Looks like your Russian fraise needs to be slightly corrected to read “собственность земельных участков”

This is a cultural thing. In English it still means “land or land title”. However, in Russia people normally do not own any land in the urban areas. They own real estate, but not the land. That is why commonly “Земельный участок” refers to a piece of land located in a rural or country area. No matter how small or large this piece of land is, Russian people tend to always use it as a garden or a farm. For this reason in Russian mind “Земельный участок” always associates with agricultural land.

What makes you say that? It's clearly land that hasn't got anything built on it, but why agricultural (as opposed to forests, or whatever)?

Correct, but the munite detail is that it is a g r i c u l t u r a l land.
