Explanation:
I think Sven is right -- the entire picture could be labelled "Fig 1". But on the picture there are some numbers identifying particular aspects in the picture. For example, you might have a map of a town, with individual numbers identifying various hotels.

So in this context I would say "See picture below, number 1".
