In response to rhandler's comments below:

One ought to be wary of 'translation by google hits'. 'Forest code' also refers to a 'code of behaviour' when entering a forest. Indeed, a vast number of google hits for 'forest code' are referring to this very subject. 'Forestry Code' on the other hand is almost exclusively used to refer to Forestry law, even if there are 2 billion google hits for something similar sounding.

neutral  BLR: while I appreciate the research that has gone into this, I base my own choice on the fundamental difference in meaning between Forestry (exploitation of forest resources) and Forest (forest related stuff). So would opt for the latter.
