I have done a lot of interpretation work in Brazilian ministries, and usually when they say "pasta ministerial" all that is meant is the ministry itself. I guess when talking about that ministry's minister you could say they hold the "ministerial office" as well. It just depends on how you want to structure the phrase.

What a load of verbal diarrhoea. How can there be a 'first' occupant of a 'new' position?
Come the revolution, people who write like this should be the first ones to be lined up against the wall. This phrase could be cut down to half the words and sound better
