I very much doubt a US-type: tax credit can be 'non-capitalized'. There may be a mix-up with a 'capital writing-down allowance'.

The company can 'elect' to use the tax relief in the present accounting ref. period or in another one.

agree  Luis M. Sosa: Seems to make sense with both Tañia's references and with Askers's take. I would go with 'unused' rather than with 'uncapitalised'.
