There are no capital letters in this one.

VIN is made up of 17 digits and capital lettters. But the Slovak abbreviation would EČV and not EKV.

If the abbreviation appears in a driver's registration card as noted in your question, then I don't assume "EKV" has anything to do with a vehicle. The vehicle data would be noted in a different document.

I've seen more than one possible meaning for "EKV". One of them is "evidenčná kniha vozidla".
Does anyone know for sure what this 17-digit number is?
