No Brasil, a Carta Convite é o nome dado à proposta para participar uma modalidade de licitação publica, chamada Concurso (não é o concurso publico para ingresso de servidor).

Nos EUA não tem esse nivel de especificação nas contratações públicas/licitações, de forma que eles só se referem como 'Government Acquisition Process', 'Competitive Bidding', 'Bidding Process.

No dicionário do Marcílio ele sugere traduzir 'concurso' por Competitive Selection, mas particularmente eu já tive algumas falhas de interpretação jurídica quando usei esse termo em contratos enviados pro exterior.
