative positions.
In reality, what is considered is that does not exist a scientific controversial matter established about the climate changings and the global warming and many times the political component seems to overtake the scientific argumentation, making use of it when meets their defended interests. The fact is that there is an uncertainty sea and an enormous/diverse number of interests between the global warming alarmism and the position to refuse the association «human action/global warming».
On the other side, the global warming rhetoric would serve as base for the detachment from carbon «production/consumption», conducting to a new productive, energetic, space and social configuration, based on small units, reduced population cores and the rejection of the economic growth, to lead to one equally society (the utopic-ecologist project).
However, the ecologist utopia does not found minimal fundaments in reality. The primordial needs of the countries of the Periphery for overtaking delaying, to eradicate the poverty focal points and embrace the excluded economic-social big mass cause it to be totally unviable in practice and shows a systemic-strategic intervention of energetic-environmental content as the unique possible alternative.
One extremely important aspect on the searching for one diversified and sustainable energetic matrix, instrument of one strategic content of one new energetic mix in the stage of paradigmatic transition and which shows itself coherent with the universe of resources and the technological-energetic-productive savoir-faire of the developing emerging countries, mainly the countries of the Humid Tropic and particularly Brazil, it is related to the energetic use of biomass.
However, thus the advances registered in the last four decades, in the Brazilian case, according to Teixeira´s alert (2003, pp. 11 and 12), the use of energetic sources originated from biomass (sustainable energetic sources) occur in one marginal way, generally inserted in other specific systems of production. In these ones, the basic raw material births several products.
Therefore, the sugar cane sustains the combined production of alcohol, sugar and electricity. In its turn, biomass use in industry is not linked to social or environmental reasons, but for the fact that shows technical-economical at the level of determined processes. It must be highlighted the use of biomass in co-generation, which is maximized through heat and power generation. In fact, such restrictions tend to constitute strengthens and opportunities for the biomass diffusion at the level of the Brazilian energetic-productive matrix (and other countries of the Humid Tropic).
The relation between the economic politics and the searching for one sustainable energetic matrix is comprehended by the fact that one major variety of such matrix, mainly by autochthone energetics which base is the biomass, will be expressed by currency savings, creation of employment, regional development, enterprises creation and income generation. However, this relation only makes sense if existing, considered and analyzed under one systemic-integral way, that is, in the ambience of one dynamic-interactive approach in all public policies areas. Therefore, only within a systemic context of the public policy is that the relation «economy/energetic matrix» gains importance, once its diversity/sustainability will have implications not only of economic-financial character but also industrial, technological, energetic, environmental etc. This is notorious in the case of the biomass for the Humid Tropic countries, especially Brazil.
Biomass, and also other renewable energy sources like sun and winds, appears as strategic drawing element for the developing and emerging countries begin not only to take step to more sustainable paths in terms of energetic matrix, reinforcing its position while one new Global Climate Agreement as also giving it the role of smaller levels of energetic dependence and enabling also the result from the breaking with the peripheral condition and overcoming the semi-peripheral-emerging stage through reaching one effective industrial and technological upgrade, enhancing one real process of development.
The energetic use of biomass presents several conditioning aspects. First of all, the concurrence between energy and food must be refereed. This can exist in countries of few agricultural lands and one limited agricultural frontier, what does not impede the development of agro-energy since made the adequate zoning/agricultural planning, where the delimitation of different models of cultures and soil use (food production, cultures for exportation, cattle and agro-energy) is made.
It is necessary to get over uncertainties related to the climate changings, particularly related to the real dimension of their anthropic component. It is also needed to analyze, equally, the data related to agro-energy and its real implications. It is yet determining to consider the technological dynamism as relevant factor for the alternative viability and restrictions and conditions overtaking. Ending, at the level of the developing and emergent countries, only one strategic and systemic view of the productive system dynamics can define one new energetic model based on sustainability, without directing for the fundamentalist ecology or be submitted to a conception based on catastrophism and environmentalist determinism.
The enormous complexity which permeates the debate about ethanol and biodiesel as alternatives to oil do not allow itself to simplification, mystification or occasional rhetoric to the taste of eco fundamentalists. So, it must avoid, on one hand, the adoption of patriotic/triumphalist positions, and, on the other hand, the inconsequent contrarrestação (pseudo ideological). Therefore, when trying to analyze the matter of biofuels (namely: ethanol and biodiesel) and their possible impacts (energetic, environmental, technological, agricultural, economic, social, etc.), making use of the scientific/methodological rigidity and also one strategic-prospective view which overtakes the merely extrapolar optic must be sought.
Considering initially that reality is changeable and technology, if cannot be taken as Deus ex machina (technology as panacea), base of the technician view, also cannot be despised since is one element of intervention, modernization and advance for promoting changings. In fact, ethanol, biodiesel and biofuel, beyond technological lecturers and technic progress launchers, are fertile land for technological innovations use, whether agricultural or in the productive-industrial sphere.
Under a correct point of view, in terms of one view marked by the scientific an methodological rigidity, and considering the ethanol case in Brazil, which was implanted in the 70´s, the metallurgical industry was capacitated for producing equipment for the alcohol/sugar alcohol units; it was discovered vinhoto as fertilizer; the bagasse began to be used as soil fertilizer and be burnt inside boilers, supplying heat for the process and making possible the electricity energy generation, making viable self-generation and even cogeneration; new technics of intercropped plantations were developed to restitute the nutrients exhausted by sugar cane culture, etc.
Biofuel production brings problems and risks, but, on the other hand, make viable one predominantly green/renewable energetic matrix. On the other hand, the risks presented by biofuels, notoriously in agricultural matter, show themselves as susceptible of being significantly minimized from energetic-environmental, political-government and public-institutional initiatives directed to the agricultural area, namely: the implementation of one effective agricultural zoning; the use of unclaimed or free lands due to the increasing advance of the intensive livestock to the detriment of the extensive livestock and the advance of the plantation and food cultures intercropping.
Appearance of the Energetic-Environmental Paradigm
The environmental question cannot be treated separately from the energetic question. Therefore, it can be considered that today one transition from the Fossil Fuels Paradigm (no-renewable) to the Renewable Energies Paradigm has been lived. The transition is not immediate and yet will take even some decades. However, the alternative energetic sources, along this period, will have its level of participation, in terms of the energetic-productive base, increased, allowed to evoke to determine no-renewable energetic resources, like the natural gas, less pollutant than oil and its derives and processes and technologies improver.
According to Costa and Rodrigues (2011, p.3), the transition of paradigm will be signed by the introduction of new energetic sources, through their living and interaction with the traditional energetic sources and one growing mix of energetic sources. With this, the transition of energetic-environmental will be drawn from the strategic growing interaction between the energetic policy and the environmental policy. In fact, referring only to the energetic paradigm or the environmental paradigm gives a restricted view of the matter. Therefore, one systemic approach is chosen and the concept of energetic-environmental paradigm is adopted.
On the other hand, making use of the theory contribution of Cazadero (1995, p. 16), it is not to be considered only the occurrence of one Industrial Revolution, in England in the 18th and 19th centuries, but of three Industrial Revolutions, along the history. The English Industrial Revolution, according to this approach, would constitute the First Industrial Revolution (FIR). The Second Industrial Revolution (SIR) would happen in the end of the 19th century of the 70´s of the 20th century, being marked by the automobile appearance, the development of new methods in terms of organization/production management and having the Taylorism/Fordism as the regulation system. Concerning the Third Industrial Revolution (TIR) would happen from the 70´s of the 20th century. If considering the argument that all Industrial Revolution is simultaneously one Technological Revolution, the TIR, undoubtedly, the most technological of the Industrial Revolutions. Due to this aspect, that can also be denominated Third Industrial Technological Revolution (TITR).
In each Industrial Revolution, the presence of one or more sources which constituted their respective energetic base was perceived. So, in the FIR, there is coal and already in the end of the 20th century, oil. Beyond oil, the SIR finds energetic support in electricity and thermonuclear energy. Between the end of the SIR and the beginning of the TIR/TITR, the natural gas appears energetic and less polluting than oil and its derives, processes and equipment improver, but equally a fossil fuel. Therefore, what happens is that from the FIR, the Fossil Fuels Paradigm is established, still present along the FIR and great part of the SIR.
The occurrence of oil shocks in the 70´s decade of the 20th century will signal the end of the Fossil Fuels Paradigm. The crisis of this period is not only energetic or economic (stagflation, crisis of the Keynesian State and the emergence of the neoliberal proposals), but before one paradigm that breaks down and dismantles. From that, what is had is a long transition period until the establishment of the new paradigm (the Energy Renewable Sources Paradigm). We live today with this transition, which is long and may endure for more some decades, with the coming up on scene of the renewable sources coexisting with the fossil fuels.
According to mentioned by Costa and Rodrigues (2011, p 10), the FIR had as basic energetic the coal which is consolidated, grows and transits to the SIR with the appearance on the scene of the oil, that, due to a series of favorable aspects liquid fuel of relatively easy handling and reduced trade price) would be converted into the energetic leader of the SIR, bearing one growth consuming model. The Third Industrial Revolution (TIR) that begins in the 70´s, coinciding (and accelerating) with the Welfare State crisis (probably its débâcle) and with the hegemony of the neoliberal thesis is characterized by the introduction of one immense source of scientific-technological innovations.
In fact, according to registered by Chiavenato (1993, pp. 20 and 21), all this process will be marked by the appearance of genuinely new technologies and not only by the simple existing technologies unfolding, with the increasing acceleration of the technology transformation in product/service ready disposable for use/consumption.
According to observed by Costa and Rodrigues (2011, p 10), the SIR also marks the establishment of the thermonuclear energy. In the end of the SIR and beginning of the TIR, considered by this work more adequately denominated Third Industrial Technological Revolution (TITR), for being the most technological of the Industrial Revolutions, where the interaction between the scientific-technic and the industrial base reaches one never seen level, the natural gas appears.
This one, also a fossil fuel, no-renewable and pollutant (although less than oil and coal) begins to constitute one innovative process string at level processes, equipment and final uses, with clear consequences in terms of technological advance.
In fact, in the context of one stage of transition between energetic-environmental paradigms (from Fossil Fuels Paradigm to Renewable Sources of Energy), coinciding with outbreak and development of the TIR/TITR, it must be registered that such fact disposes all one source of process technologies, generation and final use for the energy-environmental component. The stage of interparadigmatic stage will be marked by the technological increasing, which will make viable not only the no-conventional sources of energy, but also the coexistence/interaction between them and the conventional energetics.
In this way, petrochemical must not give up places for gas chemistry and alcohol chemistry. The living of the three energy technological concepts will last for much time, being possible even to think about the possibility of interpenetrations of productive and technological content between those concepts.
The same will happen with oil, that can be improved at exploration/production, at refining activity in terms of petrochemical products) and at the final use sphere levels, through technological innovations. The technical progress assured by the TIR/TITR will be also able to dispose new conceptions, concerning process technologies, final use and agricultural production to promote biomass expansion, concerning the advance for one major green energetic matrix. Therefore, the source of technological innovations created in the scope of the TIR/TITR will give base/sustain to the transition process, enabling the desirable energy environmental combinations, making sure, by the way, of the fossil fuels, particularly the natural gas, due to its distinct characteristics concerning oil, and the fact of beginning to constitute the gas chemistry energy technological base.
According to the analysis developed by Costa and Rodrigues (2011, p 11), the period of the paradigmatic transition will be slow (long-term time horizon), with the combined use of fossil fuels and renewable energetics, with their complementarity and that two energy-technological-environmental models interpenetration. The paradigmatic transition phases in energetic-environmental terms already has, as basic element of characterization, the strategic management of the energetic matrix, not only concerning the oil derives participation reduction, but also in terms of the relative increasing of the renewable energetics and the diminution of the dependence of the external flows of energy supply.
In fact, to Costa and Rodrigues (2011, p 11), the long period of paradigmatic transition in terms of energetics-environmental will be signed by one intense/dynamic action of the binomial «Energy/Technology», with the scientific-technical advances and the technological innovations crating/making possible the use of no-conventional sources of energy. So, the change occurs at the energetic-environmental paradigm level. Therefore, it is within this context that the energy-planner must be considered instrument for study/analysis and for society´s preparation and awareness, especially the generation who will live this process more intensively and presently.
In fact, according to registered by Singer (1998, pp. 173 and 174), the occurrence of the TIR/TITR coincides with the appearance on the scene of the neoliberal project (or neoliberal counter-revolution). In other words, the TIR/TITR starts to take their first steps in the midst-70´s of the 20th century. This is the period microcomputers are enhanced, being cheapened and becoming more accessible to businesses and the major part of consumers. From then, there was one expansion/accelerated diffusion of the digital technology for every industrial task, services and agricultural activities, what would provide the obtaining of high and increasing gains in working productivity. Automation, through robots improvement (robotics), gave greater laps, enabling the working labor force substitution even for elemental intelligence activities. So, it would be expectable that the TIR/TITR while infra-structural revolution, would lead to the technological process acceleration.
In fact, according to highlighted by Costa and Rodrigues (2011, p. 14), what is configured is that the environmental matter cannot be treated separately from the energetic one. Therefore, it can be considered that today what is being lived is one transition from the Fossil Fuels Paradigm (no-renewable energetics) to the Renewable Energies Paradigm. Transition is not immediate and will take yet some decades. However, the alternative energetic sources, along this period, will have their level of participation increased in terms of energetic-productive base, being able to evoke to interaction and interpenetration of the renewable sources of energy with determined no-renewable energetic resources. So, the paradigmatic transition (from the fossil fuels to the renewable sources of energy) will be marked by the introduction of new energetic sources, their living/combination and interaction with the traditional energetic sources (growing diversity of the energetic matrix) and one growing mix of energetic sources (strategic management of the energetic matrix).
On the other side, according to what Costa and Rodrigues register (2011, pp. 14 and 15), and this is more instant in the case of the great metropolis and megalopolis of the Periphery and Semi periphery (São Paulo, Mumbai, Calcutta, Mexico City, etc.), the new energetic environmental paradigm passes through the economical-conservationist (re)use of the urban solid waste from recycling and waters and sewers treatment, which, beyond opposing to the consumption-waster logic and the environmental degradation nuance of the previous paradigm, contributes, significantly, for the energetic-alternative production (especially methanol gas), collaborating so much for the establishment of auto-sustainable cities/metropolis (one of the pillars of the new energetic-environmental paradigm).
At energetic-environmental transition level, according to observed by Costa and Rodrigues (2011, p. 15), the conservation and rational use of water gain fundamental importance. Energy conservation, inclusively, must be considered as energetic resource in the ambience of the new energetic-environmental paradigm, as also in the interparadigmatic transition stage. Energy conservation/rationalization must be seen under two views, namely: energetic sources and consumption segments (COSTA, 1990, p. 367). Energy conservation/rationalization articulates besides other aspects with the habits consumption changing, one of the basic points of the new energetic-environmental paradigm, enabled to provide the energetic model overtaking.
Brazil´s Oil Option
The magnitude assumed by the estimative related to the pre-salt oil/gas reserves, would constitute, in one first moment and under quick and less deep appreciation of the fact, in one great weariness motif for those who risk in the viability/construction of one green, renewable and sustainable matrix. And, considering this particular side, it seems to point out, ion terms of the national energetic policy, for the almost entire Brazil attachment to oil dependence.
According to observed by Martins (2010, p. 84), the pre-salt layer area comprehends one strip that extends along the 800 km between Espírito Santo and Santa Catarina States, below the sea bed, extents through three sedimentary bases, namely: Espírito Santo, Campos and Santos. The estimative shows that the pre-salt layer may contain the equivalent to about 1,6 trillion of cubic meters of oil and natural gas. The estimative which leads to 2017 overtakes 1,3 million of barrels of oil/day. Once these estimative are confirmed, Brazil will be considered the fourth major world oil, with all the results from then.
However, this event can be analyzed in three distinct manners: namely, immediate state, fundamentalist-ecologist position and strategic intervention.
First of all, concerning the immediate state, oil (and also natural gas) would be now seen as one panacea for Brazil´s maleficence and limits, what would lead to the acceleration of the prospections and production struggles and the growing, probably unlimited, of those two fossil energetics consumption levels, especially oil and derives, where the fossil fuels assuming the leadership within the context of the national energetic matrix, diminishing the renewable energetics participation, what would represent one retrocession in energetic, environmental and technological terms. According to this option, at the world level, Brazil would integrate with one energetic matrix predominantly compounded by fossil fuels, probably in one world turned to the use of renewable sources of energy, predominantly the clean/green ones.
Secondly, due to the fundamentalist-ecologist state, the option would be to reject the fossil fuels from pre-salt and to enhance the use of the clean/renewable energetic sources. However, this view would represent an unreal approach of the environmental matter. In fact, nowadays is the transition between the Fossil Fuels Paradigm (heritage of the FIR of the 18th and 19th centuries) and the Renewable Sources of Energy Paradigm that has been lived. This passage begins in the 70´s (from the oil shocks). It will be slow (probably lasts more two decades) and will imply in the coexistence/interaction between the fossil fuels and the renewable energetics, inclusively, due to the technological and productive restrictions.
Third, concerning the strategic intervention, the pre-salt oil, its availability, exploration and use, the limitations/restrictions of technologic content must be considered, which oppose itself to the oil substitution (certain segments of the petrochemical industry, for example), being necessary to promote the strategic management and the rational use/parsimonious of the oil/gas reserves of pre-salt layer.
On the other hand, it must be considered that even the privilege of building up one green, renewable and sustainable energetic matrix, it cannot be unconsidered that oil and its derives, as also the natural gas, beyond compounding Brazil energetic base, can also guide to the industrial/technological capacitation at the level of equipment production and services linked to the oil/gas prospection/exploration.
Differently, it is also possible to improve the oil, oil derivate and natural gas exportations, viewing resources which be channeled for the financial support, development and implantation of renewable projects of energy, especially concerning the improving of the struggles of Research and Development (R&D).
In fact, the strategic intervention approach due to the oil/gas resources from the pre-salt layer and its prospection, production and use convenience, not only relates itself with the technological, industrial and energetic content restrictions, but also to the fact that the sources of energy diversity, as also their substitution, are not presented as easy and right solved matters.
This issue assume higher complexity levels, because the option for each energetic implies in one distinct chain (energetic, industrial and technological) with one proper rationale and specific technical-productive trajectories. Therefore, the oil string implies in distinct trajectories of the gas string or even the alcohol one.
According what is signaled by Piquet (2009, p. 54) and Júnior (2007, p. 7), the diversity of the sources of energy supply assumes a central role, consequently, represent one matter in the planning process in several countries, implying the implementation of distinct domains actions, namely: economic, technological, environmental, geopolitical and social. The strategy of diversity due to the energetic supply was converted into one important item of the energetic policies implemented by several national states. However, seeking for alternative energetic sources is endowed by a significant grade of complexity, once the energetic sector is compounded of several distinct chains. These, in their turn, show well defined frontiers for each one of them, with distinct technical, products and trades bases.
To Vichi and Mansor (2009, p. 757), Brazil has all the conditions to be positioned as one of the world leaders at the energetic sector level. Brazil owns one high potential of hydric generation (which only 20%/25% is used) and leans on important initiatives in terms of alternative fuels (ethanol and biofuels). On the other side, the new oil reserves recently discovered in the Brazilian coastal side cannot be despised. However, for the consecution of the energetic leader project, it is necessary to promote the maintenance/modernization and the energetic systems and, especially, improve, significantly, the R&D struggles.
According to Vichi and Mansor (2009, pp. 758 and 759), the total value of internal energy supply in Brazil in 2007 was around 240 millions of equivalent tons of oil (Eto), what represents one increasing of 5,5% comparing to 2006, equivalent to 2% of all energy produced in the world. In per capita terms, the internal energy supply was of 1,29 Eto/inhabitant, inferior than the world range (1,8 Eto) and about 3,6 times smaller than the range of the countries of the Organization for the Cooperation and Economic Development (OCED), institution that reunites, in its major part, the countries that pertain to the «Central Organic Core» of the world economy. The lack of heating systems in almost all Brazilian houses is a factor which contributes, significantly, for the low energy consumption per capita registered in Brazil.
The analysis of the Table below depicts that 46% of the internal energy supply in Brazil are referred to renewable sources, correspondent to biomass (31,1%) and to hydraulic energy (14,9%). Concerning to comparison with the internal energy supply of other globe areas, the levels very under to the registered in the rest of the world and mainly by OCED must be signed. On the other hand, the differences at the level of hydraulic energy are greater, especially in terms of biomass. In fact, these data prove that Brazil, compared with other countries, has one high potential due to the perennial constitution of one energetic, green, clean and sustainable matrix.

