There's a lot of variation here since the area is regulated by different national laws and varying union contract provisions -- all of which change over time. When I was driving buses you couldn't 'work' more than 6 hours without an (unpaid) meal break lasting not less than 30 min. If you got this meal break, the shift was longer than 6 hours. And, every break longer than 30 mins was considered a 'meal beak' and you weren't paid for that time. But you also couldn't be assigned to actually sit and drive more than 4 hours in a row, which on a short shift required a (paid) break of less than 30 min. I've found some reading with similar variations of this, but nothing conclusive.
