Whereas this authority is acting Explanation: As Phil says, each of these paragraphs beginning with "Que..." is part of the recitals, following from "Considerando". You could title the section as "Recitals" and then start each of the following paragraphs (whereas clauses) with "Whereas...." The part reading "se actúa" here is referring to the authority issuing the resolution. I'd translate it as "Whereas this authority is acting in accordance with the powers blah blah..." Generally, the format goes like this: Whereas... (CONSIDERANDO: Que...) Whereas... (Que...) Whereas... (Que...) Now, therefore... (Por ello...)
