"Non-barred" is going in the right direction, but I don't see it being used...How about "Non-exclusion Verification Documents" - This covers a wider range of possibilities than "qualification" which people could see as focusing on technical or financial qualification. Great comments and discussion... After a (short) night's sleep...I am coming to the conclusion that Tim and Raffi's suggested meaning looks like the one.... Yet, Dilyaver's idea based on his own experience that the document in question could refer to a promise not to engage in illegal/prohibited activity also makes sense... I'll decide which way to go after a strong cup of coffee :)

I suggest that we should coin a new term for this type of document in English - "BARRED STATUS DOCUMENT". Please provide your feedback on this term dear friends.

If Raffi and Tim are actually right about the purpose that this document serves actually, then it should be named "Confirmation that the company has not been barred from bids". How can we phrase it in a more concise and laconic way?

Raffi is right. In which case it is odd that the winner of the tender is being asked to provide this certificate.

There is a misunderstanding here, the document is not obtained by the bidder, but rather by the relevant administration putting out the tender. A prohibition check is carried out on a webpage of Public Procurement Authority (EKAP). In the first link I have given in my answer the check process is described in detail. This is a document you obtain from the Public Procurement Authority (Kamu İhale Kurumu) stating whether or not the company in question is barred from participating in that particular tender. As I have said, 'Yasaklı teyit belgesi' is an odd term of phrase because it would only ever be submitted by a party that is not barred. It would be more normal to request such a document before the bid has been awarded, I agree, but perhaps in this case it is being asked for afterwards and the tender will be cancelled if it is not forthcoming. It's your call, ultimately.

Tim - Thanks for your feedback. Obviously, the ideal thing would be to see a sample of an actual document named Yasakli Teyit Belgesi in Turkish. That would leave no doubt. The document I am dealing with refers to a company that was already awarded a bid..and their qualifications, in terms of experience and legal. Your suggestion applies to qualification TO BID; the other possible sense looks more at future behavior as a commitment not to do anything prohibited by the contract or that is illegal... That's why I suggested the term I made up to cover both possibilities...But I'd welcome any further wisdom from this great community...Thanks!

Perhaps the term: Legal Compliance Affirmation Document...could cover both what you suggested and the sense that Dilyaver suggested?
