Spanish term

aprovechamiento alimentario

Gracias!

food scraps

Feeding Animals is the third tier of EPA's Food Recovery Hierarchy. Farmers have been doing this for centuries. With proper and safe handling, anyone can donate food scraps to animals. Food scraps for animals can save farmers and companies money. It is often cheaper to feed animals food scraps rather than having them hauled to a landfill. Companies can also donate extra food to zoos or producers that make animal or pet food. There are many opportunities to feed animals, help the environment and reduce costs.

It will take all cooked and uncooked kitchen scraps, pet waste, and general garden waste including grass clippings. To operate at high temperatures a Hotbin needs regular feeding of at least 5 kg of waste per week, mixed with shredded woody waste and/or torn up corrugated cardboard, or shredded paper. The average family of four produces about 3-5 kg per week.

In countries such as the United States and the United Kingdom, food scraps constitute around 19% of the waste buried in landfills, where it biodegrades very easily and produces methane, a powerful greenhouse gas.

BALDOR
Baldor, a major food processor that makes products like “baby” carrots (that is, regular carrots carved into tiny pieces), turns fruit and vegetable scraps into multiple products: Some fruit scraps go to juice companies, vegetable scraps go to chefs for use in stocks, a mix of vegetables are dried and crushed into a flour that can be used in place of wheat, and other scraps are used in meal kits that include veggie noodles.

use of fish waste

As it is an industrial process, I don't think "scraps" works here. The context refers to the use of fish processing waste to manufacture by-products

Fish waste/by-products utilization
Fish waste is a great source of minerals, proteins and fat. Potential utilization of waste fish scraps from 5 marine species (white croaker, horse mackerel, flying fish, chub mackerel, Sardine) to produce fish protein hydrolysate by enzymic treatment was investigated by Khan et al. (2003) and indicated that fish protein hydrolysate could be used as a cryoprotectant to suppress the denaturation of proteins of lizard fish surimi during frozen storage Ohba et al. (2003) reported that collagen or keratin contained in livestock and fish waste may be converted to useful products by enzymic hydrolysis, providing new physiologically functional food materials.

Byproduct
Introduction
The processing of fish for human consumption gives rise to byproduct in the form of heads, viscera, frames, skins and others such as tails, fins, scales, mince, blood, etc. This material may constitute up to 70% of fish and shellfish after processing where fish fillet yield is species-dependent and is often in the range of 30 -50% of the fish[1]. The waste generated after processing is actually valuable raw material from which fishmeal and fish oil may be produced. As a raw material source, this material is still underutilised, and there is scope for increased fishmeal and fish oil production from seafood byproduct

Therefore you could maybe translate your text as "Some of the fish waste generated in this country is sold to a company for the manufacture of by-products"