However, according to Vichi and Mansor (2009, p. 760), on trying to reach the exact value of the recoverable reserves estimative of the natural gas, the consensus is still far. In fact, the information compi¬led by the World Counsel of Energy present a dispersion of ± 4,5% around the value of 177 trillion of m3 . However, according to specialists’ opinion, the natural gas not yet discovered is underestimated. In fact, the natural gas exploration is in one less developed stage than oil one, and many lands have not been yet mapped.
On the other side, the new coal-bed methane deposits and another no-conventional sources (for example, the methanol hydrate) are yet less explored. According to the Centro Internacional de Informações da Indústria do Gás (CEDIGAZ), the present mapped reserves, if consumption is kept in the present levels, is shown insufficient for the next 130 years.
Concerning oil and making use of the analyzes carried out by Vichi and Mansor (2009, p. 760), the detected oil reserves, evaluated by the World Counsel of Energy and the British Petroleum (BP), are still sufficient to allow one consumption base for a medium term period. According to the World Counsel Energy data (closely to the BP one), based on the member countries information, the world reserves were, in the end of 2005, of 1.238 billion of barrels (160 billion of tons), about 117 billion above the values of the ending of 2022. Beyond these reserves, some estimative seen as optimists shows the possibility of recuperating 244 billion of added tons, that is, one value 52% superior to the present detected reserves.
However, according to Vichi and Mansor (2009, pp. 760 - 761), the expectation lead to one oil consumption increase during the next three decades, which would leap from 85 million of barrels/day in 2006 to 118 million of barrels/day in 2030, that is, around 39% growth. Besides, the oil production peak must occur between 2010 and 2020.
In another words, there is a dangerous combination. Worsening the situation, it must be registered that seven of the ten major oil consumers do not produce enough oil to attend to their demands, fact which makes the alarm of “energetic security” signs. In fact, the oil barrel price leaped from US$ 25,00 in 2000 to US$ 140 on June 2008, right before the crisis of the world financial system. In 15th January, 2009, price would have dropped to US$ 36,22 reflecting the crisis, but it is expected that prices are retaken throughout the crisis overcoming.
As well observed by Vichi and Mansor (2009, p. 761), the discovering done by Petrobras, in the last years, in the Santos Basin, are being considered by specialists as the major world oil discovering in recent years. The Tupi land, with reserves of 5 to 8 billion of barrels, was amplified in 60% of the detected reserves of the enterprise. The denominated pre-salt oil is a superior quality oil then the one normally found in Brazil, since its fraction of light compounds is higher, what easies the refining process. The pre-salt discovering will be able to lead to one significant increase of the no-renewable sources of energy at the Brazilian energetic matrix level.
The directed relation between the oil expectations about the pre-salt layer and the oil derives growing in terms of the Brazilian energetic matrix would seem at first sight something inevitable, but the substitution of oil as energy source gains relevance in environmental and technic-industrial terms, once there are fractions of oil of extreme importance as raw material for chemical industry.
In fact, opposed to what happens to the energetic sector, there is not yet alternatives economically viable for the oil substitution while industrial input (except maybe the named “green plastic”, obtained from the partnership Braskem/Petrobras). In fact, mentioning only one example, the use of oil by the plastic producer industry does not imply CO2 emission, once carbon remains unchangeable in the final product.
Indeed, according to observed by Vichi and Mansor (2009, p. 761), oil is one product of extreme value and should not keep being burned in motors. In this point, the cargo transport matter in Brazil predominantly highways gains relevance, what means avid oil derives consumer. Due to those characteristics continental dimension country that does not present great natural accidents), the best and more rational option for the cargo transports (and passengers too) for Brazil is the railway transport.
So, the reduction of oil derives consumption and the passage for one energetic matrix less energy consumer, more efficient and with one smaller grade of dependence facing the fossil fuels passes through, necessarily, Brazil railway industry, especially concerning the cargo transports. Considering that approximately 95% of fuel for automobile or truck are spent for moving the vehicle and speed retaking, it is notorious the superiority of the railway transport over the highway one. The railway industry assumed while project would appear as a clear example of one interacted, systemic and strategic planning model action, once the strategic management of the energetic matrix would be mixed with the reformulation of the transport structure, the energetic consumption redefinition and one new industrial/technological chain.
Technological Development and Sustainable Society
In the industrial park, the investments in R&D would have to be improved, significantly, especially at the level of process technologies, new and more efficient equipment, production rationalization, wasting reduction, energy conservation, resources and raw materials rational use and one bigger level of energy generation, mainly electricity, improving the self-cogeneration/cogeneration.
According highlighted by Otaviano (2011, s/p), the 3ª chemistry wave would be already being lived, that is, the green chemistry. The two first chemistry waves would have occurred, respectively, in the 19th and 20th centuries, having as basic energetic coil and oil afterwards. Making use of Vichi and Mansor´s contribution (2009, p. 758), there must be considered that the green chemistry consists of products/chemical processes projected to reduce/eliminate the negative environmental impacts. The use/production of these products must embrace the reduction of residues generation, the use of no-toxicant components and one increase of global efficiency.
The approach is very effective, because applies innovative scientific solutions to real situations. In the green chemistry context, the investment in Brazilian biodiversity potential is inserted, more specifically the oil-chemistry/ethanol-chemistry, aiming to reach one more rentable energetic matrix, what implies going much further than simply substituting fossil fuels for biofuels.
The green chemistry would be able to soften the environmental impacts, beyond promoting the substitution of oil and derives within the most distinct chemical processes (chemical-industrial and energy-chemical), promoting the intensification of the renewable fuels use (obtained from biomass), which are shown as less harmful to environment than the oil derives. In Brazil case, there must be highlighted the position assumed by ethyl alcohol (ethanol) obtained from sugar cane, as main option in terms of renewable fuels, although this can be obtained from primary sources (cassava and sweet sorghum, for example).
On the other hand, according to Otaviano (2011, s/p), the ethanol derived from sugar cane can be used as raw material (renewable) in polymer production, mainly plastic, the named “green plastic”, obtained from the partnership Braskem/Petrobrás and commercialized from since 2009, making use of technology developed by the Brazilian State oil plant since the ending of the 70´s of the 20th century, which enables the obtaining of ethylene from the sugar cane ethanol, what constitutes itself in one relevant innovation, whether at the level of energy production or under the energetic-environmental point of view.
In fact, according to registered by Otaviano (2011, s/p), in chemical terms, the green and the naphta made polyethylene are identical. However, they cause distinct impacts. The polyethylene obtained from that oil derive leads to the pollutant and greenhouse effect gases emission. On the other side, the polyethylene derived from ethanol withdraws carbonic gas from atmosphere. When the fossil fuels are used, an input is withdrawn from the earth surface, used and discharged in atmosphere. Concerning the ethanol burning, part of carbonic gas is reabsorbed during sugar cane growth. Therefore, making use of oil and derives, an environmental unbalance is created, because CO2 is launched to atmosphere without one counterpart in terms of its capturers processes. So, in Brazil case, ethanol ensures one highlighted place when referring to the green chemistry.
According to what is signaled by Otaviano (2011, s/p), thus the world energetic matrix is yet much based on oil and derives, it presents one tendency to growing bioenergy participation, that is, energy derived from biomass. In fact, according to data launched by the Ministry of Mines and Energy (MME), in 2006, 87,1% of the whole world energy consumption was originated from no-renewable fuels, while 12,9% corresponded to renewable fuels. In 2008, in Brazil, 45,4% of the total energy consumption was renewable and 54,6% no-renewable. The ethanol derived from sugar cane elaborated/used in Brazil, shows itself, according to several students’, researchers´ and analysts´ opinion, .the best option in terms of bioenergy, provided with significant energetic efficiency and one high level of competitiveness concerning the world scale.
In the period 2006/2018, according to observed by Nassar (2008, pp. 22 - 24), the Brazilian cattle would need to embrace only more than 5 million of adding ha. Considering the hypothesis that the Brazilian bovine cattle would increase about 20 million heads, the biggest part of the expansion of Brazilian future available lands for food production, rations and ethanol production will come from the conversion of pastures area into agricultural areas without harming meat and milk production, due to the cattle activity intensification.
In fact, there are other matters much present in several critics that are done concerning the energetic use of sugar cane for ethylic alcohol production and that has to do with soil exhaustion/depletion, needing a strong struggle of irrigation and the high use of oil chemical based fertilizers. However, those critics, in the major part, do not have fundament in practice, because are seen under one static-catastrophic view due to the political-institutional surround, to the strategic-planner scope and the technological changing.
In the specific case of sugar cane, the need of water can be supplied by efficient irrigation systems, which lead to one major productivity with one relatively less water consumption, while other solutions have been already found in the case of the soil fertilization (legume intercropping, rotation in plantation areas, use of vinasse as fertilizer and use of bagasse as fertilizer), what would avoid the negative balance of sugar cane culture destined to the ethanol production. Indeed, these limitations overcoming imply in the intense struggles made by R&D, in the continuous improvement at the level of process engineering and the consequently growth of the level of the technological capacitation, aspect endowed by vital strategic importance for the development of developing and emerging countries of the Humid Tropic.
However, searching for maintain and stress of the green character of the Brazilian energetic matrix not only means to provide the producer sector with ethanol (and biofuels in general) of one wide technological source, but before turn it into one energy-technological base in excellence. On the other side, the technological research has advanced concerning the agrarian-alcohol part, although the level of technological incorporation must be deepen, promoting one stress increase of productivity, what could conduct to one small quantity of cultivated area per ethanol liters, aspect susceptible to unburden the conflict «energetic cultures X food cultures».
On the other hand, to Costa and Hoeschl (2006, pp. 30 - 33), biofuels constitute one of the most efficient forms of diversity of the energetic matrix, once contribute for the GEE emission reduction, constituting one economic development motor (by investments optimization/decentralization) and one social development promoter (employment generation/income in rural environment). For that, it is necessary the establishment of supporter mechanisms to production/trade of biofuels, what can be succeeded, in one wider scope, in the public policies and the institutional base, as also, in more specific terms, through integration/interaction of public organisms, private institutions and small producers.
In Brazil´s specific case, according to attested by Costa and Hoeschl (2006, pp. 30 - 33), there must be considered biodiesel case, natural fuel obtained from renewable sources and destined to the cycle-diesel motors. In fact, biodiesel (while biofuel) presents one high potential concerning the social/environmental objectives reaching, once can promote the formation of a class of small/medium agricultural producers, to stimulate the employment creation, to make possible the income generation and to collaborate with the gases emission reduction/minimization which contribute to the global climate changings.
For beyond that, in strategic terms, the biodiesel production aims the diversity of the energetic matrix, especially in the case of the countries which import that mineral diesel. In fact, considering one integral-strategic-interactive approach, biodiesel, on acting with the objective to promote one major level of diversity of the energetic matrix, making it more sustainable, leads to one higher level of its own sufficiency.
Again evoking Costa and Hoeschl (2006, pp. 30 - 33), it is registered in the Brazilian case that the productive capacity of biodiesel is closer to the 143 millions of liters/year. The demand for only the mixture of 2% of biodiesel in the energetic matrix represented 840 million of liters/year and the estimated value (by the Ministry of Mines and Energy) with the mixture of biodiesel at 5% would be of 2 billion of liters/year, that is one almost 140% improvement. However, biodiesel presents another aspect of extreme importance and that takes part of its level of lato sensu productive chaining.
Due to the world demand and the importance assumed by the biodiesel chain for Brazil´s development, according to signaled by Costa and Hoeschl (2006, pp. 30 - 33), it is needed one knowledge organization and the strategic information production. During the biodiesel chain analysis, it must be considered factors related to the input/raw materials choices for the agricultural production, storage, quality characterization/control, co-production and the proper commercialization and distribution. The knowledge management in the biofuels chain gains importance within this context, where it begins to be considered in a whole the universe of resources related to their production, namely: human, technological and of processes.
It must be registered that biodiesel is constituted in one important element, concerning the sustainability of the energetic matrix. There are several benefits (economic, social and environmental) implicit in the use of biodiesel while fuel, once evoking to biodiesel (like other biofuels), conducts to employment and income generation, promotes GEE reduction, opens space for new productive enterprises, reduces the need of diesel oil importations, diminishing the level of energetic dependence and expenditure of foreign exchange, enables the attendance to the compromises firmed in the Convention - United Nations Framework Convention on climate change (UNFCCC) ambience -, besides opening significant opportunities in terms of international financial support in conditions favored in the trade of carbon credits.
Final Considerations
The definition of a society model is founded on one determined energetic base and structured due to one determined economic model. Therefore, each paradigm will imply in the hegemony of one model of energetics, in their interactions and implications over the environment, and in one two-sided-interactive relationship with that which could be named the lato sensu social configuration, which shapes it and simultaneously is shaped by it, making perennial one determined social-energetic-productive base and to define social, technological and organizational standards.
The transition of paradigms at energetic-environmental level implies in one strategic position, focused in management and planning expressed by one intervention over the productive base and the construction of one sustainable energetic matrix. For this, it is necessary to implement the strategic management of the energetic matrix, seeking for its diversification and making grow, significantly, the participation of the renewable energetic sources in one gradual way, attending to each context needs and reality, considering the energetic base, the universe of the natural resources, the productive structure, the technological source and the needs for growth and development.
However, if the Brazilian energetic policy walks strongly connected to oil as it seems to be observed in these first decades of the 21st century, this will be an enormous equivoque. Although it is important to analyze the Brazilian situation, under its energetic matrix point and the perspectives related to the oil and gas reserves related to the pre-salt layer, it must be in mind that the way for sustainability necessarily passes through the adoption of responsible practices of consumption and the drawing in one methodological searching for one appropriate indicator and human happiness level performance measure.
In this context, the construction of one sustainable energetic matrix passes through necessarily the incorporation of clean energies, considering sustainability and social environmental responsibility, respecting the regional features and promoting the research on technological innovation.

