Thank you for all the info. Creative work does only imply that specific work - it is "creative works" (i.e. in the plural) that would risk implying that all works were being referred to. However, your explanations have been extremely useful for me and I know now where I should be focussing the idea of this phrase.

I like the idea of "shape". I would say "to give shape to" here. (to shape up means to put something back to order that is not working properly). "Master" is usually only used to explain how somebody has become expert at a skill in a learning sense. However, your suggestions have explained very well the idea of "dezvolta" here.

Great points so far...I agree that "o creație" means here "a piece of musical creation, a certain composer's creation" which he was setting up to conduct next...
I think this passage it's about the level of interpretation he was building, like different artists performing the same thing, but raising the bar to a whole new level, developing....
I would use something like "to shape up", "to catalyze", "to master"...

then "creatie" surely refers to actual pieces, not an entire work. No conductor can possibly render/deal with the entire creation of a composer. Especially considering that many composers had different stages in their work, so quite often you can't look at their creations as a whole (but of a certain piece as a whole).

I meant that if it's the same conductor (the parts you quoted remind me of Sergiu Celibidache, but of course, it could be someone else), then his focus on a whole work (instead of the details) was surely noted by several authors writing about him :-)

Conductors themselves are creators, I believe - different conductors can have such different renderings of the same piece. And quite often, the names of even the most famous composers became irrevocably connected with those of the conductors giving the most fantastic performance of their works (e.g. Furtwangler's rendition of Brahms, Klemperer's performance of Beethoven's symphonies, Walter's interpretation of Mozart, etc. - but I may be biased here :-) ).
So a conductor CAN develop/elaborate on the wholeness of a piece. I think creatie here simply means a musical artwork.
Your solution with "the whole ensemble" sounds good. But I think creatie means a piece, an actual work, not just creative work per se.

I see what you mean how this could be the same idea. However, this is from a different article on the conductor. My text is a collection of different articles on the same composer. But I imagine that what you mean is something like:
"He combined a deep sensitivity to the details with a great intelligence and sense of measure, as he developed the whole ensemble of a creative work".

"Ansamblu" here has the first meaning you mentioned, i.e. the entire work of art. Without a broader context, the sentence is amibiguous in Romanian, too, and to me it would make sense if it referred to the composer, not the conductor.
