However, as Jack mentioned, it depends vastly upon a Client's preferences. For example, on our project we use "oblast" in "Сахалинская область". Also, consider this: if you put "region" for "область", what do you put, say, for "регион" and/or "район" (not a city district but more general term) if it will be in the same text?

I used to work for BBC Monitoring, where they insisted we used oblast. A customer I am working for regularly at present insists on province. I would not use region except for регион. Район is better translated as district.
