I think the sense is, the share cannot be resold before the "maturity date" (заключения договоров?) which is a date specified by the "issuer" (первы собственни?). Sales before maturity create opportunities for fraud if the seller is a party different from the issuer. http://icpress.ru/articles/detail.php?ID=12787 However, I don't know whether bonds (obligatsii), which have maturity periods, are "shares" (акций) in Russian.
