"regardless of the who owns them"; "regardless of the source of their capital"?? It sounds quite specific, though

El origen (de la propiedad) entiendo se refiere a su ubicación en este caso en particular; no matter where it is located, aunque referida a una empresa o corporación tal vez mejor no matter/regardless of where it is based.
