Вот как я понимаю смысл выражения применительно к Магадану: не зарекайся ни от сумы, ни от тюрьмы, ни от Магадана, т.е. не думай и не мечтай даже, что с тобой этого не может случиться. Так что ne dis jamais jamais - это все-таки самое естественное в этой ситуации, к тому же самое "летучее" из предложенного.
