Tengo un analítico colombiano que da una descripción de lo que significa "crédito":

Entiendo que es "pursuant to Section 6 of..."

How would you translate "Acuerdo" in this case? I think of "regulation 033," but I wonder if that is the most accurate way of saying it.

My understanding is that this "acuerdo" is a resolution of the "board of governors" or "governing board".
Although a "resolution" is essentially a decision or agreement taken by the members of a board taken at a meeting, we usually refer to them as resolutions rather than agreements.
"University council" is fine for the UK, but I'm not sure about the US and elsewhere. From what I can gather, I think "board of governors" or "governing board" is ok at least for the US, UK and Canada. In the US and UK they are also known as "boards of trustees" or "boards of regents".

agree  Charles Davis: Yes to "resolution". Laura probably wants US. For the record, the generic UK term is governing body rather than board, often called the Council. NB. this is the sovereign internal executive body. // Whoops, you're right. Discussion comment follows.
