From what I can tell, a "comisión de confianza" is just a trust, so here I think this just means "set up bank trusts" (i.e. with the bank as trustee). Ideas?

I think this is a factorship / bank accepting orders to buy and sell stocks or executorships of Wills - not financial factoring, nor factorage = commission payment scene, but an agency.

After reviewing all the references and input, I came to the conclusion that this was referring to "appointing them (= the banks) as commission agents" in "comisiones de confianza", the definition of which at https://www.bcp.com.bo/Empresas/Fideicomisos seems to match (more or less) the "comisión mercantil" in Mexico, as per J. Becerra: https://diccionariojfbecerra.com/blog/principal-and-agent
I think Adrian is right in his understanding here (and this comes closest to my understanding), though I think I'll phrase it slightly differently.

'cometer' could mean to commit or to assign, but I'm not sure who the 'les' (to them) would be. I saw 'ante los bancos' so the 'les' could refer to the banks or 'las más amplias facultades' (the larger faculties or the greater powers/authorities).