RESUMO
Estudos sobre alimentação de uma espécie em perigo de extinção contribuem para o conhecimento mais complexo sobre sua ecologia, bem como sua preservação e/ou manejo. Dessa maneira, visando obter um melhor desenvolvimento e melhor oferta de alimentos aos animais mantidos em cativeiro no Instituto Nacional de Pesquisa da Amazônia foi realizado um experimento para determinar suas preferências alimentares. Para a observação do comportamento alimentar do peixe-boi da Amazônia foram utilizados oito animais, sendo estes mantidos em uma piscina com 28,26 m2 de área e 1,0 m de profundidade. Cada animal foi identificado com fitas coloridas e pesado no início e no final do experimento. Foram oferecidas, simultaneamente, 11 espécies de macrófitas aquáticas por dia, em quantidades iguais. Entre os itens ofertados, os animais demonstraram maior interesse pelas plantas emergentes (57,4% do tempo), tais como as gramíneas Paspalum repens e Oryza grandiglumis, sendo encontradas diferenças na escolha das macrófitas em virtude da faixa etária. Constatou-se ainda, que os peixes-bois amazônicos, ao alimentarem-se de plantas com incrustações de microorganismos estejam obtendo em sua dieta uma suplementação de cálcio, cujos teores, para as plantas da Amazônia Central, são extremamente baixos.
Estudos sobre preferência alimentar com sirênios em ambiente natural foram bastante desenvolvidos. Allsoppp (1969) citou que Trichechus manatus, na Guiana, alimenta-se de vários tipos de vegetação, mostrando uma nítida preferência por determinadas espécies, sendo que, por ordem de preferência, alimenta-se de vegetação submersa, flutuante e emergente. Domning (1981) menciona que, no Pará, Maranhão, Amazonas e Amapá (Brasil), os peixes-bois alimentam-se de diferentes espécies de plantas submersas, flutuantes e emergentes. Gonçalves Colares (1991) assinala que T. inunguis, em ambiente natural, também apresenta uma nítida preferência por determinadas espécies, e que, por ordem de preferência, alimenta-se de vegetação emergente, flutuante e submersa. Experimentos envolvendo preferências alimentares com sirênios em cativeiro também foram desenvolvidos (Domning, 1980).
Estudos básicos sobre alimentação de uma espécie em perigo de extinção são importantes como base para um conhecimento mais completo sobre sua ecologia, bem como sua preservação e/ou manejo. Dessa maneira, visando obter a um melhor desenvolvimento e melhor oferta de alimentos a animais mantidos em cativeiro no Instituto Nacional de Pesquisas da Amazônia (INPA), foi realizado um experimento para determinar suas preferências alimentares.
METODOLOGIA
Para observação do comportamento alimentar do peixe-boi da Amazônia em cativeiro, foram utilizados 8 animais mantidos cativos no INPA: dois machos jovens, dois machos adultos, duas fêmeas jovens e duas fêmeas adultas.
A alimentação desses animais anterior ao experimento consistia basicamente de um só tipo de capim terrestre (Brachiaria mutica), fornecido em quantidades suficiente para garantir, diariamente, 7% do peso corporal de cada individuo, em alimento. Os animais encontravam-se agrupados num total de 15 peixes-bois, mantidos em um tanque com 78,45 m² de área e 0,6 m de profundidade. Os oito exemplares utilizados para as observações foram transportados, em dois grupos distintos, para uma piscina redonda, com 28,26 m² de área w 1,0 m de profundidade. Cada animal foi pesado no inicio e no final do experimento e marcado com uma fita de cor diferente amarrada na base da cauda. Outro pedaço de fita, da mesma cor, foi colocado na cabeça com cola acrílica.
Inicialmente, foi utilizado um grupo de quatro animais, escolhidos aleatoriamente, dois machos (adulto e jovem) e duas fêmeas (adulta e jovem), sendo o experimento repetido com o restante dos animais. Cada repetição durou 15 dias: 5 dias para adaptação e 10 dias para o experimento, entre os meses de julho e agosto de 1987. Este período foi escolhido por ser a época em que observa-se um incremento na produção de macrófitas aquáticas nos rios da Bacia Amazônica (Fittkau et al., 1975).
Foram oferecidas, simultaneamente, aos animais 11 espécies de macrófitas aquáticas, em quantidades iguais (3kg de cada, peso úmido), totalizando a quantidade, em peso, necessária à alimentação de cada animal por dia. Cada planta foi colocada em dois cochos individuais de 0,80m x 0,60m, posicionados diametralmente opostos, e oferecidas pela parte da manhã (animais em jejum). As partes das plantas a serem oferecidas aos animais foram selecionadas baseado em observações anteriores dos peixes-bois se alimentando em cativeiro no INPA (Tabela 1).

