Dotar de 4 **unidades de empleo** para los adolescentes y jóvenes que han finalizado la capacitación en emprendedurismo.

Le consulté al cliente sobre el término "unidades de empleo" y esta fue su respuesta:

Son espacios equipados en las comunidades que brindan un servicio gratuito para asesorar a adolescentes y jóvenes que buscan empleo o emprender un negocio. Físicamente contienen computadoras impresoras para imprimir cv por ejemplo y material de apoyo.

Your source text actually refers to a youth employment centre ("... unidades de empleo para los adolescentes y jóvenes ..."), so I would consider translating it as such.

Another option would be employment resource centre, an example of which you can find here:

Overall, I myself would use youth employment centre in the translation.

Explanation:
I read the notes in the discussion; however, I think that "job center" is the right term. The Job Centers in the UK, for example, are government funded and they help people build their skills for interviews, writing CVs, or even learn how to apply for jobs.
