Eu sei que a expressão significa em Português Europeu centro de recrutamento, mas inclino-me aqui para um sentido diferente (cartaz de propaganda, pendão de propaganda?):

Lo prueba la propaganda militar, que ha tomado de la ciencia-ficción conceptos como "guerra electrónica limpia", sin soldados, sin bajas civiles, de precisión quirúrgica. Su eficacia se hizo patente en la primera guerra del Golfo: una contienda parecida a un videojuego resulta más fácil de digerir a la opinión pública. Asimismo, sirve de banderín de enganche: un anuncio del US Army dice, entre vistas de estilizados aviones, satélites y soldados ante consolas: "Los drones combaten el terrorismo, protegen a América y cuidan el frente sin necesidad de presencia humana".