O tempo de observação dos animais em contato com o alimento foi de 60 minutos, onde foram feitas observações do comportamento geral dos animais diante das plantas oferecidas, anotando-se, a cada um minuto, tipo de alimento consumido, a posição dos animais na coluna de água (superfície ou fundo) enquanto se alimentavam e possíveis rejeições a algum tipo de planta.
Os dados para as análises de variâncias (ANOVA) foram agrupados por sexo e idade, em quatro grupos distintos: macho adulto, macho jovem, fêmea adulta, fêmea jovem, utilizando o teste de Bartlett para testar a homogeneidade de variâncias (S. P. S., 1983). Para aquelas variâncias que foram homocedásticas foi feito o teste paramétrico de Tukey e, quando necessário, análise de múltipla comparação (S. P. S. op. cit.) para localizar as diferenças entre os agrupamentos. A distribuição de freqüência das observações relativas a certas plantas, cuja análise de Bartlett mostrou serem não paramétricas, foram então testadas através da análise da variância não paramétrica de Kruskal-Wallis (Zar, 1984), utilizando-se ainda o teste não paramétrico de Tukey para análise de comparação múltipla (Zar, op. cit.).
RESULTADOS E DISCUSSÕES
Experimentos envolvendo hábitos alimentares com sirênios em cativeiro foram desenvolvidos em menor escala do que com animais em ambiente natural. Domning (1980) determinou a preferencia alimentar de Trichechus manatus e Trichechus inunguis, observando o comportamento e o tempo gasto para se alimentar em diferentes níveis da coluna de água, encontrando uma maior preferência dos animais se alimentando nos níveis mais baixos da coluna de água, com uma nítida preferência por determinadas espécies de plantas. Neste estudo foi observado que os animais procuram por determinadas plantas para se alimentar e apresentaram uma maior tendência a se alimentarem nos níveis mais baixos na coluna de água. Pode-se registrar ainda uma maior procura dos animais pelas plantas emergentes, com 57,4% do tempo total, expressa em minutos de animais se alimentando, contra 34,6% para as plantas flutuantes e submersas (Tabela 2). Os animais permaneceram 173 minutos (8%) do tempo total rodando na piscina, sem se alimentar.

Entre as plantas oferecidas, somente cindo espécies foram consumidas totalmente (Paspalum repens, Pistia stratiotes, Salvinia auriculata, Eichhornia crassipes e Utricularia faliosa), as quais são citadas por Gonçalves-Colares (1991) como pertencentes a dieta normal dos peixes-bois da Amazônia em ambiente natural. Entre os restos (x) das demais plantas, ao final dos 60 minutos do experimento, observou-se que foram consumidas somente as folhas de Phaseolus pilosus, restanto sempre os talos (x1,3kg por dia), que são de constituição bastante dura e quebradiça, provavelmente de difícil ingestão, sendo então ignorados. Ludwigia helmintorriza e Neptunia oleracea, quando ingeridas, toda a planta foi consumida (folhas, talos e raízes), com restos x = 1,7 e x = 2,3 kg por dia, respectivamente. Estas duas espécies possuem o talo menos fibroso, com bastante tecido aerenquimatoso, possivelmente de mais fácil digestão. Scirpus cubensis foi a planta menos consumida pelos animais, sobrando quase toda planta oferecida (x = 2,5 kg por dia), tendo sido totalmente rejeitada pelos machos jovens. Esta planta é bastante fibrosa, de folhas duras e ásperas, e provavelmente foi rejeitada pelos animais devido à dificuldade de ingestão.
Foi observado, durante o experimento que os animais mantiveram sempre um ritmo constante de alimentação, embora tenham ocorrido algumas variações de seus pesos. Todos os animais adultos perderam peso, em média 5kg. Um jovem aumentou de peso e os demais mantiveram-se com pesos constantes. Pequenas oscilações, em média de 2 kg, podem ser atribuídas a diferenças de leitura na balança durante as pesagens. Diferenças maiores podem ser decorrentes do próprio manejo dos animais e variação do alimento oferecido. Os animais estavam sendo alimentados com uma única espécie de gramínea terrestre (Brachiaria mutica), que possui teores nutritivos bastante elevados (Menéndez, 1986), tendo sido de muito boa aceitação pelos peixes-bois em cativeiro. Como, durante o experimento, foram oferecidas diferentes espécies de plantas e embora tenha sido feito um período de adaptação ao novo alimento, a troca na dieta deve ter sido responsável pela perda de peso dos animais.

Translation - English FOOD PREFERENCE OF THE AMAZONIAN MANATEE IN CAPTIVITY
ABSTRACT
Studies on one endangered species´ feeding contribute to the more complex knowledge about its ecology, as also its preservation and/or management. By this means, aiming to obtain one better development and food supply for the animals kept in captivity in the Instituto Nacional de Pesquisa da Amazônia, one experiment was conducted to verify their food preferences. Aiming to observe the Amazonian manatee´s feeding behavior, eight animals were used kept inside one pool with 28,26 m2 and 1,0 m deep. Each animal was identified with colored ribbons and weighed at the beginning and at the end of the experiment. Simultaneously, equal quantities of 11 species of aquatic macrophytes were daily provided. Among the provided items, the animals showed more interest for the emerging plants (57,4% of the time), like the grasses Paspalum repens e Oryza grandiglumis, where differences on choosing the macrophytes due to the age bracket were detected. It was also known that the Amazonian manatees, when fed with plants presenting inlays of microorganisms are getting in your diet a calcium supplementation which content, comparing with the plants of the Central Amazon, are extremely low.

INTRODUCTION
Studies on food preference with sirenians in natural environment were much developed. Allsoppp (1969) cited that the in Guiana the Trichechus manatus eat many types of vegetation, showing one clear preference for determined species, but, according to an order of preference, eat submerged, floating and emergent vegetation. Domning (1981) mentions manatees eat different species of submerged, floating and emergent plants, in Pará, Maranhão, Amazonas and Amapá (Brazil). Gonçalves Colares (1991) notes that the T. inunguis, in natural environment, also presents one clear preference for specific species, and, according to an order of preference, eats emergent, floating and submerged vegetation. Experiments involving food preferences, with sirenians in captivity, also were developed (Domning, 1980).
Primary studies about feeding of one endangered species are important as a base for a more complete knowledge about its ecology, as also its preservation and/or management. By this means, aiming to obtain a better development and food supply for animals kept in captivity in the Instituto Nacional de Pesquisas da Amazônia (INPA), one experiment was conducted to verify their food preferences.
METODOLOGY
Aiming to observe the feeding behavior of the Amazonian manatee in captivity, 8 animals kept in captivity in INPA were used: two juvenile males, two adult males, two juvenile females and two adult females.
Before the experiment, those animals´ feeding was only consisted on one type of earth grass (Brachiaria mutica), supplied in sufficient quantities to guarantee a daily 7% of the body weight for each individual. The animals were grouped in one total of 15 manatees inside one tank with 78,45 m² and 0,6 m deep. The eight ones were transported, in two distinct groups, to one round pool, with 28,26 m² and 1,0 m deep. Each animal was weighed in the beginning and in the end of the experiment and identified with one specific colored ribbon attached to the tail base. Another ribbon part in same color was glued with acrylic glue in the head.
Initially, a group of four animals chosen randomly, two males (adult and juvenile) and two female (adult and juvenile), being the experiment repeated with the other animals. Each repetition lasted 15 days: 5 for their adaptation and 10 days for the experiment, between July and August, 1987. This period was chosen because it was verified an enhancing of the aquatic macrophytes production in the rivers of the Amazonian Basin (Fittkau et al., 1975).
11 species of aquatic macrophytes, in equal quantities (3 kg each, wet weight), were simultaneously offered, totalizing the quantity in weight, needed for each animal daily feeding. Each plant was put into two separate gutters 0,80m x 0,60m, diametrically opposing positioned, and offered in the morning (when the animals were fasting). The plants parts to be offered to the animals were selected according to previous observations when the animals were feeding in captivity in the INPA (Table 1).

