I read this generally imprecise, somewhat colloquial Swe usage in complaining about some ill treatment as meaning all of these at once! But penance doesn't work in this context, and you should probably look at the second sentence -- where the retorical question asks for compensation, as in 'they shoulda paid/compensated for the rivers and didn't, so they should pay for the windmills (turbines) if they want to keep 'em'.

'... and how they're gonna resolve/pay for it (their failure).

neutral  Anna Herbst: "Resolve" would work, but I am not sure about "pay". The expression "göra bot" is the same as "göra bot och bättring" and hopefully that includes more than just a payment....
