Paypal sending limit?

I was expecting a paypal payment from a Japanese agency where I have completed a job at the end of May (they claim that I must wait until the 10th of July to get paid).

Now comes 10th of July and I have not received payment, so I emailed and asked them. They said that they have reached some kind of a sending limit and so I have to wait a few more days.

Naturally I wasn't happy because I have been waiting to get paid for so long already. I have been talking to the accountant who talks about this paypal limit but refuses to tell me how long this limit will be (only said to "be patient") and said the fastest way for me to get paid is to do an international wire transfer, which works if its several thousand dollars but for 20,000 yen I will only get half the payment by the time it makes it here.

Now they seem to be semi-ignoring my emails and I am just wondering, should I contact a collection agency?

I'm sorry to hear you are having payment problems.

How late are they? When did you initially send the invoice? What were your agreed terms?

PayPal E-checks are free but they take 3 - 5 business days to clear. This may be the reason they told you to wait.

Another thing that may delay the payment is that they are transferring funds from their bank to their PayPal account. Again, it takes 3 - 5 business days.

They basically said the payment will start on July 10th since the rule of the agency (even says right on the PO) that payment will be made on the 10th of the following month. At first the project manager told me to contact them if payment did not arrive on the 11th, so when it didn't I asked them if there was a problem, and the manager told me the accountant said the company's paypal account has reached some kind of a limit and needed a few days before they can pay me. I was kind of not happy because they didn't tell me about this before. It was just the accountant not really explaining what is going on and I thought they were just trying to delay payment for whatever reason.

I've never heard that one, though these intermediaries to get a lot of blame - some is theirs by right, but they are often used a convenient excuse for not paying on time. I think what I would do is to ask for (demand, really) some documentary evidence of the PayPal problem. I'm sure PayPal is giving them some sort of error message - they could print the screenshot and send it to you (after having blanked out any personal details, of course). Then you'd know it's a legitimate reason. They could... See more

Perhaps you should check back with the project manager to find out whether this "kind of limit" is based on sending the funds, actually your payment!, or whether there are not sufficient funds in the company's paypal account.

If they are a new agency, then it is possible that the amount they require to pay you would cause them to exceed their annual or transactional sending limit with Paypal. I am not sure about the position in Japan, but here in Europe paypal are required to comply with money laundering regulations.

In practical terms these regulations means that Paypal have to impose sending and receiving limits in respect of customers until the customers have verified certain details concerning their identity. I encountered this issue myself (in relation to receiving limits) when I first opened an account with Paypal and I had to go through a couple of different administrative stages of the verification process, which took a few days. You can find information regarding this in the "Help Centre" section of Paypal's website.

Accordingly, I think it is conceivable that they may be telling the truth about this, although as Sheila has suggested I would be inclined to ask for evidence that this is the case. In an ideal world, the agency would have anticipated this problem and dealt with it in advance, but if they are a new agency it may be the case that they were genuinely unaware of this issue.

However, all this does not mean that you should have to be disadvantaged by the agency's oversight. If payment was only due on 10th July, it is probably too early to be thinking about enforcement action just yet, as I would be inclined to work with them to resolve this issue in the first instance. I would set them a reasonable deadline (approximately a week) for payment to be made and if their paypal issue was not resolved within this time, then I would be asking them to make payment by bank transfer at their own expense.

Yes, PayPal applies the sending limit of US$1,000 to unverified PP accounts.

It will take 2-3 working days if they want to verify their account.

If they have never used Paypal for bigger amounts, it can happen that they reach a certain limit and that they have to verify the account by adding an adequate credit card. This process can take a few days. I had this same situation very recently with an agency who was really eager to pay but could not, and paid immediately after they verified their newly created account.
