I would refine this further by saying "funded (or financed) entirely with Venezuelan capital" - getting rid of the "100%" makes the statement read a little more smoothly/idiomatically.

Medium CL / confidence level as predictably controversial /cut to my esteemed colleagues' comments / even if wholly-owned is the way I had been taught - many years ago - to translate this kind of idea of a 100% capital holding (equity ownership), journalistically and not legalistically, for an FT Euro-business spin-off publication that ended up in Brussels.