The time for observing the animals in contact with the food was 60 minutes, where their general behavior and the type of consumed food were verified, the animals´ position in the water column while feeding and possible rejections to any type of plant were minute by minute wrote down.
The data for the variations analyses (ANOVA) were reunited by gender and age, in four distinct groups: adult male, juvenile male, adult female, juvenile female, applying the Bartlett test to check the variations homogeneity (S. P. S., 1983). The parametric Tukey test was applied to that homoscedastic variations and, when necessary, multiple comparison test (S. P. S. op. cit.) to ¬¬-identify the differences between the groups. The frequency distribution of the observations related to certain plants, which Bartlett analysis detected were not parametric, were tested by the Kruskal-Wallis variation analysis non parametric (Zar, 1984), applying the nonparametric Tukey test for multiple comparison analyses (Zar, op. cit.).
RESULTS AND ARGUMENTS
Experiments involving feeding habits with sirenians in captivity were conducted in lower scale than with the animals in natural environment. Domning (1980) determined the food preference of the Trichechus manatus and Trichechus inunguis, observing the behavior and time spent or feeding in different levels of the water column, matching the major preference for feeding in the lowest levels of the water column with the preference for some types of plants. This study proved that the animals search for specific plants and present a major tendency to feed in the lowest levels of the water column. One greater searching for emergent plants by the animals can be recorded, with 57,4% of the total time showing animals feeding, expressed in minutes, against 34,6% for the floating and submerged plants (Table 2). The animals stayed 173 minutes (8%) of the total time wandering round the pool, without eating.

Among the supplied plants, only five species were totally consumed (Paspalum repens, Pistia stratiotes, Salvinia auriculata, Eichhornia crassipes e Utricularia faliosa), which are cited by Gonçalves-Colares (1991) as integrating the normal Amazonian manatees´ diet in natural environment. Among the leftovers (x) of the other plants, ending the final 60 minutes of the experiment, it was seen that only the leaves were consumed, the stalks always remaining (x1,3 kg per day), these presenting hard and brittle constitution, probably difficult to intake, so being discharged. Ludwigia helmintorriza e Neptunia oleracea when ate, all consumed (leaves, stalks and roots), with leftovers x = 1,7 and x = 2,3 kg per day, respectively. These two species own a less fibrous stalk, with parenchymatous tissue, possibly easier to be eaten. Scirpus cubensis was the plant less consumed by the animals, remaining almost all the supplied plant (x = 2,5 kg per day), being totally rejected by the juvenile males. This plant is very fibrous, with hard and tough leaves, and probably rejected due to its intake difficult.
During the experiment it was observed that the animals kept a same constant rhythm of feeding, although their weights had varied. All the adult animals lost weight, 5 kg in average. One juvenile had its weight increased and the others kept in constant weights. Small oscillations, in average 2 kg, can be attributed to the variations of the weighing scale. Major differences can come from the proper animals´ management and the supplied food variation. The animals were being fed with only one species of terrestrial grass (Brachiaria mutica), that owns high nutritious tenors (Menéndez, 1986), having a good accepting by the manatees in captivity. Since during the experiment different species of plants were offered and although a period of acceptance had occurred, the diet changing should have be the cause for the animals´ weight loss.

RESUMO
Os parâmetros hematológicos e bioquímicos do sangue possibilitam obter informações sobre a situação fisiológica dos animais ou de sua população, permitindo desta forma o diagnóstico de eventuais patologias. O objetivo deste trabalho foi determinar os valores normais de alguns parâmetros bioquímicos do sangue do peixe-boi da Amazônia em cativeiro e compará-lo com outros animais. Neste estudo foram utilizados 10 peixes-bois amazônicos mantidos em cativeiro no Instituto Nacional de Pesquisas da Amazônia, sendo estes alimentados com capim angola. A coleta de sangue foi realizada no período da manhã, 24 horas após os animais terem sido alimentados, sendo as amostras centrifugadas, extraídos o plasma e soro, e posteriormente armazenados a - 15° C. As análises bioquímicas foram realizadas num período máximo de 10 dias após a coleta, onde foram utilizados os Kits LABTEST para determinar as concentrações de glicose enzimática, lipídios totais, uréia, proteínas totais e albumina. As globulinas foram determinadas pela subtração da concentração de albumina da concentração de proteínas totais. O fracionamento de proteínas foi feito pelo método de eletroforese, com tampão barbital, em suporte de acetato de celulose. Entre os parâmetros analisados foram encontrados as médias de 43,3 mg/dl glicose; 543,6 mg/dl lípides; 29,3 mg/dl uréia; 6,3 g/dl proteínas; 3,5 g/dl albumina; 2,8 g/dl globulina. Alguns parâmetros foram semelhantes aos valores obtidos em peixes-bois marinhos. A vida sedentária e/ou alimentação inadequada podem ter tido influência nos resultados encontrados neste estudo.
Há bem pouco tempo, a maioria dos trabalhos sobre biologia de mamíferos aquáticos era quase que exclusivamente desenvolvido com animais mortos. Nos dias de hoje, estudos ecológicos e fisiológicos utilizando animais silvestres vivos têm sido incrementados. Dentro destes, estão as análises dos parâmetros sanguíneos em relação à reprodução, nutrição, respiração, entre outros.
Nos estudos da biologia de animais silvestres, a captura e manutenção destes animais em cativeiro tem tido papel fundamental. Estas situações, causadoras de estresse ao animal, levam-no a distúrbios fisiológicos que provocam, como consequência, alterações significativas nos parâmetros sanguíneos que indicam miopatologia de captura. Este sintoma foi verificado em dugongos (Dugong dugon) por Marsh & Anderson (1983), não tendo sido, no entanto, observado no peixe-boi marinho (Trichechus manatus) (O´Shea et al, 1985).
Os parâmetros hematológicos e bioquímicos do sangue dos animais nos dão informações sobre a situação fisiológica do indivíduo ou de população. Para a interpretação dos resultados obtidos a partir dos parâmetros sanguíneos, faz-se necessário determinar, em primeiro lugar, quais as variações tidas como normais para cada espécie, para então, comparar estes resultados com os de animais doentes e assim, diagnosticar as patologias (Lee et al., 1982). Tratamentos das doenças, bem como cirurgias, também podem interferir na concentração destes parâmetros.
Estudos sobre parâmetros sanguíneos dos peixes-boi da Amazônia foram feitos por Colares & Ferreira (1987), que observaram as variações do hemograma de um peixe-boi doente. Estes estudos são importantes no manejo e manutenção dos mesmos em cativeiro.
O objetivo deste trabalho foi determinar os valores normais de alguns parâmetros bioquímicos do sangue do peixe-boi da Amazônia em cativeiro e compará-los com outros animais.
METODOLOGIA
Foram utilizados 10 peixes-boi (cinco machos e cinco fêmeas), cativos no Instituto Nacional de Pesquisa da Amazônia (INPA), em um tanque de cimento de 78,5 m2 de área e 60 cm de profundidade. Os animais foram alimentados, desde 1986, com capim angola (Brachiaria mutica).
A coleta de sangue foi feita no período da manhã, 24 horas após os animais terem sido alimentados, e sempre no dia de limpeza do tanque, quando este era normalmente esvaziado e assim, diminuindo o estresse do manuseio. Os animais foram colocados em uma maca e transportados para o aparelho de contenção. O sangue foi puncionado na parte ventral da nadadeira nas subdivisões das artérias braquiais, com seringas descartáveis de 20 ml e agulha scalp19G. Foram retirados 10 ml de sangue de cada animal, distribuídos em um tubo contendo heparina, outro com anticoagulante para glicose e outro sem anticoagulante.
Após a coleta, o sangue foi centrifugado a 1500 G, durante 20 minutos. Os plasmas e soros foram armazenados em freezer a -15° graus Celsius. As análises bioquímicas do sangue foram realizadas num período máximo de 10 dias após a coleta. Todos os sangues hemolizados foram desprezados, sendo nova coleta realizada uma semana após a primeira. Foram utilizados os “kits” LABTEST para determinar as concentrações de glicose enzimática (GOD-ANA), lípides totais, uréia, proteínas totais e albumina. As globulinas foram determinadas pela subtração da concentração de albumina da concentração de proteínas totais. O fracionamento de proteínas foi feito pelo método de eletroforese, com tampão barbital (ph 8,6), em suporte de acetato de celulose.
RESULTADOS E DISCUSSÕES
Os valores de glicose encontrados (Tabela 1) tendem a ser próximos à de ruminantes (boi, ovelha) e inferiores aos de alguns não ruminantes (cavalo). O mesmo foi verificado por Nirmalan & Nair (1969) para o elefante, sugerindo que este animal, como os ruminantes, orienta seu metabolismo para utilização de ácidos graxos voláteis como fonte primária de energia ao invés de glicose. Com isto, os níveis de glicose no sangue destes animais são mínimos. Esta situação poderia ocorrer com o peixe-boi da Amazônia, uma vez que os sirênios apresentam produção de ácidos graxos voláteis no cécum e estes podem fazer parte da receita energética destes animais (Burn & Odell, 1987). No entanto, acredita-se que este nível glicêmico reduzido esteja relacionado com o baixo metabolismo que o peixe-boi da Amazônia apresenta. Com isso, a utilização de glicose para suprir suas necessidades metabólicas é inferior a de outros mamíferos herbívoros não ruminantes.

