Subarea Plan Explanation: I looked up Временный регламент застройки on google, and each time it seemed to be describing development plans within a subarea of a city. See my links below. Subarea plans and Comprehensive plans (Градостроительный план) are plans that cities put together to project what the city is going to look like in the future, and how the city planners would like to see the land developed. I'm a little confused by the Russian "Temporary Order/Articles/Sequence of Development," which is why I'm only rating my answer a 3. I assume that the word Временный is used because the plan is understood to be temporary or provisional. In English, we don't add "temporary" or "provisional" to the title of the subarea plan, because it is just assumed that the subarea plan is only a guideline, and everyone understands that the plan is subject to market forces and will change over time. Development Time Schedule Explanation: I strongly believe this is it. Sometimes (esp. with such documents) Временный means actually ВременнOй in Russian :-) -------------------------------------------------- Note added at 4 hrs (2008-10-27 19:06:20 GMT) -------------------------------------------------- it is not about "temporary" but about how development is stretched in time.... -------------------------------------------------- Note added at 6 hrs (2008-10-27 21:59:29 GMT) -------------------------------------------------- BTW: КГА = Комитет по градостроительству и архитектуре (smth like 'Urban Planning and Architectural Committee') Well, i found the following: /////Тем временем, был разработан и вступил в действие в качестве закона генеральный план Санкт-Петербурга (декабрь 2005 года), в котором в отношении данного участка установлен статус участка – зеленые насаждения общего пользования. Разработан и прошел публичные слушания проект правил землепользования и застройки Санкт-Петербурга (2006 год), в котором этот сквер отнесен к территориальной зоне Озеленения общего пользования; на территорию квартала выпущен и утвержден в качестве нормативного акта Временный Регламент Застройки № 1645 от 27.03.2007, который будет действовать до полноценного принятии Правил Землепользования и Застройки СПб, который для участка устанавливает все тот же статус. Here I see "double-meaning" - on the one hand - the mentioned bylaw (regulation) is really limited in time (as it is supposed to be followed until the Regulations on urban land use and development comes into effect); on the other hand - it contains a development schedule / timeframe. |
