Não é facil de responder a esta pergunta sem conhecer o tipo de contexto. No caso de contratos de trabalho, adjudicações, etc., costumamos falar de "Auftraggeber" und "Auftragnehmer".
Sem conhecer o contexto preciso, seria melhror escolher a tradução "Vertragsgeber" / "Vertragsnehmer" (parece um pouco construído, mas também se usa...).