Os níveis glicêmicos nos peixes-boi deste experimento foram significativamente menores (P < 0,05) do que os encontrados para peixe-boi marinho (Tabela 1). O´Shea et al. (1985) e Medway et al. (1982), estudando os níveis glicêmicos de peixes-bois marinhos selvagens e de um peixe-boi cativo, encontraram que somente no peixe-boi marinho cativo a concentração de glicose coincide com a encontrada neste trabalho (Tabela 1). Estes resultados sugerem que os valores elevados encontrados para os animais selvagens são provenientes do estresse da captura.
Comparando-se os resultados aqui obtidos (Tabela 1) com os de outros animais, verifica-se que a concentração de lipídeos no sangue do peixe-boi Amazônico aproxima-se aos valores encontrados para dois carnívoros, lobo-marinho (Arctocephalus australis) e leão-marinho (Otaria flavescens) (Martinez &Souto, 1980). No entanto, a concentração de lipídeos encontrada nesse trabalho foi maior do que a encontrada para herbívoros, como o elefante africano (Moore & Sikes, 1967), boi (Duncan & Garton, 1962), entre outros (Tabela 1).
A concentração de ureia no sangue do peixe-boi Amazônico é semelhante à encontrada para elefantes (Brown & White, 1980) (Tabela 1). Não foi encontrada diferença significativa (P> 0,05) quando foram comparados estes resultados com os encontrados por White et al. (1976), Medway et al. (1982) e O`Shea et al. (1985), para o peixe-boi marinho. No entanto, Irvine et al. (1980) encontraram concentração significativamente menor (P
Translation - English BIOCHEMICAL PARAMETERS OF THE AMAZONIAN MANATEE´S BLOOD (Trichechus inunguis, Mammalia: Sirenia)
ABSTRACT
The blood biochemical and hematological parameters make possible to acquire information about the physiological situation of animals or their population, permitting in this way the diagnosis of possible pathologies. The objective of this work was to check the normal values of some biochemical parameters of the captive Amazonian manatee´s blood and compare them with other animals´. In this study, 10 Amazonian manatees kept in captivity in the Instituto Nacional de Pesquisas da Amazônia, being fed with Angola herb. The blood collection was made in the morning, 24 hours after the animals´ feeding, the samples were centrifuged and had serum and plasma extracted therefore stored under -15º C. The biochemical analyses were made in a maximum period of 10 days after the collection, where LABTEST kits were applied to determine the concentrations of enzymatic glucose, total lipids, urea, total proteins and albumin. The globulins were checked by the subtraction of the albumin concentration from the total proteins concentration. The fractionation of the proteins was done by electrophoresis method, with barbital tampon, over one support made of cellulose acetate. Amongst the analyzed parameters were found the following averages: 43,3 mg/dl glucose; 543,6 mg/dl lipids; 29,3 mg/dl urea; 6,3 g/dl proteins; 3,5 g/dl albumin; 2,8 g/dl globulin. Some of them presented values similar to the obtained ones in marine manatees. Sedentary lifestyle and inadequate diet may have influenced results found in this study.
Short time ago, the major studies on aquatic mammals´ biology was almost exclusively developed using dead animals. Nowadays, ecological and physiological studies using living wild animals have been enhanced. Within them, there are the analyses of the blood parameters related to reproduction, nutrition, breathing and others.
Capture and maintenance of these animals in captivity has developed basic roll within the studies of the wild animals´ biology. Those situations that cause stress to them, take them to physiological disturbs which provoke consequent significant changings in the blood parameters, indicating miopathology caused by capture. This symptom was verified in dugongs (Dugong dugon) by Marsh & Anderson (1983), not observed, however, in the marine manatee (Trichechus manatus) (O´Shea et al, 1985).
The hematological and biochemical parameters of the animals´ blood give us information about the individual or its population physiological situation. For the interpretation of the obtained results from the blood parameters, it is necessary to determine, first of all, what are the considered normal variations for each species, for then to compare them with the ill animals´ and to diagnose the pathologies (Lee et al., 1982). Illnesses treatments, likely surgeries, also can interfere in the parameters concentration.
Studies on blood parameters of Amazonian manatees were conducted by Colares & Ferreira (1987), who observed the variations of one ill manatee´s CBC test. These studies are important for their management and captivity maintenance.
The objective of this work is to check the normal values of some biochemical parameters of the blood of the Amazonian manatee in captivity and compare them with other animals´.
METODOLOGY
10 manatees (five males and five females), captive in the Instituto Nacional de Pesquisa da Amazônia (INPA), in one cement tan with 78,5 m2 and 60 cm deep. The animals had been fed with Angola herb since 1986.
The blood collection was done in the morning, 24 hours after the animals were fed, and always in the days of the tank cleaning, when this was normally emptied and so the stress caused by handling diminished. They were put in a stretcher and transported to the containment appliance. The blood was punctured in the fin ventral region inside the subdivisions of the brachial arteries, using disposable syringes 20 ml and needle scalp19G. 10 ml of blood was collected from each animal, and delivered in one tube containing heparin, other with anticoagulant to glucose and other without anticoagulant.
After the collection, the blood was centrifuged under 1500 G, during 20 minutes. The plasma and serum were stored in one freezer under -15º grades Celsius. The biochemical analyses were conducted in one period of the maximum of 10 days after collection. The hemolyzed blood was discarded, where a new collection was done, one week after the first one. Kits LABTEST to check the enzymatic glucose (GOD-ANA), total lipids, urea, total proteins and albumin concentrations were used. The globulins were checked subtracting the albumin concentration from the total proteins concentration. The fractionation of proteins was done by electrophoresis method, with barbital tampon, over one support made of cellulose acetate.
RESULTS AND ARGUMENTS
The glucose levels found (Table 1) tend to be proximal to ruminants´ (goat, ox) and inferior to some non-ruminants` (horse). The same for elephants was verified by Nirmalan & Nair (1969), suggesting that this animal, like the ruminants, walks your metabolism to use volatile fatty acids as a primary source of energy instead of glucose. With it, the glucose levels of these animals are minimal. This situation could occur with the Amazonian manatee, since the sirenians have volatile fatty acid production in caecum and these can be part of the energy storage of these animals (Burn & Odell, 1987). However, it is believed that this reduced glucose level is related to the Amazonian manatee´s low metabolism. By this means, the use of glucose to supply its metabolic needs is inferior to other non-ruminant herbivorous mammals`.

The glucose levels found in the manatees of this experiment were significantly lower than (P < 0,05) others´ found (Table 1). O´Shea et al. (1985) and Medway et al. (1982), studying the wild marine manatees´ glucose levels and a captive one´s, verified that only the captive marine manatee´s and the other found in this work are coincident (Table 1). These results suggest that the upper levels found for the wild animals are produced by the stress caused by captivity.
Comparing these results (Table 1) with other animals´, it can be verified that the lipids concentration present in the blood of the Amazonian manatee is closer to the found values detected for the two carnivorous, monk seal (Arctocephalus australis) and sea lion (Otaria flavescens) (Martinez & Souto, 1980). However, the lipids concentration detected in this work was larger than the other for herbivorous, like the African elephant (Moore & Sikes, 1967), ox (Duncan & Garton, 1962), among others (Table 1).
The urea concentration in the blood of the Amazonian manatee is similar to the found in elephants (Brown & White, 1980) (Table 1). There was no significant difference (P> 0,05) when comparing these results with the found for the marine manatee by White et al. (1976), Medway et al. (1982) and O`Shea et al. (1985). However Irvine et al. (1980) detected a concentration significantly lower (P

Resumo: A vegetação tem estreita relação com os processos do ciclo hidrológico, modificando-as em função das condições em que se encontre. A vegetação regula o ciclo hidrológico fazendo com que a água percorra as diversas fases do mesmo, de forma adequada a possibilitar a estabilidade do processo. A vegetação retém grande parcela da água precipitada, libertando-a, aos poucos, para os cursos d’água e reservatórios superficiais e subterrâneos. Neste trabalho, foi analisado o impacto do desflorestamento sobre o regime hídrico da Cidade de Petrópolis. Os resultados mostram que a redução da área de cobertura vegetal provocou aumentos das vazões anuais. A redução de 58% da cobertura vegetal para 39% provocou um acréscimo na vazão média de 60%. Isto implicou no aumento do índice de escoamento de 0.29 para 0.50. Mudanças são, igualmente, verificadas com relação às vazões mínimas e máximas médias anuais. No primeiro caso, teve-se um acréscimo de 86,3% e, no segundo caso, a vazão máxima média anual foi aumentada em 49,9%.
Introdução
Os processos hidrológicos em uma bacia hidrográfica possuem duas direções de fluxo: vertical (representado pela precipitação, evapotranspiração, infiltração e percolação); e horizontal (representado pelos escoamentos superficiais, sub-superficiais e subterrâneos). A vegetação tem papel fundamental em todo o processo hidrológico da bacia hidrográfica, principalmente na interceptação e evapotranspiração, atuando, indiretamente, em todas as fases do ciclo.
Em solos florestados há um aumento da capacidade de infiltração. Entretanto, tem sido verificado que uma maior quantidade total de água é infiltrada num solo descoberto que num solo florestado devido à parcela da água precipitada que consegue chegar ao solo depois de ser interceptada. Esta parcela é tanto maior quanto menor for o porte da vegetação. Áreas florestadas, por este motivo, apresentam menor infiltração de água. Por outro lado, podem ocorrer problemas de infiltração em solo descoberto devido à alteração das propriedades do solo pelo impacto das gotas de chuva.
O escoamento sub-superficial, aquele que ocorre abaixo, através da manta de detritos foliares e das primeiras camadas do solo, explica o fato da rápida alimentação dos cursos d’água, logo após uma chuva, sem que haja escoamento superficial. Por outro lado, a maioria das florestas atuam no sentido de diminuir as amplitudes das variações de umidade e de temperatura do ambiente.
A evapotranspiração a partir das terras e florestas representa um papel considerável quando se realiza sobre grandes áreas. Em áreas mais restritas, a água evaporada é transportada por correntes de vento para outros locais. A floresta propicia uma diminuição na evaporação do solo, já que ameniza as temperaturas e diminui as velocidades médias dos ventos. Embora a evapotranspiração apresente elevados valores, esta perda é compensada pela melhor economia do restante da água que segue o ciclo hidrológico.
Dons (1986) mostra que existem reduções das vazões dos rios em pequenas bacias hidrográficas, provocadas pelo incremento da evaporação de água interceptada pelo dossel durante as chuvas. Segundo a mesma lógica, a falta das árvores provocaria um aumento da vazão dos rios. Espécies vegetais de rápido crescimento apresentam, como conseqüência, reduções nas vazões de bacias hidrográficas. Scott e Lesch (1977), em pesquisa realizada na África do Sul, constataram o aumento da ordem de 51% durante a estação de chuvas e 52% na estação seca, nos seis primeiros anos após o plantio de Eucaliptus. spp.
A floresta reduz a ocorrência de inundações, na medida em que intercepta a água de modo que esta não atinja rapidamente o solo; conserva e aumenta a capacidade de infiltração; contém e reduz a erosão e o conseqüente depósito de sedimentos nos canais fluviais; aumenta a capacidade de retenção de água no solo pela manutenção e aumento da porosidade; e favorece a eliminação da água armazenada no solo nos períodos de intervalo entre tormentas. Portanto a vegetação tem estreita relação com os processos do ciclo hidrológico, modificando-as em função das condições em que se encontre. Neste trabalho, foi analisado o impacto do desflorestamento sobre o regime hídrico da Cidade de Petrópolis.
Material e Métodos
A área de estudo compreende a região de Petrópolis situa-se a uma altitude média de 865 m, sendo cercada por três serras: a Serra do Couto, a Serra das Araras e a Serra dos Órgãos, esta última atingindo as maiores altitudes com a Pedra do Sino com 2.232 m de altitude. A cobertura vegetal era, originalmente, composta por “floresta ombrófila densa” e “floresta ombrófila mista”; esta segunda, em menor escala. A “floresta ombrófila densa” é uma formação que se caracteriza por árvores perenefoliadas com alturas de 20 a 30 metros, com brotos foliares sem proteção contra a seca. Sua área de ocorrência é formada por encostas íngremes da Serra do Mar formando vales profundos e estreitos. A média anual de precipitação varia de 1300 a 1500 mm. A distribuição da pluviosidade mostra uma variação sazional bem delineada, com períodos mais chuvosos nos meses de verão e mais secos nos meses de inverno, comportamento característico dos regimes tropicais. A grande concentração de pluviosidade no verão deve-se principalmente à orografia local que atual como barreira às penetrações de massas de ar úmido provenientes do litoral, ocasionando as chuvas orográficas. Os solos são, na sua grande maioria, cambisol distrófico e cambisol álico. As altitudes variam de 200 a 1000 metros. Os rios de Petrópolis possuem perfil longitudinal com declividades bastantes acentuadas, com inúmeros saltos e corredeiras.
Mudanças radicais no uso do solo ocorreram nas últimas décadas. A floresta cedeu lugar, principalmente, às culturas agrícolas cíclicas, às pastagens e a ocupação imobiliária. Os remanescentes florestais são, na maioria, degradados. A maior parte das terras não é apta para uso agrícola. Somente uma pequena parcela tem aptidão regular para culturas de ciclo curto ou longo.
Quanto à cobertura vegetal, optou-se por trabalhar com a área da bacia hidrográfica com vegetação de porte arbóreo, em dados relativos e absolutos. Os vários tipos de vegetação de porte arbóreo, tais como capoeira, mata secundária e mata primária, foram agrupados em um tipo único, apesar das particularidades de cada um em relação ao ciclo hidrológico. Utilizou-se a Carta do Brasil em escala 1:50.000, e imagem de satélite em escala 1:250.000 (TM-LANDSAT). A avaliação das áreas foi feita utilizando-se planimetria. Os dados diários de precipitação e de vazão do rio foram fornecidos pela Agência Nacional de Energia Elétrica – ANEEL.
Determinou-se o tempo de trânsito das ondas de cheia, assim entendido como o intervalo de tempo entre o centro de gravidade do hietograma excedente e o pico do hidrograma de volume unitário. Adotou-se a equação de Snyder para o tempo de trânsito tp é , onde: L = comprimento de curso d’água principal, desde o divisor de águas até a foz; = distância entre o centro de gravidade da bacia e o exutório, medida ao longo do curso d’água principal; Ct = constante regional, que segundo Snyder varia entre 1,35 e 1,65 quando as distâncias são medidas em km. Para o cálculo da duração da chuva unitária a equação proposta foi: .
Para o cálculo da descarga de pico do hidrograma unitário de duração tu, correspondente a uma precipitação efetiva de 1 mm uniforme sobre a bacia, empregou-se a expressão: , onde A é a área de drenagem em km2 e Cp (constante empírica regional, com valores compreendidos, entre 0,56 e 0,69). Um indicador do tempo de base do hidrograma unitário é dado pela expressão: (dias).
Uma vez obtido o hidrograma unitário, obteve-se os hidrogramas componentes concebendo-se uma tormenta e aplicando-a ao hidrograma unitário de acordo com os princípios da Teoria do Hidrograma Unitário. Para a concepção de estudos, valeu-se de relações intensidade – duração – freqüência para observações da região. Aplicou-se à chuva no ponto um coeficiente de dispersão e adotou-se uma distribuição temporal considerada conveniente conforme histórico regional.
A equação de chuvas intensivas para período de retorno de dois anos (T) foi Pt, 2 = 54,068 . t0,458 mm (Precipitação Pt, T, t(h)) e para cinco anos foi Pt, 5 = 66,144 . t0,458 . As expressões que fornecem a descarga de pico do hidrograma unitário e o tempo de base são:
O valor de tp é constante para uma dada duração unitária numa determinada bacia, e para um hidrograma unitário correspondente a uma chuva efetiva de uma hora. Calcula-se pela expressão: , onde: L = comprimento do curso d’água principal em km; S = declividade média do curso d’água do curso principal, calculada entre pontos situados a 0,1 . L e 0,8 . L do exutório; u = grau de impermeabilização da bacia; e Rc = índice climático.
Calculou-se a declividade média da bacia da cidade de Petrópolis transformando-a em outra constituída por uma série de terraços sobrepostos delimitados por curvas de nível de igual cota relativamente ao nível do mar (isoipsas). Considerou-se duas curvas isoipsas próximas de comprimentos S e S envolveu-se uma área as, a declividade média i da parte da bacia definida pelas duas curvas, através da expressão: i = /2 (S S ) . hs/as, sendo hs o espaçamento entre as curvas de nível. A declividade média da bacia tornou-se igual à média das declividades médias, a declividade média da bacia é dada pela relação entre a soma dos comprimentos das isoipsas multiplicada pela equidistância entre elas, e a soma das superfícies horizontais dos terraços ou patamares. A soma das superfícies horizontais dos patamares equivale à superfície da projeção horizontal da bacia hidrográfica.
O ângulo que representa a declividade média foi calculado através da expressão: tg = equidistância x semi-soma do comprimento das isoipsas / superfície de projeção horizontal. O comprimento das isoipsas foi obtido de um mapa por curvimetria e as áreas por planimetria. Na medição dos s . para simplificar os cálculos, construi-se uma curva clinográfica da seguinte forma: num plano cartesiano bidimensional grafou-se as equidistâncias h sobre o eixo y, em seguida, sobre paralelas ao eixo x, marcou-se alguns comprimentos das isoipsas a partir dos valores de h. A curva resultante da interpolação desses pontos permitiu aproximar todos os comprimentos das isoipsas.
Determinou-se superfície efetiva da bacia da cidade de Petrópolis, recorrendo-se às expressões: ho = - cos, ou = ho/cos = ho . sec, onde é o ângulo que um elemento de superfície forma com sua projeção horizontal ho. Somando-se as expressões de todos os elementos obteve-se o valor da superfície:

