Después de una histórica sesión en la madrugada del jueves 17 de julio, el Senado de la Nación restauró la sensatez de las leyes, gracias al valiente voto de desempate del Vicepresidente de la República.

Una inmediata sensación de alivio recorrió el país entero como si una corriente de aire puro hubiese barrido el humo ponzoñoso que no nos dejaba respirar.

Pero atención, se trata de una bocanada transitoria, porque la rebelión fiscal que se abroqueló al lado del campo conquistó la batalla, pero no ganó la guerra.

El gobierno la continúa y sus integrantes siguen estando caracterizados por la ruptura de contacto con la realidad. Pretendieron quedarse con la renta del sector rural pero esta vez el arrebato les fracasó. Ahora insisten en el mismo camino como si nada hubiese pasado.

Los argentinos debemos comprender esa inolvidable lección de sabiduría económica que dejara escrita el egregio profesor Kenneth E. Boulding (1910-1993), de observancia metodista, autor del más famoso texto sobre Análisis económico, profesor en las universidades de Michigan y Colorado, presidente de la American Economic Association y la American Association for the Advancement of Sciences.

Decía el profesor Boulding: “Los impuestos constituyen un desapoderamiento de bienes realizado bajo la afirmación del tipo: ¡entrégame lo que yo deseo o te castigaré con algo que tú no deseas! En su forma extrema el impuesto es idéntico a la exigencia del bandido que nos asalta reclamando ¡la bolsa o la vida! Los impuestos están en las antípodas de los regalos, no surgen del amor sino del temor. En los impuestos no existe benevolencia ni intercambio, por el contrario son una exacción que se hace con mucha resistencia, poca voluntad y grandes objeciones. Por eso se pagan bajo coacción. Si no lo hacemos se nos amenaza con la prisión, la confiscación de nuestra propiedad o el embargo del dinero en bancos y es en ese sentido que el gobierno se comporta como un bandido. Ahora bien, todos tenemos conciencia de que algo hay que pagar para que la vida en sociedad transcurra en sosiego, sin violencias ni provocaciones. Pero el gobierno pierde legitimidad -esto es autoridad moral para exigirnos el pago de impuestos- cuando excede un límite muy preciso de nuestra renta y el impuesto, en lugar de ser una contribución razonable, se convierte en saqueo o expoliación, obrando igual que el bandido que vive del arrebato y la rapiña. Cuando el impuesto es un robo, surge ineludiblemente el derecho a resistir el asalto y la rebelión fiscal se generaliza”.
