Повышение уровня достигает максимального значения к концу фазы стабилизации волнения, что, в свою очередь, перемещает зону первичного забурунивания в сторону берега, вовлекая в перемещение материал более мелководной зоны.
Мой вариант:
The water level reaches its maximum value by the end of stabilization of sea disturbance, and this, in its turn, shifts a zone, **in which primary breaking waves are formed**, towards the shore involving the materials of a more shallow area into this movement.