como os ângulos são desconhecidos, admitiu-se que exista um ângulo tal que: sec = superfície efetiva/superfície horizontal, e considerou-se que esse ângulo pode ser assumido com suficiente aproximação igual ao ângulo da declividade média. A superfície efetiva foi dada por: , portanto, a superfície efetiva da Bacia Hidrográfica da cidade de Petrópolis foi considerada igual ao produto de sua projeção horizontal pela secante da declividade média da mesma bacia.
Resultados e Discussões
Estimou-se que, no início da colonização, a bacia hidrográfica em questão possuia 100% de cobertura vegetal arbórea nativa. O processo de transformação evoluiu de tal forma que, em 1966, existiam 58%, ou seja, 198.129 hectares e, em 1986, apenas 39% de área coberta por florestas, ou seja, 134.714 hectares. O desflorestamento ocorreu, portanto, à taxa média aproximada de 3000 hectares por ano, durante o período de 1966 a 1986 (tabela 1).

A capacidade de infiltração do solo é menor em um solo descoberto, mas, ao menos em um momento imediato ao desmatamento, a taxa de infiltração é maior no solo descoberto. Em princípio, esperava-se que a vazão mínima fosse diminuir, já que o curso de água, em época de estiagem, é alimentado pelo lençol subterrâneo que, por sua vez, obtém água da infiltração da chuva no solo. Outro fato que contribui para esta hipótese é que, com o desflorestamento, as características físicas do solo, principalmente a estrutura, vão-se degradando e tornando a infiltração mais difícil. As características geológicas e geomorfológicas e as características dos solos da área estudada contribuem para que a vazão mínima sofra acréscimo como o que foi constatado.

De um modo geral os solos da bacia hidrográfica em questão tem textura médio-argilosa ou franco-argilosa, são bem drenados e porosos e, portanto, possuem boa capacidade para infiltração da água. O escoamento superficial também sofre um considerável acréscimo, decorrente da parcela da água desviada da interceptação, que não infiltra no solo. Isto tem ação direta no aumento das vazões máximas. Com relação à vazão média, o desflorestamento provoca uma redução da quantidade da água da precititação extraída pela transpiração, assim como da evaporação da parcela interceptada. Isto provoca um aumento dos escoamentos, alterando desta forma o balanço hídrico da bacia. Além do mais, na condição com florestas, os volumes evapotranspirados são transferidos para outras regiões, reduzindo o volume disponível para geração dos escoamentos.

Desta forma, verifica-se que a vegetação funciona como se fosse um reservatório de contenção de cheias, com a vantagem de se prestar a outros fins de grande importância ambiental, econômica e social, tais como a produção madereira, a produção hídrica, a biomassa, a proteção a outros recursos naturais como o solo e a fauna e os bancos de germoplasma.
Além do mais, o desflorestamento faz parte do conjunto de fatores que determinam a ocorrência ou a maior incidência de cheias e enxurradas, seja atuando de forma direta ou indireta. Indiretamente, a retirada da floresta aumenta a erosão do solo e o assoreamento dos cursos d’água. O desflorestamento atua diretamente no aumento do escoamento das águas superficiais e, por conseqüência, no nível dos cursos d’água. As cheias e enxurradas ocorrem, portanto, em áreas desflorestadas, num período de tempo menor do que ocorreriam em áreas cobertas por florestas, devido à melhoria das condições hidrodinâmicas.
Ressalta-se que, na relação vegetação – água, existe uma série de variáveis que poderiam ter sido consideradas, tais como o porte da vegetação, a distribuição espacial dos indivíduos, o tipo de sistema radicular, a morfologia externa e a taxa de crescimento do vegetal. Deve-se também distinguir o tipo de influência de cada tipo de vegetação no ciclo hidrológico. Neste trabalho, estes aspectos foram considerados de forma global. Eles permitiram evidenciar a influência da vegetação no ciclo hidrológico, devendo, portanto, ser esta considerada em qualquer projeto (estrutural ou não), especialmente aqueles de contenção de cheias (tais como as barragens e represas) e enxurradas, evitando-se, desta forma, o desperdício de recursos e o impacto sócio-ambiental de tais projetos.
Observou-se, à nível de campo, que o transbordamento dos rios da cidades de Petrópolis começa a ocorrer com precipitações superiores a 90mm, em menos de 3 horas. Observou-se, também, que uma grande precipitação dificilmente ocorre em intervalo superior a três horas, pelo menos para precipitações em torno de 90mm. Tem-se com um intervalo de confiança de 95%, um retorno de cada 2 anos de uma precipitação entre 93 e 116 mm. Estatisticamente tem-se então um transbordamento dos rios Petropolitanos a cada 2 anos.
Os deslizamentos não estão necessariamente ligados a grandes precipitações em um dia, mas sim, à problemas de Balanço Hídrico. Observa-se que o Balanço Hídrico, no verão, apresenta um grande excedente. Este excedente, no entanto, não representa grande problema enquanto no período entre as precipitações houver tempo para que a água excedente percole para camadas subterrâneas do solo. O perigo dos desabamentos nas encostas Petropolitanas torna-se maior quando a quantidade de água percolada dentro do solo para as camadas subterrâneas for menor ao volume precipitado em um mesmo período. O problema se torna ainda mais grave quando o escoamento superficial estiver prejudicado ou quando houver infiltrações no solo por meio de pequenos sulcos. A declividade, o tipo de solo, a sua cobertura e a sua drenagem são fatores muito importantes para determinar se uma encosta é segura ou não.
Observou-se a nível de campo que pequenos deslizamentos começam ocorrer a partir de precipitações máximas diárias em torno de 140 mm, sendo que com 160 mm esses deslizamentos começam a se intensificar. Ressalta-se que este dado empírico pode variar bastante, devido ao nível de saturação do solo, antes de uma grande precipitação.
Os dados empíricos obtidos, são válidos partindo-se de um solo saturado (capacidade de campo), condição esta bem comum no período de verão em Petrópolis. O período de retorno para as chuvas de 140 mm é de cinco anos.
Dentre as causas não climatológicas que agravam cada vez mais as conseqüências das grandes precipitações, pode-se citar o contínuo desmatamento, o aumento das áreas construídas e o assoreamento dos rios. O desmatamento é, certamente, a principal de todas as causas citadas. Como conseqüência deste, temos um escoamento superficial muito maior e muito mais rápido, fazendo com que a água precipitada chegue em tempo muito mais rápido aos rios, provocando, então, as enchentes.

