La humedad de los ambientes áridos y semiáridos de Chile ingresa por tres vías: lluvias invernales de los vientos del oeste, lluvias veraniegas de los vientos del este y vaguada costera por el efecto de la corriente fría de Humboldt.

coastal barometric trough
Explanation:
based on the context, it seems to me that the sentence might be referring instead to the meteorological definition of vaguada:
(from the rae):
Depresión barométrica que en forma de valle penetra entre dos zonas de alta presión.

in English: low pressure/barometric trough/trough of low pressure

I am not a weather expert, but it seems like an ocean current is more likely to affect barometric than it is a valley/inlet.

*sorry, I meant to say more likely to affect barometric PRESSURE than it is a valley/inlet.

Thanks. I agree it has to be a weather phenomenon, rather than a geographic feature.

The moisture in arid and semi-arid atmospheres in Chile enters in three ( different) ways: winter rains borne by western winds, summer rains borne by eastern winds, and coastal valleys/ inlets from the effects of the cold Humboldt current.

agree  philgoddard: I think this is a slightly better explanation than Wilsonn's. And it may be connected with garua, the very fine drizzle/mist that's common in the region. http://en.wikipedia.org/wiki/Garua
