Portuguese term or phrase: Programa Bolsa Família
I am translating an academic paper about Brazilian's National Program for School Meals (the original name is Programa Nacional de Alimentação Escolar). The program aims to get healthy meals for students enrolled on public schools. Many of those kids come from very poor families, and had the school meal as the only one for a whole day. With the pandemic, they are facing hungry due to social isolation and unemployment, and the groceries bought by the municipalities for the program were getting near the expiration date. Since, Brazilian government decided to change the program's law, and now the municipalities can make food kits to donate to the students' families. Although, the program's nutritionists usually calculate how much groceries the municipalities shall buy using a per capita table, and here is the problem: this table considers what a KID would eat from each food on a meal, not what a FAMILY EATS. Since, many municipalities have build a social profile to decide who is gonna receive the kits and who isn't. In some cases, this decision considers if the student is registered at a social program called as PROGRAMA BOLSA FAMÍLIA in portuguese. It is a social program that gives a monthly financial aid to families under poverty. I have some questions about how to translate this program's name. Here they are:

1- Should I translate the program's name?
2- If yes, should I write the original name AND the translation (the paper is gonna be published on a Brazilian paper that uses Associação Brasileira de Normas Técnicas's rules) ? Which one should I write first to make my text sound like academic writing?
This program is widely cited in the original paper. Here's the first sentence where it appears:
"Ainda sobre as orientações sobre o recorte social para distribuição de kits e a permissão para a utilização dos recursos financeiros federais do PNAE na montagem de kits/cestas básicas para distribuição às famílias cadastradas no Programa Bolsa Família ou outro programa social local, o FNDE responde que o PNAE se destina aos estudantes matriculados na rede pública de educação básica, não havendo nenhuma relação direta com o Programa Bolsa Família ou outro programa social local"

Na Inglaterra temos o 'Income Support' em que pessoas que ganham menos que um certo valor recebem uma complementação financeira. Estar recebendo 'income support' dá direito a vários benefícios adicionais, como por exemplo os 'free school meals' mencionados. (Nos bons tempos os benefícios eram bem maiores, mas o triste governo de M. Thatcher acabou com quase tudo)
Provavelmente não traduziria e colocaria nota de rodapé, ou entre parênteses após o nome original.

Esta descrição do que é o Programa Bolsa Família é uma mescla obtida à partir de um artigo jornalístico do Guardian, respeitado jornal britânico (disponível no "web reference" incluso nessa resposta)
