Swedish term or phrase: skulle hava översänts till Eder
Hans tillfällighetspass (identifikationskort) skulle hava översänts till Eder

I know the archaic 'hava' (ha) and 'Eder' (Er), but can the 'skulle hava översänts' be translated as 'was sent' or 'should have been sent'. Literally I know that, for example, 'jag skulle ha sagt det' would be 'i should have said it', but can it sometimes just be a way of expressing the past tense/imperfect tense?

Thanks!
