I need to verify the difference between the two, or whether there's no significant difference e.g., salaried employee vs. working salaried employee. The latter is mainly used in this document which describes all the insurance coverage employees receive. I had thought it might distinguish those employees not on some type of leave from the company, but that doesn't seem to be born out by the context. Examples follow and thanks for your help!

Särskilda regler som endast omfattar vissa anställda tjänstemän, beskrivs i förekommande fall i bilagor eller i separat program.

white-collar workers vs. (collectively) employed white-collar staff

Explanation:
The first web ref. suggests the second part refers to employees (vs. arbetare/blue-collar workers) under an employer's *collective agreement*, so taxable and pensionable differently.

BTW: born*e* out of the context.

second part expanded: white-collar workers under a collective, private employer's agreement.

Example sentence(s):
  • ITP är en kollektivavtalad förmån och tjänstepension. Privata arbetsgivare med *kollektivavtal* betalar in ITP-premier för sina *anställda tjänstemän*.
