Spanish term or phrase: electoralización
The article I am translating discusses Argentine migration policy and the push to document indocumented migrants (specifically, in this article, Bolivian migrants) in the mid-2000s. In this context, where "proceso de implementación" refers to getting the "document brigades" into the neighborhoods where migrants reside, it says:

Explanation:
It looks like it means something like "utilization for electoral ends", but I'm not very familiar with the context, so I'm just spitballing...

put to a vote (in a general election)

Explanation:
See https://eldeber.com.bo/26979_electoralizacion-prematura-y-po... and https://www.reuters.com/article/us-argentina-bolivia-morales...

The first article is a year old and discusses the possibly lengthy (in the case of plurality, as opposed to majority, wins) process of electing a president in Bolivia, and cites "electorizacion prematura". The second article reports ousted Bolivian President Evo Morales arriving in Argentina just days ago where, just as in the article you are translating, he can claim refugee status but also have the same rights as an Argentine citizen.

Notes to answerer
Asker: Catherine, thanks! I don't think your answer works in my context. I also found an article where "electoralización" is used to refer to politicians making policy decisions based on upcoming elections. So it's word we would refer to in Argentina as a comodín (a "jack-of-all-words", hahaha). Here is the Uruguayan reference: http://www.lr21.com.uy/politica/293902-cw-alerta-sobre-la-electoralizacion-de-la-politica

Just an observation: In one instant, the names mentioned are "Rezónico y Morencos, 2009" and in another case, it is "Rezónio (without the "c") y Morencos, 2009". Clearly, one is incorrect.
