Spanish term or phrase: monte de llanuras
This is actually a description of a project by an Argentine artist:

En la provincia de San Juan, zona de Ischigualasto, mesetas y monte de llanuras, la artista estudió junto a especialistas distintos períodos de las formaciones geológicas.

From what I am seeing on the internet, "mesetas y monte de llanuras" is a fairly common term in Spanish; while I understand its constituent parts, I am not sure how they work together.

Many thanks!

Argentine Low Monte
Explanation:
The Spanish wikipedia entry for "Ecorregión terrestre del monte de llanuras y mesetas" gives "Argentine Low Monte". I believe it's a specific region, not a generic term for a geographical feature.

plains and plateaus mountain

Explanation:
It is a bit weird to understand you are right, but I think that there are two mountains unified in only one ecoregion with sierras, plateaus, and plains.
Maybe that's why they call it like that

high desert plains and hills

Explanation:
In a general text (not specifically geological) this would be a suitable description of the region.

agree  Thomas Walker: Agree. The formal scientific name for the ecoregion is "Monte de Llanuras y Mesetas", which many English writers use without translation. However, since this is not scientific, I think you're right to give a description.

Wild plains

Explanation:
Looking at the wiki entry for Ischigualasto Park, and reading that "monte" can (also) mean "wilds, wild country".
Or perhaps sth like "an area of tablelands and wild / remote prairies / plains."

On reflexion, forget "prairies", as there's very llittle grass, apparently.
Also, "flatlands" might suit "llanuras" better, so "wild / remote / deserted flatlands" would also fit.
