Estou em dúvida pq no Dicionário do Noronha não há um um termo correspondente apenas a definição do que é Casa Civil. No Linguee encontrei "Civil House", "Civil Office", "Civil Cabinet" e "Civil Household".

Sempre ouvi dizer que o nosso "ministro chefe da casa civil" é o "secretário geral de estado" para os americanos. Talvez possamos traduzir dessa forma. Não tenho certeza, mas é por aí a resposta.
