Spanish term or phrase: Estudio de abandono de sitio
Hello fellow linguists!!

I am translating an Operating License Renewal for a Mexican manufacturing company which has to comply with several points in order to operate without environmental hazard. One the point mentioned says as follow:

"El promotor debebe presentar la certificación del estudio de abandono de sitio en un período no mayor de 45 (cuarenta y cinco) días naturales posteriores emitido por la Autoridad correspondiente."

My attempt is:

"The petitioner shall file the site abandonment study certification, issued by the respective Authority, within no longer than 45 (forty five) days."

But I am quite conflicted with the certification part. I can't seem to find anything related to that and my attempt is not completely working for me. I hope you can lend me hand with this.

Greetings!!

English translation:site closure report
Explanation:
Personally, I think "site abandonment report" is a perfectly understandable term, but my searches also don't turn up much - and it's usually as translations of a Spanish term.

"Site closure" seems to be a term used by environmental assessment legislation in Canada and the US for what you're describing, below are some examples:

https://www.deq.state.or.us/Webdocs/Controls/Output/PdfHandl...
A "Site Closure Report" from Oregon describing the measures undertaken when ceasing operations of a facility with underground storage tanks

https://www.ceaa-acee.gc.ca/050/evaluations/document/121712?...
An environmental assessment report from a mine in Canada where they refer to the period in which operations are ended variously as the "decommissioning" and "closure" phases. Perhaps "site decommissioning report" might suit your purposes as well.

https://www.ontario.ca/page/landfill-standards-guideline-reg...
Again, from Canada, here it talks about how "site closure plans" and "post-closure plans" are necessary when landfill sites are closed.

I couldn't find as much from UK sources (I'm less familiar with how environmental assessment works in the UK, though). But this document talks about a Mine Closure Plan being developed as part of the environmental impact reporting.
