The context is Venezuelan law, specifically the 2014 Ley de Registro y Alistamiento para la Defensa Integral de la Nación. They mention four different "situaciones:"

1. Actividad
2. Excedencia
3. Reserva
4. Renuencia

I believe I have the first three (active duty, on leave, reserve duty) but I'm a bit stuck on the fourth. The document I found describes "renuencia" this way:

Ahora bien, se encuentra en situación de renuencia:
1. La persona natural en situación etaria que no se inscriba en el registro durante el plazo establecido en la Ley.
2. La persona natural en situación etaria inscrita en el registro, que una vez llamado no se presente a cumplir el servicio
militar o civil.
3. La persona jurídica que no cumpla con el registro durante el plazo establecido en la Ley.

This makes me think that "renuencia" might be "evasion," but I thought that was usually "insumisión," so now I'm thinking maybe "resistance." I'd like to get other opinions, though.

Might it also be a legal concept that exists in Venezuela but not in English-speaking countries?

agree  Charles Davis: This is draft evasion. I don't think there's really any difference between this and insumisión. Perhaps the suggestion is that this is passive (failing to turn up), whereas insumisión is explicit resistance, but in practice both are evasion.
