agree  Jennifer Levey: Yes, although of course this term from textbooks on mechanics is being used figuratively in asker's text, since the load in question is 'power load on the grid', which is mass-less.//It would be better as 'CofG of the loadS', plural.

neutral  Jennifer Levey: The hub, in this context, is the substation itself. The CofG referres to the requirement to place the substation (hub) at an optimal geographical position in relation to the geography of the various loads.
