agree  Vladimir Alekseev, MCIL: таки-да! Oblast, только без the, конечно. Хотя варианты с region вполне употребимы и частотны, если нет необходимости придерживаться излишне формального стиля. Однако с формальной точки зрения Oblast и region - это разные вещи.