Translation - English Evaluation of the environmental impacts caused by deforestation in the hydric regimen of the metropolitan region of Petrópolis-RJ

Abstract: Vegetation has closer relationship with the hydrological cycle, changing them due to their conditions. Vegetation regulates the hydrological cycle making water faces all the stages adequately causing the process stability. Vegetation retains great parcel of the rainwater, freeing it for the water courses and surface and subterranean reservoirs, little by little. In this work, the impact of deforestation over the hydric regimen of the City of Petrópolis was analyzed. The results show that the reduction of vegetation coverage provoked annual outflows increases. The reduction of the vegetation coverage from 58% to 39% caused addictions in average outflow of 60%. This brought the increase of the draining index from 0.29 to 0.50. Changes are also verified concerning the annual average minimum and maximum outflows. In the first case, there was an increase of 86,3% and, in the second case, the annual average maximum outflow was increased in 49,9%.
Introduction
The hydrological processes in a hydric basin have tow outflow directions: vertical (represented by precipitation, evapotranspiration, infiltration and percolation); and horizontal (represented by the surface, below surface and subterranean draining). Vegetation has one fundamental role in all the hydrologic process of the hydric basin, mainly in the interception and evapotranspiration, acting, indirectly, over all cycle stages.
Forested soils present an increasing capacity of infiltration. However, it has been verified that an uncovered soil is more infiltrated than a forested soil, due to the parcel of rainwater which reaches the soil after being intercepted. The bigger the parcel, the less the size of vegetation. So, forested areas present low infiltration. On the other side, uncovered soils can present infiltration problems due to the soil proprieties alteration, caused by the rain drops impact.
The below surface draining, that one which runs lower, through the blanket of leaf debris and first soil layers, explains the fact of the rapid watercourses feeding, sooner after rain, without surface draining. On the other side, most part of the forests act to minimize the range of humidity variations and environment temperatures.
Evapotranspiration from lands and forests represent one considerable role when happens in great areas. In more restricted areas, the evaporated water is transported to other places by wind currents. Forest provides soil evaporation decreasing, since eases temperatures and diminishes the wind average speeds. Although evapotranspiration presents high values, this loss is compensated by the best economy of left water which follows the hydrologic cycle.
Dons (1986) shows that there are reductions of the rivers outflows in small hydrographic basins, provoked by the improvement of the evaporation of water intercepted by canopy during rains. According the same logic, trees lack would cause one increase in rivers outflows. Consequently, vegetation species of quick growth present reductions in outflows of hydrographic outflows. Scott and Lesch (1977), in one survey conducted in South Africa, it was found that in the six first years after the Eucaliptus. spp plantation there was 51% increase during rain seasons and 52% in dry seasons.
The forest reduces the flooding occurrence, as far as intercepts waters in one way that this cannot reach the soil rapidly; conserves and increases the infiltration capacity; holds and reduces erosion and the consequent debris deposit in fluvial canals; increases a capacity of retention of soil water by the porosity maintenance and growth and eases the elimination of the water kept in soil in the storms intervals periods. Therefore, vegetation has a closer relationship with the hydrologic cycle processes, changing them due to the current conditions. In this study the impact over the hydric regimen of the City of Petrópolis was analyzed.
Material and Methods
The area of study covers the region of Petrópolis is situated in one average height of 865 m., being surrounded by three uplands: the Couto Upland, the Araras Upland and Órgãos Upland, where this last one reached the higher height with the Sino Roxk with 2.232 high. Originally, the vegetal coverage was composed by “Dense Ombropylous Forest” and “Mixed Ombrophylous Forest”, this in smaller scale. The “dense ombrophylous forest” is one formation characterized by evergreen trees heights of 20 to 30 m. having foliar shoots without protection against drought. Its area of occurrence is formed by the steep slopes of the Serra do Mar forming deep and narrow valleys. The annual average precipitation ranges from 1300 to 1500 mm. The distribution of rainfall shows a well outlined sazonal variation, with longer periods of rain in the summer months and drier in the winter months, the characteristic behavior of tropical systems. The great concentration of rainfall in summer is mainly due to local orography which acts like barrier to mass penetrations of humid air which come from coast. The most part of the soils are cambisol and distrophic álico cambisol. Heights range from 200 to 1000 meters. The rivers of Petropolis have longitudinal profile with much accentuated slopes, with numerous jumps and rapids.
Radical changes over land use occurred in the last decades. Forest gave way mainly to cycling agricultural cultures, pastures and property occupation. The major part of the forests remnants is degraded. The major part of the lands is not enabled for agricultural use. Only one small percentage is regularly enabled for short or long term cycle cultures.
Concerning the vegetal coverage, the option was to work with the area of the hydrographical basin with arboreal vegetation, using relative and absolute data. The several types of arboreal vegetation, like capoeira, secondary forest and primary forest, were reunited in one unique group, despite their own particularities related to each relationship with the hydrological cycle. It was used the Carta do Brasil at scale of 1:50.000, and satellite images at scale of 1:250.000 (TM-LANDSAT). The areas evaluation was found through by planimetry. The precipitation and river outflow daily data were provided by the Agência Nacional de Energia Elétrica – ANEEL.
The time of transit of the flood waves was determined, thus understood as the time interval between the center of gravity of the exceeding hietograma and the peak of the hydrograph of unitary volume. It was adopted the equation of Snyder for the transit time tp is , where:
L = length of main watercourse, since the watershed until the estuary; = distance between the center of the basin gravity and the mouth measure throughout the main watercourse; Ct = regional constant, that, according to Snyder, varies between 1,35 and 1,65 when the distances are measured in km. For the calculation of the unitary rain period, the proposed equation was:
For the calculation of discharge of peak of the unitary hydrograph of duration tu, correspondent to an effective precipitation of uniform 1 mm on the basin, the expression used was:
, where A is the draining area in km2 and Cp (empiric constant regional, with between 0,56 and 0,69). A time pointer of unitary hydrograph is given by the expression:

Once the unitary hydrograph is obtained, the component hydrographs were obtained, birthing one torment and putting it on the unitary hydrograph, according to the principles of the Unitary Hydrograph Theory. For studies conception, relationships intensity – duration – frequency for regional observations were used. It was applied rain in One dispersion coefficient was applied on rain in one point and one temporal distribution considered convenient according to the regional history was adopted.
The intensive rain equation for a period of return of two years (T) was Pt,2 = 54,068. t0,458 mm (Precipitation Pt, T, t (h)) and for five years was Pt, 5 = 66,144. t0,458 .
The expressions which supply the discharge of the peak of the unitary hydrograph and the based time are:
The value of tp is constant for one given unitary duration in one determined basin, and for one unitary hydrograph correspondent to one hour of effective rain.
It is calculated for the expression:

L = length of the main water course in km; S = average declivity of the water course of the main course, calculated between situated points 0,1 and 0,8. L of mouth, u = degree of waterproofing of the basin; and Rc = climatic index.
The average declivity of the basin of the city of Petrópolis was calculated, transforming it into other consisting by a series of overlapping terraces delimited by curves of level of equal quota related to the level of the sea (isohypses). It was considered two curves isohypses next to lengths S e S became involved in an area s, average declivity i of the part of the basin defined for two curves, through the expression: i = /2 (S S ) . hs/as, being hs the space between the level curves.
The average declivity of the basin became equal to the average of the average declivities; the average declivity of the basin is given by the relation between the addition of lengths of isoípsas multiplied by the equidistance between them, and the addition of the horizontal surfaces of terraces or platforms. The addition of the horizontal surfaces of the platforms is equivalent to the surface of the horizontal projection of the hydrographic basin.
The angle that represents the average declivity calculated through the expression: tg = equidistance x half-adds of the length of isohypses / surface of horizontal projection. The length of isohypses was obtained through one map of curvimetry and the areas by planimetry.
On the measurement of s, to simplify the calculations, a clinographical curve was built, as follows: in a two-dimensional Cartesian plane, equidistances of h on the y-axis were made, then, parallel to the x-axis, a few lengths of the isohypses from the values of h were made. The resultant curve of the interpolation of these points allowed approaching all the lengths of isohypses.
Effective surface of the basin of the city of Petrópolis was determined, evoking the expressions: ho = - cos, or = ho/cos = ho . sec, where is the angle that an element of surface form with its horizontal projection ho. Adding the expressions of all the elements, the value of the surface was obtained:

As the angle s are unknown, it was admitted that one angle such that: sec = effective surface/horizontal surface, and was considered that this angle can be assumed with enough approach equal himation to the angle of the average declivity.
The effective surface was given by: , therefore, the effective surface the Hydrographic Basin of the city of Petrópolis was considered equal to the product of its horizontal projection by the siccative of the average declivity of the same basin
Results and Discussions
It was estimated that, at the beginning of colonization, the watershed in question possessed 100% of native arboreal vegetation coverage. The transformation process has evolved in such a way that, in 1966, there were 58% or 198,129 hectares and, in 1986, only 39% of the area covered by forests, that is, 134,714 acres. The deforestation occurred, therefore, to the approached average tax of 3000 hectares per year, during the period of 1966 to 1986 (table 1).

The infiltration capacity of the ground is lesser in one uncovered soil, but, the at least at an immediate moment after the deforestation, the infiltration tax is bigger in the uncovered soil. In principle, it was expected that the minimum outflow rate would decrease, since the water course, in time of drought, is fed by underground aquifers which, in turn, obtains water infiltration of rain on the ground. Another fact that contributes for this hypothesis is that, with the deforestation, the physical characteristics of the ground, mainly the structure, are gone degrading and becoming infiltration most difficult. The geologic and geomorphologic characteristics and the characteristics of ground of the studied area contribute so that the minimum outflow suffers addition as what it was evidenced

In a general way the ground of the hydrographic basin in question has medium-argillaceous texture or Franc-argillaceous, they are well drained and porous and, therefore, they possess good capacity for infiltration of the water. The superficial draining also suffers a considerable addition, resulted of the parcel of the deviated water of the interception that does not infiltrate in the ground. This has direct action in the increase of the maximum outflows. With regard to the average outflow, the deforestation provokes a reduction of the amount of the water of the precipitation extracted by transpiration, as well as of the evaporation of the intercepted parcel. This provokes an increase of the drainings in such a way, modifying the hydric rocking of the basin. In addition, in the condition with forests, the evapotranspirated volumes are transferred to other regions, reducing the available volume for generation of the drainings.

In this way, it is verified that the vegetation functions as if was a reservoir of containment of floods, with the advantage of being used to other ends of great environmental economic and social importance, such as the wood production, the hydric production, the biomass, the protection to other natural resources as the ground and the fauna and the banks of germplasm. In addition, the deforestation is part of the set of factors that determine the full occurrence or the biggest incidence of floods and torrents, either acting direct or indirectly. Indirectly, the withdrawal of the forest increases the erosion of the soil and the silting of the water courses. The deforestation acts directly in the increase of the draining of superficial waters and, as consequence, in the level of the water courses. Full and the torrents occur, therefore, in deforested areas, in one period of lesser time of what they would occur in areas covered for forests, due to improvement of the hydrodynamic conditions.
It is pointed that, in the relation vegetation - water, exists a series of variables that could have been considered, such as the transport of the vegetation, the space distribution of the individuals, the type of radicular system, the external morphology and the tax of growth of the vegetable. The type of influence of each type of vegetation in the hydrologic cycle must also be distinguished. In this work, these aspects were considered in one global form. They allowed to evidence the influence of the vegetation in the hydrologic cycle, having, therefore, to be considered in any project (structural or not), especially those of torrent and floods containment (such as the barrages and dams), preventing the wastefulness of resources and the social-environmental impact of such projects
It was observed, at the level of field, that the overflow of the rivers of the cities of Petrópolis starts to occur with precipitations superior to 90 mm, in less than 3 hours. It was observed, also, that a great precipitation hardly occurs in interval superior to three hours, at least for precipitations around 90mm. With a reliable interval of 95%, a return of each 2 years of a precipitation between 93 and 116 mm is obtained. Statistically, one overflow of the rivers of Petrópolis happens each 2 years. The landslides are not necessarily related to the great precipitations in one day, but to the problems of Hydric Balance. It is observed that the Hydric Balance, in the summer, presents a great excess. This excess, however, does not represent great problem while in the period between precipitations it will have time so that the exceeding water percolates for underground layers of the soil. The danger of the landslides in the Petropolitanas hillsides becomes bigger when the amount of percolated water inside of the ground for the underground layers will be lesser to the volume precipitated in one same period. The problem becomes even more serious when the superficial draining damages or when it has infiltrations in the ground by means of small ridges. The declivity, the type of ground, its covering and its draining are very important factors to determine if a hillside is safe or not.
It was observed that it field level that small landslides start to occur from daily maximum precipitations around 140 mm, where with 160 mm these landslides start to intensify. It is standed out that this empirical data can vary sufficiently, due to the level of saturation of the ground, before a great precipitation. The obtained empirical data are valid considering one saturated soil (field capacity), condition very common in the period of summer in Petrópolis. The period of return for rains of 140 mm is five year.
Amongst the non-climatological that aggravate even more the consequences of great precipitations, the continuous deforestation, the increase of the constructed areas and the silting of the rivers can be cited. The deforestation is, certainly, the main of all the cited causes.
As consequence of this, we have a much bigger and faster superficial draining, not causing the precipitated water to arrive in much more fast time at the rivers, provoking, then, the floods.
