Russian term or phrase: лимитирующий показатель
В качестве пороговой концентрации по органолептическому признаку вредности обоснована величина 1,0 мг/л, лимитирующий показатель - образование пены на поверхности воды.

****

По общесанитарному признаку установлена пороговая концентрация ГГХ равная 3 мг/л, по органолептическому признаку вредности - 70,0 мг/л, лимитирующий показатель - привкус.

The two examples describe different compounds of a certain chemical put to trial. The compounds are used as water disinfectants.

I am not entirely sure what this phrase refers to, and so all I can come up with is "limitation indicator". Is there a a standard term in English and what does it mean?

I went for 'dose limiting factor', although Yuri's answer is also a good translation, with thanks to Dorene for her extra explanation to help clarify the underlying meaning of the phrase, as I think she has paraphrased it well.

Notes to answerer
Asker: Surely a rate would be measured in figures/time? The two factors mentioned in this article are привкус and образование пены на поверхности воды. How does that correspond?

agree  Dorene Cornwell: I really like this option because it accurately describes the issue in this context: something that occurs when the desired threshold has been met or exceeded.
