This is a description of the Buenos Aires neighborhood of Once:

. Iglesias, escuelas religiosas, gimnasios, un centenario colegio alemán, altares budistas, gran surtido de sinagogas; distribuidoras de cine; videotecas de ocasión y librerías de lance. Sirio libaneses, judíos ashkenazys y sefarditas, armenios, turcos esmerlies, coreanos, chinos, peruanos, paraguayos, bolivianos y ahora brasileños disputándose la clientela, sin frenesí, entre la pasajera, constante multitud que desrama en la Plaza Miserere el ferrocarril del Oeste y desplaza despacio en la deliciosas narcosis del consumo posible.

Explanation:
In searching this "esmelí" business, I have not been able to find anything very useful.

In my opinion, I would leave it at "Turks" without modifier.

But there is also the Argentinean slang for "Turk" meaning "Arab-Argentinean", as noted in Wiki.

That would be the other possibility.

Pese a ello a los árabe-argentinos erróneamente se los apoda popularmente como «turcos». Un ejemplo de ello es el apodo del expresidente Carlos Saúl Menem.

The other thing is double check with the client, or see if some Argentinean, bonaerense guy, has the exact meaning for "esmelí", which could well be what Neilmac proposes, however small "Esmer" may look in the maps... ;-)
