"Site closure" seems to be a term used by environmental assessment legislation in Canada and the US for what you're describing, below are some examples: https://www.deq.state.or.us/Webdocs/Controls/Output/PdfHandl... A "Site Closure Report" from Oregon describing the measures undertaken when ceasing operations of a facility with underground storage tanks https://www.ceaa-acee.gc.ca/050/evaluations/document/121712?... An environmental assessment report from a mine in Canada where they refer to the period in which operations are ended variously as the "decommissioning" and "closure" phases. Perhaps "site decommissioning report" might suit your purposes as well. https://www.ontario.ca/page/landfill-standards-guideline-reg...
